(AP) — Nineteen states sued on Monday over the Trump administration's effort to alter a federal agreement that limits how long immigrant children can be kept in detention."We wish to protect children from irreparable harm," California Attorney General Xavier Becerra said as he announced the lawsuit he is co-leading with Massachusetts Attorney General Maura Healey. She ordered the Obama administration to release children as quickly as possible.Still, Becerra argued California has a role to play in the case because the state is home to so many immigrants."The federal government doesn't have a right to tell us how we provide for the well-being of people in our state," he said.California does not have any detention centers that house migrant families. The Trump administration argued that because no states license federal detention centers, they wanted to create their own set of standards in order to satisfy the judge's requirements that the facilities are licensed.They said they will be audited, and the audits made public. (AP) -- California's earthquake early warnings will be a standard feature on all Android phones, bypassing the need for users to download the state's MyShake app in order to receive alerts.The Governor's Office of Emergency Services worked with Google, the maker of Android, to build the quake alerts into all phones that run the operating system.The technology does not predict earthquakes. It is designed to take data from seismic sensors and send warnings to potentially affected areas if projected shaking is at a certain level of intensity.The MyShake technology was developed by the University of California, Berkeley, and released in 2019. 673

Robots are the latest in technology working to reduce the risk of COVID-19 at airports.A robot, called the "Breezy One," just started working at the Albuquerque International Sunport. It operates autonomously and can decontaminate a 100,000 square foot space in about 90 minutes.“We're working closely with chemical manufacturers who have created very effective and very safe chemicals that have been rigorously tested,” said Kimberly Corbitt from Build with Robots.“It's providing even a protective layer throughout the day, which is pretty exciting when you think about the robot leaving behind a protective layer that really helps people stay safe in these environments,” said Melonee Wise with Fetch Robotics.The robot's creators say the disinfectant it uses is registered by the Environmental Protection Agency, and has been tested and approved by multiple government agencies.The City of Albuquerque’s Director of Aviation, Nyika Allen, hopes the robots eases some concerns about flying.“Here with robots, we actually have the whole facility mapped out and we can see what it’s done, what it hasn't done, how long it took the robot and so we're actually able to guarantee the customer and the passenger that these spaces that they're touching in the airport are getting disinfected on a nightly basis,” said Allen.Allen says the custodians have been part of the process of bringing on the robot, and that it's not replacing any of them. (AP) — Californians who lost their home insurance because of the threat of wildfires will be able to buy comprehensive policies next year through a state-mandated plan under an order issued Thursday by the state insurance commissioner.As wildfires threaten the state, insurance companies have been dropping many homeowners who live in fire-prone areas.Most of those people turn to the California Fair Access to Insurance Requirements Plan, an insurance pool mandated by state law that is required to issue policies to people who can’t buy them through no fault of their own.But FAIR Plan policies are limited, offering coverage for fires, explosions and limited smoke damage.California Insurance Commissioner Ricardo Lara on Thursday ordered the plan to begin selling comprehensive policies by June 1 to cover lots of other problems, including theft, water damage, falling objects and liability.Lara also ordered the plan to double homeowners’ coverage limits to million by April 1.“You have people that now are being sent to the FAIR Plan and they have no other alternative. They won’t even get a call back from an insurance company to offer them a quote,” Lara said.The FAIR Plan has been around since 1968. It is not funded by tax dollars. Instead, all property and casualty insurance companies doing business in California must contribute to the plan.Known as the “insurer of last resort,” the plan has been growing in recent years as wildfires have become bigger and more frequent because of climate change. FAIR Plan policies in fire-prone areas have grown an average of nearly 8% each year since 2016, according to the Department of Insurance.Likewise, since 2015 insurance companies have declined to renew nearly 350,000 policies in areas at high risk for wildfires. That data comes from the state, and it does not include information on how many people were able to find coverage elsewhere or at what price.The FAIR Plan is governed by a board of directors appointed by various government officials. Lara says he has the authority to reject its operating plan. On Thursday, he ordered it to submit a new plan within 30 days that includes an option for comprehensive policies and other changes.California FAIR Plan Association President Anneliese Jivan did not respond to an email seeking comment.It’s unknown how much the plan’s new policies will cost. But rates for FAIR Plan policies are supposed to break even. The insurance industry must cover any losses. And if the plan generates a profit, that money is given back to insurance companies.FAIR Plan policies have been limited because, in general, the insurance industry doesn’t want state-mandated plans to compete with private insurance plans.
