RAMONA, Calif. (KGTV) - Residents in Ramona are worried that SANDAG's new transportation plan could put their lives at risk in the event of a wildfire.The proposed 2021 Regional Plan, which hasn't been approved and won't be voted on until November, would move tax money away from freeways like State Route 67, and put more emphasis on transit.People in Ramona say that worries them, because the 67 was jammed the last few times fires forced an evacuation."It took a couple hours to get down to Scripps Poway Parkway," says Ramona resident Paul Pakus, who had to evacuate during 2007's Witch Fire.In 2004, voters approved a measure on the ballot for a 40 year, half-cent sales tax to fund transportation projects, commonly called the "TransNet Tax." Part of the bill specifically mentioned State Route 67, as well as a handful of other freeways.When SANDAG unveiled their new transportation plan last month, they said Transnet tax money would now go to pay for transit projects instead of freeways. That means a proposed expansion of the 67 could be shelved if the plan is approved by the SANDAG Board."It's a bait-and-switch," says County Supervisor Jim Desmond, who sits on the Board. "People in Ramona are very sensitive to this. They want to make sure they're safe in a fire and they want to make sure that the infrastructure is in place to do that."SANDAG says the TransNet Tax ballot proposition included language that allows SANDAG to change where the tax money goes as priorities change over time.Executive Director Hasan Ikhrata says, even after just 11 years of the tax, it's clear San Diego needs to invest more in mass transit and less in roads. He says that's a necessity if the area wants to hit state and federal mandates for greenhouse gas emission."People need to give us a chance and time to put this forth. And once we do, I think they will be more pleased with what we're telling them," says Ikhrata.He also assured 10News that SR-67 would still be a priority."Safety will be addressed, period," he told 10News in an exclusive interview. "The 67 safety issue will take top priority."Ikrata added that the plan is still a work in progress and SANDAG wants feedback from the public. They have a "Vision Lab" at their downtown offices that people can visit to give feedback.They also plan to form an advisory council, made up of at least 10 industry experts and leaders, to help finalize the 2021 Regional Plan. Lynn Barrow of Brown-Wynne Funeral Home in Raleigh confirmed Adams died on Nov. 28. He was 95. A funeral service was held Wednesday. The News & Observer of Raleigh reports Adams was a World War II veteran who survived the Battle of the Bulge despite being shot in the head. A brief physical scuffle occurred and Lansford ran to the front of the plane.Lansford says the flight crew handled the entire situation really well.While the original man was escorted off, the second passenger was not removed from the plane despite his participation in the fight.When contacted by FOX 13, Allegiant reiterated its position on wearing face masks on flights."Face coverings must be made of solid material, fully cover the mouth and nose, fit snugly against the face, and be secured under the chin. Prohibited coverings include those with exhalation valves, holes (such as lace or mesh), neck gaiters, and bandanas. Face shields may be worn in addition to a face covering, but not as an alternative."The flight eventually departed and arrived in Provo without any further incident.According to Mesa Police, 52-year-old Rio James Honaker was charged with disorderly conduct. RAMONA, Calif. (KGTV) - California Highway Patrol officers believe drugs or alcohol are likely factors in a crash that injured three people Tuesday near State Route 67 west of Ramona. A truck and two cars collided on Dye Road at Lansdown Lane about 4:30 p.m., the CHP reported. The white Mercedes had been traveling west on Dye Road and speeding when it crossed into oncoming traffic, witnesses told the CHP.The Mercedes clipped a blue Subaru and hit a Toyota Tacoma pickup head-on, officers said.The crash blocked the roadway and sent debris across lanes. Video from Sky10 showed the front end of the Mercedes was missing, and the roof of the truck was sheared off.Cal Fire crews, possibly from the Ramona station two-tenths of a mile away, were seen rescuing a person from a 77-year-old man from the seat of the truck. The men in the Mercedes and the truck suffered major injuries, the CHP confirmed. The woman in the Subaru had minor injuries. Helicopters landed in a nearby field to take patients to the hospital. The CHP announced a closure of the area at 5:16 p.m. Neighbors who live in the area say Dye Road is a dangerous road because no one drives the posted 55 mph speed limit. 1196

  

President Donald Trump signed two pieces of legislation into law on Wednesday that aim to inform consumers about drug prices.Both measures, the Know the Lowest Price Act and the Patient Right to Know Drug Prices Act, aim to end the drug industry's so-called gag orders of pharmacists, which prevent them from discussing cheaper price options with consumers. These price options include discussing whether a medication may be less expensive if using insurance or paying out-of-pocket.At Wednesday's signing, the President called the gag clauses "unjust" and said the legislation would lower drug prices that are "way out of whack" and "way too high.""It's called the law of supply and demand. They didn't want to have that. But now we have that and it's going to lower drug prices," Trump added.Both the President and Health and Human Services Secretary Alex Azar said at the signing that they expect further regulatory action on reducing drug prices in the coming months.Some states and municipalities have pharmacy gag order bans, but the Patient Right to Know Drug Prices Act, sponsored by Maine Republican Sen. Susan Collins, addresses banning the practice of gag orders on a federal level. The Know the Lowest Price Act, sponsored by Michigan Democratic Sen. Debbie Stabenow, prohibits Medicare drug plans from putting a gag clause on a pharmacy in their contracts.Collins and Stabenow were present at Wednesday's signing, as well as Tennessee Republican Sen. Lamar Alexander, Louisiana Republican Sen. Bill Cassidy, Deputy Attorney General Rod Rosenstein and National Economic Council Director Larry Kudlow.Some pharmaceutical industry experts say that although eliminating the gag clause is step toward consumer transparency, it doesn't address the issue of lowering actual drug costs, making it unclear how much of a tangible effect the legislation will have.The President has frequently expressed his frustration over rising drug prices, and in May, he laid?out his vision for increasing competition, reducing regulations and changing the incentives for all players in the pharmaceutical industry.The administration released a 44-page blueprint of the plan, entitled American Patients First, aiming to increase competition and improve the negotiation of drug prices, as well as reduce consumers' out-of-pocket spending on medicines and create incentives to lower list prices.Ending the pharmacy gag orders was included the plan, as well as speeding up the approval of over-the-counter medications and asking the Food and Drug Administration to require manufacturers to include prices in their TV ads.A gag order on a pharmacy is frequently brought on by clauses in contracts with pharmaceutical benefit managers, which manage most of our nation's prescription drug programs.
