XIAMEN, July 23 (Xinhua) -- A rescue and breeding base for endangered Chinese white dolphins started a trial operational period on Saturday in the southeastern seaside resort of Xiamen. The base is the first of its kind in the country.The base, located on the city's Huoshaoyu Islet, includes a rescue center and a breeding area and can accommodate up to four to six white dolphins, said Pan Shijian, vice mayor of Xiamen.Previously, rescuers had to return injured white dolphins back to the sea after giving them simple medical treatment due to the lack of a rescue base, Pan said."From now on, the base will be a hospital for injured or stranded dolphins," he said.The base will also be used as a rehabilitation center for children with infantile autism and brain paralysis, with the dolphins acting as "doctors" during the children's recovery period, he added.The Chinese white dolphin mainly lives in the seas around Xiamen and the Pearl River estuary in south China. The dolphins are under first-class state protection.The Chinese Academy of Fishery Sciences estimates that about 2,000 of the dolphins are living in China's seas.

BEIJING, June 26 (Xinhua) -- China on Sunday issued a regulation on drug rehabilitation that encourages drug users to voluntarily undergo rehabilitation programs.The regulation took effect Sunday as a supplement of the country's anti-drug law that was implemented three years ago.Drug users who voluntarily receive intervention programs "will be exempt from punishment," said the regulation, promulgated on the 24th International Day Against Drug Abuse and Illicit Trafficking, which falls on Sunday.With seven chapters and 46 articles, it also stipulates the rights and obligations of drug addicts, as well as supporting measures for voluntary, community-based, and government-ordered drug rehabilitation.Up to date, more than two million Chinese have been receiving compulsive rehabilitation or treatment, statistics show. However, many of them find it difficult to completely give up the addiction.The regulation, aiming to explore effective ways to curb drug use, calls for boosting "the role of communities and families" in helping reduce drug users' dependency on narcotics.It asks rehabilitation centers to provide addicts with consulting services and education on the prevention of HIV/AIDS and other contagious diseases.Efforts should be made to "boost pharmaceutical management" so as to prevent loss or abuse of psychotropic substances and narcotics, the regulation says.The regulation also stipulates on the protection of drug addicts' personal information, saying "members of the police, judiciary and health departments who cause the leak of personal information must be punished."The regulation has solicited public comments before it was released.Transnational drug trafficking remains rampant in China, particularly in southwestern border regions of Yunnan and Guangxi.A report issued last month by China's National Narcotics Control Commission said authorities investigated 89,000 drug-related crimes and arrested 101,000 suspects last year.Law enforcers confiscated 5.3 metric tonnes of heroin and one metric tonne of opium in 2010, the report said, adding that intervention programs were used to treat and rehabilitate some 175,000 drug addicts last year.

  

WASHINGTON, June 6 (Xinhua) -- A new University of Missouri study shows that the exposure to the controversial chemical Bisphenol A (BPA) through diet has been underestimated by previous lab tests.The findings were published on Monday in Environmental Health Perspectives.In the study, researchers compared BPA concentrations in mice that were given a steady diet supplemented with BPA throughout the day, compared to the more common lab method of single exposure, and found an increased absorption and accumulation of BPA in the blood of the mice.The authors continuously exposed the mice to BPA through their feed, which is considered the primary route of exposure to this chemical in animals and humans. In previous studies examining the effects of BPA, mice were exposed to BPA only through a one-time administration.Following the exposure through the diet, a significantly greater increase in the active form of BPA, which is the greatest threat as it is the form that can bind to sex steroid receptors and exert adverse effects, was absorbed and accumulated in the animals."People are primarily and unknowingly exposed to BPA through the diet because of the various plastic and paper containers used to store our food are formulated with BPA," said Cheryl Rosenfeld, associate professor in biomedical sciences and corresponding lead author. "We know that the active form of BPA binds to our steroid receptors, meaning it can affect estrogen, thyroid and testosterone function. It might also cause genetic mutations. Thus, this chemical can hinder our ability to reproduce and possibly cause behavioral abnormalities that we are just beginning to understand."The study notes that more than eight billion pounds of BPA are produced every year, and more than 90 percent of people in the United States have measurable amounts of BPA in their bodies."When BPA is taken through the food, the active form may remain in the body for a longer period of time than when it is provided through a single treatment, which does not reflect the continuous exposure that occurs in animal and human populations," said Rosenfeld. "We need to study this further to determine where the ingested BPA becomes concentrated and subsequently released back into the bloodstream to be distributed throughout the body."

  

VIENNA, Sept. 22 (Xinhua) -- Climate change and rising temperature in the long term can lead to water shortages in the Alps region, international experts warned Thursday at the Water-Scarce Final Conference in the Austrian eastern city Graz.The Alpine region originally is rich in water resources due to a large number of glaciers, spring and abundant rainfall either in summer or winter. But global warming may change this situation which has been shown in the past years that the water reserve has reduced gradually due to climate change, warned the experts.Observation data have shown a significant decrease of 25 percent in groundwater recharge in the past 100 years which has also resulted in the reduction of mountain spring.Director of the Provincial Department of Water Resources of Styria Johann Wiedner point out, in 2003, droughts occurred in the eastern part of the Alps, including the state of Styria and water shortages were also found in other regions of the Alps. He said the phenomenon was giving a warning that people "have to do something."To this end, the European Union begun a project called "Alp Water Scarce" three years ago to observe water reserves, air temperature, water temperature and water table in this region and study the relationships among them.Wiedner also admitted that there is no shortage of water at least in the short term and water supply for the local residents is totally insured.
