SAN DIEGO (KGTV) - A similar Observation Wheel to those in England and Paris could come to Balboa Park for a short term stay.The Cohn Restaurant Group and Sky Views of America presented the idea of the Balboa Park Star to the Balboa Park Committee Meeting on October 1.They hope the wheel would attract more visitors and re-energize the park."We have operated these observation wheels during the pandemic," Vice President of Sky Views of America Ben Pickett said.The gondolas are enclosed and climate controlled. According to the presentation, they are sanitized after each ride and safety protocols comply with state, local and CDC guidelines. Masks would be required for passengers and staff. The presentation was met with excitement by the committee."I love the fact it is innovative and outside the box," Committee Member Victoria Curran said. "This is a terrific idea, I love it!" Committee Member Johanna Schiavoni added."Sometimes it's the craziest ideas that are the best ones," Committee Member Micah Parzen said. He cautioned there were concerns that needed to be worked out, like where and how much room the wheel would take up, if the wheel would take income away from competing museums and the juxtaposition of historic versus modern aesthetics.Pickett said they are working on promotions with the museums as well as discounts for families and military members.David Cohn compared the Balboa Park Star to the London Eye, La Grande Roue in Paris, or the Belfast Eye in Ireland.Most visitors at Balboa Park who spoke with ABC 10News like the idea."I think it would be super super cool, I would totally ride it," Visitor Erin Medina from Reno said excitedly."At first I thought, huh, seems more like a carnival than beautiful historic Balboa Park, but as you mentioned the Ferris wheel came here in 1915, so it might be kind of cool to bring it back, especially during the pandemic," San Diegan Clare Siragusa said.The R-50 is a modern wheel with gondolas that can seat eight people. The cost is estimated - per rider and tickets would be sold online and at the attraction.The proposed location is in the Plaza de Panama, near the Museum of Art."Anything that's for the kids, anything that's kind of easy, accessible entertainment, I support," San Diegan Samantha Pearson said.Entertainment at 148 feet in the air, just 52 feet short of the California Tower.The next presentation will be for the Balboa Park Cultural Partnership Board October 28. SAN DIEGO (KGTV) - A Syrian refugee who took his Uber passenger across the U.S.-Mexico border into Tijuana was detained last week by Customs and Border Protection officers.Hussam Abdul Noor immigrated to San Diego one year ago and was in the process of applying for a green card to stay in the United States, according to his former coworker Wally Ghamraoui.Noor supported his wife and two children by working at a gas station in El Cajon. He had refugee employment authorization document. Two weeks ago, Noor began working as an Uber driver, Uber confirmed. Noor wanted the job because the pay was better, said Ghamraoui.RELATED: ICE releases UC San Diego student detained at border Last Wednesday, Noor took an Uber passenger across the border into Mexico. An Uber spokesperson said the passenger must have requested the trip because it is not possible to order a ride across the U.S.-Mexico border through the Uber app.Noor's wife woke up at 3 a.m. and noticed he wasn't home. "He sent her a What'sApp message that don't be afraid, I got held up at the border and I should be back home soon," family friend Nibras Maleh translated.When Noor tried to drive back into the U.S., he was detained at the border by customs officers. "I'm concerned," Ghamraoui said, tearing up, "I hope they don't deport him, he need to fix, to learn something from his mistake."Attorney Lilia Velasquez works in immigration law and said anyone with Noor’s immigration status is not allowed to leave the United States during the legal process. She believes it could take weeks for Noor to return, if the judge allows."You know they're suffering, but we do tell them, 'Why didn't you call the immigration service? Why didn't you make an appointment? Why didn't you call a lawyer?' One minute phone call, if the person would've called me, I would've said, 'It's a no no, do you have a travel document? No? His wife does not speak English and has not been able to go to the grocery store. SAN DIEGO (KGTV) - After 14 months on the job, Gordon Walker, the CEO of the Regional Task Force on the Homeless is taking a six month leave to help open a temple for the Church of Jesus Christ of Latter-day Saints in Rome, Italy.Walker was hired in June of 2017 after successfully reducing the homeless population in Utah by 91%.“We can do the exact same thing here,” he told 10News. “The chronic homeless problem here in San Diego is not much larger that it was in Utah.”He took over the RTFH just after it had been consolidated with several other agencies.One of his first big projects was overhauling an outdated software system that is used by many different agencies that interact with the homeless.Expected to be launched in December, he says the new program will allow for easier and more streamlined data collection.It’s an important change because they can’t fight a problem when they don’t know exactly what it consists of.“We had a hard time answering some very basic questions, like ‘what do we actually need?’ “For this purpose, one of the task force’s yearly projects is executing a ‘point-in-time’ count of homeless people across the county.When the numbers were released this year, however, they were met with criticism.“You cant just not count 1000 to 2000 people just because you haven’t done your due diligence when we’ve counted them every year,” said Michael McConnell, a homeless advocate and former member of the RTFH.He’s referring to the homeless population that live in vehicles.Because they were not included in the 2018 count of unsheltered homeless, the number appeared to decline from the previous year.Walker still defends their decision, saying “here in San Diego there was a great deal of effort of counting people in vehicles without proving or showing that there was anyone living in the vehicle.”But he said they plan on changing that next year by performing outreach beforehand, so when they encounter vehicles while doing the count they know who lives inside them.“We are going to do more interviewing so we know the people better,” he said.Whether or not he will be back to see that through remains to be seen. He told 10News he plans to spend no more that six months in Italy.“My goal is to come back here, even if it’s not as CEO” he said. “We’re doing some great things.”On Thursday, the board that oversees the RTFH will vote to confirm Tamera Kohler as acting CEO.She worked with Walker in Utah and currently serves as the COO.Walker said he leaves for Italy on Friday. 2522

  

SAN DIEGO (KGTV) - A semi-truck carrying boxes of grapes caught fire as it traveled down Interstate 8 in El Cajon Monday morning.Authorities received reports of a semi-truck on fire on westbound I-8 just near dunbar lane shortly after 12:30 a.m.Firefighters arrived to put the fire out and attempted to save the shipments of grapes, but it was a total lost.California Highway Patrol officials said the truck’s driver escaped unharmed.The cause of the fire is under investigation. 487
