SAN DIEGO (KGTV) -- Homeowners in Logan Heights say people are living in RVs parked on their street, leaving behind trash and at times, even dumping human waste. The piles of trash on Logan Avenue include bags, clothes, and paint or plastic food containers. Some of the RV trailers even have cobwebs. A city ordinance says cars are not allowed to park continuously on any public roadway for more than 72 hours. Homeowners say the vehicles are sometimes ticketed and moved for a few days before they come back. In June, the city opened a safe parking lot in Misison Valley for people living out of their RVs. Neighbors say the issue has been reported to the city's Get It Done app multiple times and they've even reached out to their council member, Vivian Moreno.10News reached out to Moreno's office, and a spokesperson said they've reported the issue to the San Diego Police Department. The spokesperson added that they would continue to report any complaints and violations to the appropriate authorities. 1017
SAN DIEGO (KGTV) -- Getting an education these days seems to be getting more and more expensive. But The San Diego Foundation has millions in scholarship money to award to local students pursuing a variety of secondary education options. Students like Jawid Habib, who received money through several years of college and law school. As the son of Afghan immigrants, Habib says his accomplishments meant a great deal, "I'll never forget the moment that I got my college acceptance letter at UCSD and I handed it to my mom and I'll never forget the tears in her eyes and I'll never forget the tears in my father's eyes when they saw that acceptance letter."As happy as that moment was, the reality of paying for school was still a challenge, until he found the Foundation. "It gave me peace of mind, that's one of the biggest things it gave me peace of mind because I was more focused on success rather than focused on how to afford my education," Habib said.Danielle Valenciano is the director of community scholarships at the foundation and tells 10News that last year the non-profit gave out more than .6 million to nearly 900 students. "If we're able to help offset hunger or homelessness or their books or a bus pass so they can get to school every day, we're doing our job as a community to help these students succeed," Valenciano said. The application process for next year is already underway, and there's money for all kinds of education, including community college, career and technical schools and teaching credential programs. Valenciano also says some of their donors are looking for so-called diamonds in the rough, "Students who may not have the best high school grades but there's something there and they have aspirations and they have a goal, these donors want to help these students."And hopefully give them an opportunity to achieve their goals, like Habib who is now a practicing attorney. 1921

SAN DIEGO (KGTV) — Hotels hit hard by the coronavirus are getting a reprieve thanks to Labor Day weekend, as tourists snatch up rooms along our coast.Elvin Lai, who owns Pacific Beach's Ocean Park Inn, says he's pretty much booked with premium rates. And, for the first time this summer, he's getting calls from overbooked hotel managers needing to find rooms for overflow guests. "I think people are just saying, I've got to get out, I don't care how long the drive is, let's just go," Lai said. Lai said resort-centric hotels like his are make-or-break during the summer, so it hit particularly hard when the coronavirus led to mass cancellations. Making matters worse, Lai had just spent million upgrading the hotel's 71 rooms."It was just like, boom! Uppercut to the chin," Lai said. "I couldn't plan for it. I couldn't forecast it. There was no model to look at."Now, he's in for a different challenge, because his hotel is understaffed, and he says he is struggling to fill positions. So, come Tuesday, Lai said he will not have the capability to make every room available for a quick turnaround.Additionally, multiple vacation rental hosts told ABC 10News that they are fully booked for the holiday weekend,Overall, occupancy remains down. SAN DIEGO (KGTV) -- Following several years of record-breaking fires around California, the state’s department of insurance is letting residents know they have options if their insurance gets dropped. Under Proposition 103, a law approved by voters in 1988, insurers are required to file rate changes with the California Department of Insurance. Although the department doesn’t set rates, state law requires that insurers’ rates are based on a demonstrated risk of loss. New laws that both took effect in 2019 also offer some protection. One of the laws specifies that homeowners living in a declared wildfire disaster area or adjacent zip codes receive one year of protection from non-renewal. The state also extended protections against non-renewal for people who suffer a total loss during a fire to two automatic renewals or 24 months. If you find yourself in the middle of a non-renewal, the department lists specific rights California residents have: The notice of non-renewal must be sent at least 45 days prior to policy expiration. That notice of non-renewal must contain: (1) the reason or reasons for the non-renewal; (2) the telephone number of the insurer's representatives who handle consumer inquiries or complaints; and (3) a statement indicating that if the consumer has contacted the insurer to discuss the non-renewal and remains unsatisfied, the policyholder may have the matter reviewed by the Department. The insurance company must determine whether to renew or non-renew based upon its underwriting guidelines, which must be objective, have a substantial relationship to the risk of loss, and be applied consistently among insureds in the particular group being non-renewed.For anyone who can’t find insurance, the department has another option. The FAIR plan is available to all homeowners as a last option for coverage. The maximum limit written by the plan on residential property is ,500,000. According to the department, insurance companies use different tools and maps to determine high-risk areas around the state.
