SAN DIEGO (KGTV) - A New York-based pastor who was placed on a government watchlist after traveling to Tijuana to work with migrants is suing the federal government. Kaji Dousa is the senior pastor at Park Avenue Christian Church in New York and a member of the New Sanctuary Coalition, which works with immigrant communities.She had also been the senior pastor at the Table United Church of Christ in La Mesa for several years until 2016.According to a federal complaint, in November, Dousa started traveling to Tijuana as migrants from caravans continued filling the churches and shelters of the border city.“What I do is I go and meet and pray with people. I listen to them. I offer all the gifts of pastoral office,” said Dousa.She traveled multiple times across the border until January, when she was stopped by border agents and taken into a secondary screening area.According to the complaint, a Customs and Border Protection officer interrogated her, at one point asking “about Pastor Dousa’s assistance to asylum seekers and whether she encouraged them to lie in asylum applications.”Dousa denied the claims, but explained “that sometimes during her ministry she assisted asylum seekers, many of whom speak no English, in explaining what caused them to flee their homes,” according to the complaint. 1316

SAN DIEGO (KGTV) — A man who spent almost half his life behind bars for a murder did not commit walked out of Donovan Prison in South San Diego County Friday a free man. Spaghetti with meatballs. This is the meal Jack Sagin has been dreaming of for years. The 73-year-old spent the last 33 years in several different state prisons for a crime he did not commit. "I'm sitting there getting up every morning, wondering what the hell am I doing here?" Sagin said. "I ain't done nothing."In July 1986, Sagin was charged with the stabbing murder of a Monterey woman, Paula Durocher. The then-39-year-old used drugs, had a record, and was a perfect scapegoat. His imprisonment was all dependent on two jailhouse informants. "An easy one to convict," Sagin said. But he was stubborn too. Once in prison, Sagin continued to write letters to his Attorney General, congressmen, and anyone else who would listen to his cry of innocence. Then, he heard of a scientific breakthrough that could help him. "When it became DNA, it blew the top of my head off," Sagin said. Sagin was one of the first cases the Northern California Innocence Project took on in 2002. Investigators with the nonprofit reopened the case and found a clue. "We have DNA from a probable perpetrator right there, underneath her fingernails," Northern California Innocence Project attorney Kelley Fleming said. That DNA, they found, did not belong to Sagin. For the next 17 years, the Innocence Project fought to free him. "We had a deal," Fleming said. "That deal was that we weren't going to give up, but he had to keep himself alive. And that's not an easy thing to do in prison. But he did it!""Believe me… Nobody was going to stop me from surviving," Sagin said. In August, the Sixth District Court of Appeals overturned his conviction. On Friday at 9 a.m., Sagin was released from Donovan Prison, and walked straight into the arms of his sister, Barbara Kosar. She has invited Sagin to live with her and her family in Arizona. Just four days before his 74th birthday, a man who was destined to spend life in prison without parole became a free man. He hopes to pay it forward. "I want to work with some youngsters and maybe help somebody," Sagin said. Somebody who may need some inspiration to never give up. The Northern California Innocence Project believes the real killer is still out there. They say they are hopeful Monterey County law enforcement will continue their investigation into the cold case. 2479

SAN DIEGO (KGTV) — A Rolando resident is taking Halloween decor to new heights this month, with a NASA-themed display outside his home.Greg Jones is known in the neighborhood for his elaborate Halloween displays. Every year, locals expect an out-of-this-world display. This year, he took that reputation literally.Saturday night, dozens of neighbors and volunteers witnessed the inaugural rocket launch outside the home at 4648 Rolando Blvd., which took months to complete.The celebratory launch came complete with Jones in costume as an astronaut, a moon rover, space capsules, and a 30-foot rocket.The massive space display will be up through Halloween, with a "rocket launch" visible each night.In years past, Jones has delivered a heaping dose of Halloween to his street, bringing mammoth displays including a giant Octopus and King Kong to life over his home. 872

  

SAN DIEGO (KGTV) - A local woman says a water meter device in the Midway District has been leaking gallons of water for at least two years, but no one will fix it. She emailed Team 10 investigative reporter Jennifer Kastner after contacting multiple government agencies to report the wasted water. The backflow device sits just off of Sports Arena Boulevard. When 10News visited it last week, it was dripping steady streams of water.“It’s a problem,” says Diane Ang, who works nearby. She says there's so much leaking water, that the surrounding transient population uses the water to fills up their bottles. Containers of shampoo and soap wrappers are scattered around. Ang tells 10News that people bathe in the water. At one point, she says, people grew a garden next to the device because the ground was so saturated with water. “[They had] tomatoes and some other vegetables,” she adds.There's no property tag on the device, so Ang called the City of San Diego at least three times but couldn’t get any help. She filled out multiple requests for assistance on the City’s "Get it Done” website, but there was no resolution. She was told the backflow device might belong to the Navy. She tells us that she made several attempts to get in touch with someone at the Navy. She says she spent at least two or three years trying to get the issue fixed. “No one cares. No one cares,” she adds.10News wanted to know how much water was leaking, so we timed one of the flowing streams using a measuring bucket. What we discovered was that thousands of gallons of water may have been wasted in the last few years. We took our information to Mathnasium of Point Loma. The math tutoring company found that 21,000 gallons would have be lost in one year alone, assuming the water had been leaking at the same rate, continuously. “It’s such a huge waste,” says Ang. 10News contacted the City of San Diego. A spokesperson directed us to the Navy. A weeks ago, we reached out Naval Base Point Loma. This Tuesday, a media spokesperson for Naval Base Point Loma sent us an email which reads, “We appreciate everyone who took the time to bring this leak to our attention. Our Naval Base Point Loma Public Works team is taking action to fix the leak today. Conserving our natural resources is a high priority and is very important to all of us at Naval Base Point Loma. We encourage active participation by contacting us directly at nbpl_pao@navy.mil or use the “Get-It-Done San Diego” app for the City of San Diego. [It] is a quick way for anyone in the community to report service issues (street lights, traffic signals, trash recycling, sidewalks, street flooding, etc.)” 10News verified that the leak has been addressed. SAN DIEGO (KGTV) — A man is searching for the good Samaritan who pulled him from a rip current in La Jolla this week.Patrick Fitzpatrick was swimming at Windansea Beach Tuesday."It took a snap second before I was in control to completely out of control," Fitzpatrick recalled, after becoming caught in a rip current. "There was no way on Earth that I was going to live from this. I was in a panic. I couldn't use my arms and legs now."Someone on shore, only known as "Dustin," noticed Fitzpatrick struggling and swam out to help him."He's a guardian angel. He owe him my life, he saved my life," Fitzpatrick says.Dustin swam out and kept Fitzpatrick calm before more help could arrive and get him to shore.Fitzpatrick is hoping to reunite with his mystery rescuer to say thank you."The humanity that comes from an act of kindness like this, from a perfect stranger," Fitzpatrick said. 892
