SAN DIEGO (CNS) - Rail service along the Los Angeles-San Diego-San Luis Obispo rail corridor will again be suspended Saturday through 5 a.m. Monday from Oceanside to San Diego for track and signal improvements, according to the San Diego Association of Governments.The scheduled rail work in Cardiff-by-the-Sea, Carlsbad and San Diego is the second of two weekend-long closures for track and signal improvements along the LOSSAN corridor. Rail service was also suspended from Oct. 13 to Oct. 15. Rail service for the four railroads affected by the closures -- the North County Transit District, Metrolink, Amtrak and freight line BNSF -- is expected to resume Monday for morning commute hours, albeit with possible delays.Track crews in Cardiff-by-the-Sea will replace rail ties as part of a double-tracking project to add a second rail track between Cardiff-by-the-Sea to the San Elijo Lagoon. Work crews connected the second line to the existing track last month. Workers will also update the rail signals at the Chesterfield Drive grade crossing.MAP: Traffic conditions around San Diego County Crews in Carlsbad plan to prepare the NCTD Coaster Poinsettia Station for a new western alignment of the existing track as well as move existing rail signals at the station to more optimal locations. The .7 million Poinsettia Station Improvements Project "will lengthen and elevate passenger platforms, install a fence between the tracks within the station, relocate a section of the existing tracks, and replace the existing at-grade rail crossings with an undercrossing featuring stairways and ADA compliance ramps on both sides of the tracks," according to SANDAG, which expects the project to be completed in 2020.Crews in San Diego will work on improvements to the San Diego River Bridge and structures along the Elvira to Morena Double Track Project. In addition, NCTD crews and San Diego's Metropolitan Transit System will make improvements to track crossings at the Old Town Transit Center.The rail work is part of SANDAG's Build NCC (North Coast Corridor) program, a 40-year, 0 million effort to repair and expand vehicle and rail transportation infrastructure throughout San Diego County. SAN DIEGO (CNS) - The Nature Index research database announced today that UC San Diego ranks in the top 10 worldwide among institutions researching biomedical science topics.UCSD ranked sixth among the top-200 academic institutions and ninth among healthcare institutions worldwide in biomedical sciences. The university's branch of the Ludwig Institute for Cancer Research also ranked 42nd among the top biomedical science non-governmental organizations in the country.The rankings come from Nature Index, which tracks high-quality scientific research, studies and articles and the institutions with which they're associated. For the biomedical science rankings, Nature Index reviewed55 journals chosen by an unaffiliated group of scientists with articles that span from 2012 to 2018.According to Nature Index Chief Editor Catherine Armitage, biomedical science can describe a variety of research topics such a genetics, microbiology and biochemistry."Biochemistry and cell biology, and genetics are the biggest fields by article count, but microbiology and biomedical engineering, reaping rewards from CRISPR and the microbiome, are the fastest rising among the top 10 fields of research,'' Armitage said.Harvard University topped both lists of healthcare institutions.Stanford University, UC San Francisco, Yale University and University of Pennsylvania rounded out the top five among university-affiliated biomedical science institutions.Worldwide, the National Institute of Health, the Chinese Academy of Sciences, Stanford and Germany's Max Planck Society flanked Harvard."These new rankings reinforce other third-party endorsements of UC San Diego's faculty and the quality of its research,'' UCSD Chancellor Pradeep Khosla said. SAN DIEGO (CNS) - San Diego County public health officials reported 603 new COVID-19 cases and nine additional deaths Saturday, raising the region's totals to 26,701 cases and 533 deaths.Officials said five men and four women died between July 11 and July 24 and their ages ranged from 60 to 93. All but one had underlying medical conditions.The county reported a record 16,429 diagnostic tests Friday, 4% of which returned positive. The 14-day rolling average of positive tests is 5.8%. The target set by California is less than 8%. The 7-day daily average of tests is 9,406.DATA: San Diego County coronavirus case trackerOf the total positive cases, 2,364 -- or 8.9% -- required hospitalization and 606 -- or 2.3% -- were admitted to an intensive care unit.One new community setting outbreak was reported Friday in a business. In the past seven days, 11 community outbreaks were confirmed. The number of community outbreaks is above the trigger of seven or more in seven days. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households.Cal State San Marcos sent an advisory to students and staff Thursday evening notifying them that two employees who were working on campus have tested positive for COVID-19."One individual was last on campus on July 16 and the other individual on July 17," the advisory said. "But we still have the stick and other tools to ensure compliance."Supervisor Nathan Fletcher said the team would enable the county to step up enforcement on "egregious violations" -- but the details on that enforcement were also unclear. She said the recent spike in cases began to occur after bars, hotels and gyms reopened June 12.The last metric the county has failed to maintain is the percentage of cases that have been handled by a contact investigator within 24 hours of being reported. There are more than 500 investigators employed by the county, and although 98% of all cases had been investigated in that time frame as recently as June 25, that rate had dropped to 9% as of Wednesday.Wooten said that in response, the county is attempting to hire more contact investigators, with 212 in the hiring process. 3403
