(KGTV) — A California Highway Patrol officer found himself in the right place at just the right time this week on a Northern California freeway.CHP officer Jeffrey Lloyd was completing a traffic stop on State Route 99 Monday when an SUV pulled up behind him. A woman in the right passenger seat was going into labor and about to give birth, according to CHP'S South Sacramento office.Officer Lloyd informed dispatch of the situation and gatherer medical equipment to help deliver the baby right there on the freeway. "Officer Lloyd notified dispatch of the birth and stayed with the mother and baby until medical personal from the Sacramento City Fire Department arrived on scene."The mother and newborn were transported to a nearby hospital and were said to be in excellent health and resting Tuesday. 1139

The visit comes as the President backed off threats to close the US-Mexico border in the near future, but threatened to slap tariffs on automobiles made in Mexico. Tensions at the border reached a boiling point in November of 2018, when Trump said it was a "good time for a government shutdown if he didn't receive funding for the border wall. "I think probably, if I was ever going to do a shutdown over border security, when you look at the caravans, when you look at the mess, when you look at the people coming in, this would be a very good time to do a shutdown," Trump said. (KGTV) – In an effort to conserve energy amid a lingering heat wave, DMV offices across California will close at 3 p.m. from Monday through Wednesday this week.The decision to close early was made to save energy and “protect the health and safety of customers and employees from high heat impacts,” officials with the agency said.The early closures run from Aug. 17-19.DMV offices will accommodate customers -- with and without appointments -- until 2:30 p.m. on the specified days.Customers who have appointments on the specified days between 2:30 p.m.-5 p.m. will be contacted and have their appointments rescheduled.DMV officials said customers can visit the agency’s website for many services.Officials added: “The DMV is also using shade structures where available, offering mobile tickets so customers can wait in an air-conditioned car or other building and return when it is their turn, and making water available to customers and employees.During the closures and where possible, DMV employees will telework. Those currently working from home during this period of excessive heat will continue to do so and are encouraged to reduce energy consumption, especially during peak hours.The DMV is also reducing energy consumption throughout the day by turning off all unnecessary lights and equipment and closing blinds and other window coverings. According to Circulate San Diego, 1,992 people were injured, and 101 people were killed in 2018 while walking and biking on roads throughout San Diego County. While the report paints a grim picture of the problem, it also includes solutions. Some strategies to prevent crashes include reducing speed limits, redesigning streets to make them more accessible, raising awareness and enhancing data-driven traffic enforcement. Cities included in the report include Carlsbad, Del Mar, Oceanside, Encinitas, Solana Beach, Poway, Escondido, Vista and San Marcos.
