SAN DIEGO (KGTV) — A jury returned several guilty verdicts Friday against a La Jolla restaurant owner accused of raping eight women who he either drugged or knew were too intoxicated to consent to sex.Jurors found 61-year-old Daniel Dorado guilty of 20 counts in connection with alleged rapes that happened in 2009, 2014, 2015, 2017, and 2018. Some of the counts Doroado was found guilty of include two counts of rape of an unconscious person; two counts of rape of an intoxicated person; two counts of assault with intent to commit rape, sodomy oral copulation or sexual penetration of an unconscious or intoxicated person; two counts of sexual penetration of an unconscious person with an unknown object; and two counts of sexual penetration of an intoxicated person with an unknown object.Dorado had faced 35 felony counts. The jury acquitted him on three counts, deadlocked on six counts, and have not yet reached verdicts on six remaining counts. SAN DIEGO (KGTV) — A proposal to create a police oversight commission in San Diego took a step forward Tuesday.The San Diego City Council voted unanimously to begin meeting with the San Diego Police Officers Association, a key legal step along the path to the November ballot.A group called Women Occupy San Diego has been pushing for years to change the city's current Community Review Board on Police Practices, which a 2018 Grand Jury report concluded lacked oversight. That Grand Jury noted the community review board does not have subpoena power and that San Diego Police personnel can sit in on what are supposed to be closed-door deliberations."It's not independent of the mayor, it does not have its own investigative powers," Attorney Genevieve Jones-Wright said at a rally outside City Hall before the Tuesday vote. It would have subpoena power and its own legal representation. "One of the things that's most disturbing about the current CRB is that it is required to have as its attorney the City Attorney. And the City Attorney is the same attorney for the police department," said Andrea St. Julian, who authored the proposal submitted to the city. The meet-and-confer with the union is expected to happen in time for the November election. Jack Schaeffer, who heads the association, welcomed the talks. "We're going to make sure that the way that they're planning on rolling this thing out isn't going to interfere in our ability to investigate a crime scene, and then how we interact and things like that," he said. "It's going to be really important to figure that out during meet-and-confer."In a statement, Police Chief David Nisleit said the department will work with civilian oversight in any manner approved by the voters. The city's independent business analyst said the commission could cost between .1 million and .3 million per year, depending on staffing. SAN DIEGO (KGTV) - A local marketing firm is moving from the East Village to Sherman Heights, and hoping the move can bring the same kind of renewal they saw in their old home to that neighborhood."I think it has a lot of potential," says Reid Carr, the CEO ofRed Door Interactive.Carr started his company in the East Village in 2002, as Petco Park was being built. He's seen the neighborhood grow up over the past two decades, spurred by business investment."To people who come down here, it feels like it changed overnight," he says. "But to be in it, it ebbs and flows with people coming and going and really figuring itself out. It's pretty spectacular."He thinks the same thing can happen in Sherman Heights, one of 35 "Opportunity Zones" in San Diego County."I think it needs this kind of commercial and business corridor to build it up," says Carr. "We're trying to be the first footprint there to do it."Opportunity Zones are federally designated areas that give companies tax breaks on capital investment. The goal is to spread businesses across communities."It signals the areas in our county that are really ripe for investment," says Nikia Clarke, the Vice President of Economic Development for the San Diego Regional Economic Development Corporation."Companies are looking at places like Sherman Heights as the next high growth parts of our region," she adds.But Sherman Heights comes with a unique set of challenges. The neighborhood was founded in 1868 and is a historic district. That means companies need to comply with design and architecture rules, so they fit into the community.Companies like Jack in the Box and Walmart opened locations in the neighborhood in the past few years, and found success within the restrictions."As a small neighborhood, it's important to us that businesses want to understand where they're coming into and want to work with the fabric of the neighborhood," says Sherman Heights Historian Louise Torio. "We want something designed today that fits into the rhythm of the streetscape."Carr says his business is excited to become a part of the neighborhood and plans to honor the historic feel.He bought the lot near 25th and Market for .2 million and plans another million to renovate the existing buildings."We're going to embrace what's there, revitalize it in some ways and respect it in a lot of other ways," he says.The company hopes to start construction this July and move in by April of 2021. 2460

  

SAN DIEGO (KGTV) - A preliminary hearing was held Monday for a parolee accused of sexually assaulting an 88-year-old woman at a Hillcrest nursing home. Police say 49-year-old Lusean Arline was arrested November 4th in connection with the alleged October 27th sexual assault at the Balboa Nursing & Rehab Center on Fourth Ave.Prosecutors say Arline entered the nursing home, possibly through an unlocked door, around 3 that morning and was found completely nude on top of the victim in her bed. SAN DIEGO (KGTV) - A San Diego Fire-Rescue chaplain found himself in need after flames ripped through his apartment in Old Town.Father David Fucci was with a friend last Thursday night when he got a call."My neighbor calls and says, 'Your apartment is on fire'," said Father Fucci.As he raced home, a mix of feelings washed over him. For about seven years, he's served as a volunteer chaplain, consoling victims during tragedy."That night, it felt surreal. Almost like an out-of-body experience. Normally I'm the one driving to the scene, thinking about what I can say," said Father Fucci.Instead, he could only watch as flames claimed his home. "Just kept thinking, don't let it spread to any other apartments and thankfully, it didn't," said Father Fucci.Then, something remarkable happened. As word spread of whose apartment it was, some familiar faces began appearing, including five other volunteer chaplains and a battalion chief."They took the time to put a hand on my shoulders. I knew I was blessed," said Father Fucci.Father Fucci found himself the person receiving comfort. "Sometimes those that give, it's hard to receive ... the compassion, love and help. You learn to let go," said Father Fucci.In the end, the apartment was declared a total loss. Amid the ashes, Father Fucci found something that survived."I found a picture of Mom and Dad. Last picture of them. They died a year later," said Father Fucci.He also discovered something else. He calls it a blessing born from his loss: a perspective that will allow him to better help others at the next scene."Now you have a greater understanding of what they need," said Father Fucci.Father Fucci did not have renters insurance. He tells us the cause is accidental, but the exact cause hasn't been determined.A Gofundme campaign has been set up to help him with expenses. 1844
