SAN DiEGO (KGTV) - Police deployed tasers to arrest a man following a road rage outburst that got out of control Wednesday evening.Police identified the man as 33-year-old Jason Berard. He was driving a silver SUV that backed into a white pickup truck near Park Boulevard and Howard Avenue in the University Heights neighborhood.  According to the driver of the pickup, they pulled over into a Chevron. The driver of the pickup truck thought they were going to exchange insurance information, but instead, Berard was confrontational.  According to witnesses, Berard punched the other driver before ripping away the man’s cell phone and throwing it on the ground, smashing it.A gas station employee called the police.  After police responded and made contact, police say Berard assaulted an officer. That’s when another officer came to help and fell to the ground during the struggle.Police say Berard took off on foot and got about a block down Howard Avenue but was taken down after an officer using their taser.Berard could be facing battery charges on an officer as well as resisting arrest. 1122

San Diego is falling behind other major California cities when it comes to new construction of Accessory Dwelling Units, also known as "Granny Flats."The U.S. Department of Housing and Urban Development defines an accessory dwelling units (ADUs) — also referred to as accessory apartments, second units, or granny flats — "as additional living quarters on single-family lots that are independent of the primary dwelling unit."The California State Assembly passed a new law in 2016 requiring cities to make it easier for people to build ADUs by easing regulations. State lawmakers see it as a way to help solve the housing crisis."The separate living spaces are equipped with kitchen and bathroom facilities, and can be either attached or detached from the main residence."But in the first 10 months after the law went into effect, San Diego only saw 64 new permit applications to build a granny flat. By comparison, in the same time, Los Angeles got 1980 applications. San Francisco had 593, Oakland had 247 and San Jose had 166. Only Sacramento, with 34, had fewer than San Diego.Developers think San Diego's high permitting fees are holding up the process."People are ready to build a granny flat, they've hired architects and they're ready to go," says Caitlin Bigelow. Her company, Housable, helps people navigate all of the fees and permits they need to build. "They just don't want to pay ,000 extra dollars they may not have to in six months," she says.Depending on where you live and how big an ADU you want to build, a city report showed fees could climb as high as ,000. Those fees cover the costs of connecting ADUs to city utilities like water, sewer and power. (KGTV) - The warmest ocean temperatures on record are making things interesting for San Diego’s fishermen.Local fisherman say they are seeing more game fish closer to the coast than even before.“2018 is a season that has been off the charts,” said Frank Ursitti, the owner of H & M Landing.Scientists recorded ocean temperatures at more than 80 degrees last week.Ursitti says his tours are lining in more dorado, yellowtail, yellowfin and bluefin this time of year than usual.  “Often time times anglers or recreational fisherman will have to venture 8 to 15 days at seas for certain kinds of fish,” said Ursitti, “but now some of anglers are venturing just 12 hours offshore for the fish of a lifetime.”Fisherman Magnum Scuro says they have all noticed the warmer waters, but he is curious for what may be it consequences next year.“There are some negative things that can happen with the warm water - it can kill the kelp,” said Scuro, “ (the) hot water is going to expose a lot of areas where there hasn’t been kelp so we can get to it, but there’s going to be be a lot of kelp that’s going to be gone.” 1151

  

SAN DIEGO COUNTY (CNS) - Seven "cool zones" are scheduled to open at noon Monday in San Diego County to provide relief from high temperatures.The cool zones are air-conditioned locations throughout the hottest areas of the county:-- Borrego Springs Library, 2580 Country Club Road;-- Fallbrook Community Center, 341 Heald Lane;-- Lakeside Community Center, 9841 Vine St.;-- Potrero Branch Library, 24883 Potrero Valley Road;-- Santa Ysabel Nature Center, 22135 CA-79;-- Spring Valley Community Center, 8735 Jamacha Blvd.; and-- Valley Center Branch Library, 29200 Cole Grade Road.All sites will be open from noon to 5 p.m. Monday through Friday.COVID-19 safety measures will be in place. Anyone entering a cool zone will have their temperature taken and all visitors and staff must wear face coverings and practice social distancing.The libraries are cooling sites only; no library services are being offered.Animals, except service animals, are not permitted in cooling zones."Although we need to take steps to keep seniors safe, it still remains important to also keep them cool," said Supervisor Dianne Jacob. SAN DIEGO, Calif. (KGTV) - A new rule from the California Air Resources Board could wind up costing San Diego MTS hundreds of millions of dollars.CARB announced a series of regulations last week, all aimed at making bus fleets more environmentally friendly.One rule says all buses need to be zero-emission by 2040.That could be costly.Right now, SDMTS uses Compressed Natural Gas in their buses, which they say burns much cleaner than diesel fuel.Those buses cost 7,000 each, and MTS buys about 50 new buses each year.New electric, zero-emission buses will cost about 2,000 each.Replacing the entire fleet with electric buses will cost 7.5 million more than CNG buses."The technology is relatively new, the costs are high right now," says MTS Spokesperson Rob Schupp. "I think CARB is looking into the future. As we encourage more and more manufacturers to build these buses, the costs will come down."San Diego MTS is already putting six electric buses in their fleet this summer as part of a pilot program.They'll use those to test how the electric buses operate across several terrains and distances in San Diego.They also received a grant to help buy 11 more for a South Bay Bus Rapid Transit line that will open in 3 years.Beyond that, MTS says they may use a combination of state funding, grants and possibly rate increases to pay for the new electric buses.Schupp says the state has plans to chip in about 0,000 per bus.The cost of new buses isn't the only concern about going electric.MTS says they need to look into how much electricity will cost compared to natural gas.They also may need to build and install charging stations around town, because the buses may not be able to go as far as they would using gas.Despite all that, Schupp says the MTS Board fully supports the change. 1812
