NATIONAL CITY (CNS) - Stephen Manganiello will take over as acting city manager of National City in April, retiring city manager Leslie Deese announced Wednesday.Manganiello will begin his new role on April 2, when Deese is set to retire after serving in the National City government for 33 years. She has served as city manager since 2012, when the City Council unanimously appointed her to the post.According to Deese's office, some of her chief accomplishments in office include establishing a pension fund, helping the city reach an A+ bond rating and securing several multi-million dollar grants.Manganiello has served in the National City government for 12 years and has served in a dual role as the director of public works/city engineer since 2012."The City Council and I wish the very best for Leslie (Deese) on her retirement and are excited to have Acting City Manager Steve Manganiello, who is a familiar voice at the table, to help us continue to move city business forward," National City Mayor Alejandra Sotelo-Solis said in a statement.Manganiello will serve as acting city manager until a permanent city manager is chosen, according to the city. More than a year after he died in police custody with cameras from the reality show "Live PD" on the scene, body camera footage and police records show that a Texas man told police multiple times that he couldn't breathe and was suffering from a heart condition as police took him into custody.According to KVUE-TV in Austin, Texas and the Austin American-Statesman, 40-year-old Javier Ambler died in police custody on March 28, 2019. Ambler had led police and Live PD camera operators on a 22-minute car chase that began when he allegedly failed to dim his headlights to oncoming traffic.Body camera footage from Ambler's arrest shows that police used stun guns three times while taking him into custody, even after he told police he was suffering from congestive heart failure.According to KVUE, an autopsy listed Ambler's death a homicide, which was later determined to be a "justifiable homicide." Medical examiners said Ambler's heart condition and his weight "in combination with forcible restraint" led to his death. Examiners also said Ambler was under the influence of drugs and alcohol at the time of his death.KVUE reports that the most serious charge Ambler would have faced was evading arrest, a low-level felony.The District Attorney's Office in Travis County told KVUE that they have been investigating Ambler's death but says they've been hindered by a lack of cooperation from the Williamson County Sheriff's Office. Officials also say that Live PD has failed to share their footage from the arrest with investigators.Travis County District Attorney Margaret Moore told KVUE that she feels that Live PD's participation with the Williamson County Sheriff's Office led to Ambler's death.“It is of very serious concern to any of us who are in law enforcement that the decision to engage in that chase was driven by more of a need to provide entertainment than to keep Williamson County citizens safe,” she said.Moore told KVUE that she plans to take the case before a Grand Jury later this year. 2017

NASHVILLE, Tenn. — Six Metro Nashville police officers have been commended for their heroic response early Christmas morning when an RV exploded. The officers responded to the call of gunfire and upon hearing an RV play a recorded message saying the vehicle contained a bomb, took several measures to evacuate as many people as possible from Second Avenue.City leaders applauded the officers for their swift action, putting the lives of others ahead of their own. "They immediately began knocking on doors, not knowing when the bomb would go off," Chief John Drake said at a press conference Saturday night. "They didn't think of themselves...they thought of the citizens of Nashville. He said he didn't immediately notice the RV, but thought it may have been someone visiting town for Christmas. The officers contacted six to seven apartments and asked residents to evacuate.After some time, music began to play from the RV. Once the song finished, the announcement of a bomb continued. Officer Luellen said once the announcement resumed, he saw a man walking a dog. The man was notified of the warning and shortly after the RV exploded. Luellen said he was knocked over and the man was in shock.The second officer who responded to the scene was Brenna Hosey. She said when she heard the announcement coming from the RV she was confused. "Is this really what we're hearing right now," Hosey recalled thinking. She then began clearing apartments on Second Avenue floor-by-floor. They began these evacuation efforts as the RV announced there would be 14 minutes until detonation. Officer James Wells suffered hearing loss from the blast. Wells said once he heard Luellen call over the radio for an immediate response, he knew by the tone of his voice it was serious. Officer Topping said as she was getting to the area of Second Avenue and Commerce Street she began to hear the message playing from the RV. "That's a sound I'll never forget," she said. Sgt.
