SAN DIEGO (KGTV) -- Amid ongoing dockless scooter injuries, Mayor Kevin Faulconer Thursday proposed new rules for the devices.The new rules would force companies that provide the dockless scooters to educate riders, provide data to the city, enforce speed limits and purchase permits.Riders would also be required to sign away any of the city’s legal liability should something happen.Speed limits would need to be enforced by the companies using “geofencing technology,” Faulconer said. Some of the most popular areas for the scooters, including the Pacific and Mission Beach boardwalks, would be areas required to have speed limits. The list below shows all the areas where speed limits would be enforced:  726

SAN DIEGO (KGTV) -- A San Diego native made history at the Ironman World Championships in Hawaii, becoming the first above-the-knee double amputee to finish what many consider the world's most grueling endurance race. Roderick Sewell crossed the finish line of the 140-mile triathlon race in 16 hours and 26 minutes and immediately embraced his mother. The two lived in San Diego homeless shelters when Sewell was growing up."It's amazing to see how far we've come in 20 years," said the 27-year-old.It's even more amazing when you consider that Sewell had never completed a marathon before Saturday's competition. The Ironman triathlon consists of a 2.4-mile swim, a 114-mile bike ride, and ends with a 26.2-mile marathon.On top of that, Sewell had only six months to train after receiving an invitation from the Ironman organization."I had no bike. I didn't own one" until a few months before the competition, said Sewell. Sewell raced with strategy help from his longtime friend and mentor Rudy Garcia-Tolson. Garcia-Tolson became the first above-the-knee double amputee to finish any Ironman 10 years ago."Back when I first met Roderick, he was about 8 years old. He was actually petrified of the water," Garcia-Tolson said. "Whatever life is throwing at you, mental or physical challenges, you have to fight and get over those and strive for better."Sewell, whose legs were amputated at 2 years old because he was born without tibias, credits much of his success to the San Diego-based Challenged Athletes Foundation. He was introduced to the group at 8 years old."I didn't do any kind of sports. I wasn't very physically active," he said. "And then I started with them and got started in every sport I could."CAF gave Sewell his first running blades at a time when he and his mother were living in homeless shelters."If I can inspire someone, it's a blessing," he said. SAN DIEGO (KGTV) - An autopsy performed on the teenager known as McSkillet is providing details about his mental state before he crashed his McLaren on Interstate 805 in San Diego, killing a mother and daughter.Trevor Heitmann, 18, died on August 23 when he drove the wrong way on the freeway in University City at 100 miles an hour. Heitmann’s sports car crashed into an SUV, killing Aileen Pizarro, 43, and her 12-year-old daughter Aryana. The California Highway Patrol reported that video of the impact shows Heitmann did not attempt to swerve before hitting the SUV.The San Diego County Medical Examiner said Heitmann suffered 11 types of blunt force injuries in the crash. Toxicology tests did not detect any alcohol or common drugs, doctors said. Heitmann's death was ruled accidental by officials. One of the videos on McSkillet's page shows off a black McLaren and talks about how his earnings as a YouTube and Counter-Strike "Steam" content producer helped pay for the luxury sports car.Heitmann's popularity surrounded his trading and collection of rare video game content, called "skins," which are pieces of content for Counter-Strike players. He was banned earlier this year from trading skins with other players by the video game's developer, Valve. He also uses history to teach kids about COVID-19.Quade Kelley, 11, produces different videos imagining what it would be like for historical figures, like Albert Einstein and Charlie Chaplin, in today’s world. In his videos, the student is telling others “about COVID and what we could do to have the cases go down."In one of his videos, he received the surprise of a lifetime when he found out he was a finalist in the Inaugural “Who Was?” History Bee. Kelley beat out 25,000 kids across the U.S.The student has read nearly 190 books about public and historical figures, over 250 biographies, and spent more than 300 hours studying.“Because of COVID, they canceled New York. It's sort of disappointing, but at least I had an amazing opportunity to be a co-champion," Kelley said.The winners of the contest split ,000. SAN DIEGO (KGTV) - Airbnb reported this year how much revenue it contributes to renters and the City of San Diego during high-demand events and holiday weekends.The vacation rental website said it generated an estimated million in transient occupancy taxes for the City of San Diego between July 2015 and Aug. 2019.San Diego was a popular destination for travelers last summer, Airbnb reported.
