SAN DIEGO (KGTV) — As temperatures hit highs across the county's eastern portion, officials are taking annual precautions to close several popular hiking areas.Six county parks will be closed throughout August, including El Capitan Preserve near Lakeside, Hellhole Canyon Preserve in Valley Center, Mt. Gower Preserve near Ramona, Wilderness Gardens in Pala, Agua Caliente Regional Park in Anza Borrego, and Vallecito County Park near Julian.Agua Caliente Regional Park and Vallecito County Park are closed all summer until Labor Day weekend.The closure also gives park staff the chance to perform maintenance and other upgrades and restoration projects.For hiking and park areas that remain open all summer, county Parks and Recreation officials encourage visitors to always hike with others, leave pets at home on difficult hikes, take plenty of water and food, and dress appropriately for the activity. 913

SAN DIEGO (KGTV) — Authorities are looking for an inmate who walked away from a San Diego rehabilitation facility.Steven Vargas, 53, was last seen at 10 a.m. Tuesday after leaving the San Diego's Male Community Reentry Program, according to the California Department of Corrections and Rehabilitation. Vargas had been given permission to leave the facility but didn't return when required.The facility allows eligible offenders with one year left to serve to do so in re-entry centers, providing them with rehabilitation services that assist them with substance use disorders, mental health care, employment, education, housing, and more. Officials said they were alerted that Vargas' electronic monitoring device had been tampered with just before noon Tuesday.Vargas was sentenced to four years in prison on May 6, 2019 for vehicle theft with prior vehicle related theft convictions and grand theft of a firearm. He was scheduled to be released on parole in June.Vargas is described as a Hispanic male, 6-feet tall, and weighs about 192 pounds. He was last seen wearing faded black jeans, black shoes, a blue shirt, and a charcoal grey sweater. He also has a long gray and white goatee.Anyone with information on Vargas' whereabouts is asked to call 911 immediately. 1276

SAN DIEGO (KGTV) — As a woman lay paralyzed from a horrific accident, police say someone was inside her car, stealing from her.  The search for that thief is now turning to San Diego County."She was the nicest, most wonderful person I've ever known," said Don Nelson.Nelson says his wife of 27 years, Terri, was on her way to pick up her father for a hospital trip in August when a truck rear-ended her car at a stoplight in Riverside.  As she lay with her neck broken, amid the commotion of bystanders and first responders coming to her aid, police say someone got into her car and stole her purse.Detectives say within days of the accident, surveillance images show her using Terri's credit cards and writing checks in her name. Nelson says as some ,000 worth of purchases were made at various businesses, from fast food restaurants and Albertsons to Costco."I think that's the lowest form of life that could possibly be. You have to be a sorry person to do something like that," said Nelson.For three months, Terri was paralyzed and on a ventilator, until she passed last week from complications from the accident.  Her husband's grief is not the only emotion that consumes him. There is also anger. He's still dealing with collection agencies seeking money from the thief's shopping spree.  During that crime spree, police believe the woman rented a Nissan Rogue in Terri's name, before the CHP pulled that car over on a highway in San Diego County. The two men inside the car have yet to lead detectives to the woman, but police hope tips from the public will."I just can't believe a lightning bolt didn't strike the person. SAN DIEGO (KGTV) - Community leaders and residents gathered Friday to remember a San Diego civic icon.Reverend George Walker Smith died on Feb.15 at the age of 91. A memorial to honor Smith at Christ United Presbyterian Church, where he led mass for decades, was held at 11 a.m. Friday."We kind of thought of Rev. Smith as the black godfather of San Diego, and of this church, because he helped so many people," Delores McNeely, a church member of 30 years, told 10News in February.Smith was the first African American to be elected in the city when he won the race for the San Diego Board of Education in 1963. He also started the Catfish Club, where weekly lunches served as a gathering for locals interested in civic or political issues in the community.The forums began at the church, but were eventually moved to Channel 10 when the attendance became too large."All the political leaders in the community came, and we had this huge forum, and they listened to him. And if something were going on in the community, the first person that they would call was Rev. Smith," said McNeely. "His legacy is going to help the community to grow, everything he did, and wanted to do." 1185
