The parents of a middle school student are suing a Houston-area school district and school officials in federal court for allegedly coloring in his hair design earlier this year with a black permanent marker.According to the lawsuit filed Sunday, officials at the Berry Miller Junior High in Pearland, Texas, claimed the design in the then-seventh grader's haircut violated the Pearland Independent School District's dress code policy.The suit alleges, "They laughed as they took many minutes to color 13-year-old J.T's scalp which took many days of scrubbing to come off."Lawsuit says incident came day after haircutThe lawsuit says Juelz Trice got a fade haircut April 16 and the next day when he was in the cafeteria for breakfast he was told by an assistant principal to go to the office.The civil rights lawsuit names the then-assistant principal Tony Barcelona (since promoted to principal), discipline clerk Helen Day and teacher Jeanette Peterson as defendants as well as the school district.CNN has reached out to the individuals named in the lawsuit and has not immediately heard back.The boy, who is African-American, allegedly was given two options by the two administrators.He could use a black Sharpie to color his scalp, the lawsuit says, or go to in-school suspension. Juelz didn't want a suspension affecting his track team eligibility so he chose the permanent marker option, the lawsuit says.The black Sharpie made the design line in Juelz's hair more prominent, the complaint says.Day took the marker from Juelz and began to blacken Juelz's scalp, the court document says. Peterson -- who, like the administrators, is identified in the court document as white -- came into the office and was asked to use the marker on the boy's scalp and did so, the lawsuit says.Attorney says school district has done nothing but change policyRandall Kallinen, attorney for the student's parents Dante Trice and Angela Washington, said Tuesday that the school never tried to notify the family before coloring their son's scalp.The discipline clerk should have known better how children should be disciplined, he said.The attorney says other than changing the dress code, the school district has done nothing to attempt to rectify the situation.The 2265

"We will participate in the Congress as part of this process."Trump threatened to interrupt or substantially reduce aid to the Northern Triangle before saying in an October tweet that countries "could not do the job of arresting people since they left their country and came to the United States illegally." But experts have said that cutting aid will likely increase the number of migrants leaving countries and heading to the United States."Cutting aid could worsen the circumstances for families fleeing violence and conflict. The American aid associations in these places are working to address the root causes of violence in Honduras, Guatemala and El Salvador. This is a time when these countries could use additional investments and partnerships from the United States to promote economic opportunities and security for their citizens, nothing less, "said the United States Global Leadership Coalition, composed of retired diplomats, military leaders and members of Congress. The Trump administration took hesitant first steps Wednesday to allow the importation of certain drugs from Canada and other countries.The historic move comes after President Donald Trump cast aside typical GOP opposition and pushed his health officials to find a way to approve the Republican governor of Florida's recent request to allow the importation of lower-cost drugs.The Department of Health & Human Services, which has long raised safety concerns over importation, released a Safe Drug Importation Plan that describes two ways certain drugs from abroad could enter the US. It marks a major turnaround for HHS Secretary Alex Azar, who called importation a "gimmick" in the past.But it will likely take a while before these lower-priced medications find their way into patients' hands.Under one scenario, states, pharmacists or drug wholesalers could submit plans to the agency for test projects on how they would import drugs approved by Health Canada. But the method also sets up many hurdles, including saying the tests would be limited in time and require regular reporting to ensure safety and costs are being met.The second pathway would allow manufacturers to import lower-cost versions of the drugs that they sell in foreign countries. Agency officials said drug makers are interested in doing this but have not been able to because of contracts with other players in the supply chain.Under the new plan, Insulin, however, cannot be imported from Canada, likely disappointing diabetics, some of whom have to travel north to purchase the costly, lifesaving medicine there.But HHS clearly put the burden on states and manufacturers to convince it that importing drugs would be safe for consumers and save them money. For instance, it would be up to states to negotiate with Canadian authorities to allow their drugs to be sent to the US, said Azar. 1878
