SAN FRANCISCO (KGTV/AP) — California’s education chief has applauded the state’s two largest school districts, Los Angeles and San Diego, for this week’s decision not to reopen classrooms this fall amid rising coronavirus cases. But Tony Thurmond says the same rules need not apply in counties with low rates of infection. In a media briefing, Thurmond says that in counties where the number of cases is low, schools could reopen for in-person classes as long as they follow the state's guidance on physical distancing and wearing face coverings. “Everyone shares the desire to reopen schools and agrees that the best place for children to learn and thrive is in the classroom connected with caring teachers and staff. We also understand that schools are more than a place of learning: They provide critical necessities like meals, relationships with caring adults, and support for working parents,” said Thurmond. “But we can only open schools if it is safe to do so. As the largest educational agency in the country, our stance has been consistent during this pandemic: Science, data, and safety must guide any decision about reopening a school. SAN YSIDRO, Calif. (KGTV) - It’s been two days since 29 year old Frank Stricker drove his truck into a crowd of street vendors near the border in Mexico. Court records from Utah show Stricker should have never been behind the wheel in the first place because he has a suspended license. The court records show Stricker has been arrested six times since 2008 in Utah and has 47 criminal charges, all mostly drug related. RELATED: 'We were fleeing for our lives.' Passenger speaks out after Tijuana crashStricker was last arrested on May 6, 2019. Police say he was driving on a suspended license, without a registration and no proof of insurance. Police say he also had drug paraphernalia in the vehicle when they pulled him over. Mexican authorities tell 10News Stricker is facing charges of attempted homicide and property damages. They expect him to be arraigned Thursday in Mexican court. In the crash Monday afternoon, Stricker hit 17 vehicles, 12 vendor carts and injured three people. SAN YSIDRO, Calif. (KGTV) -- San Diego Fire-Rescue is on scene of a brush fire burning in San Ysidro Monday afternoon. According to department spokeswoman Mónica Mu?oz, the fire sparked near State Route 905 west and Caliente Avenue in an area near San Ysidro High School. The fire burned about one and a half acres before the forward rate of spread was stopped. No structures were threatened and no one was injured, according to Mu?oz.Three San Diego Fire-Rescue engines and two federal fire brush engines and a helicopter team responded to the blaze. SANTEE, Calif. (KGTV) - A local woman says her heart stopped when she saw what someone nearly sat on at a popular trail in Santee.Angie Haake was just beginning her usual dog walk last Thursday morning near the entrance of Walker Preserve Trail, when she noticed two upset women on the phone talking to deputies.  Haake asked them what was going on and they showed her a razor blade on the bench."I was shocked when it saw it. Obviously whoever put it there wanted someone to sit down and slice the back of their thighs. It's cruel and hateful," said Haake.The discovery was not the first.  Another trail goer tells 10news about three weeks ago, she found a similar blade near another bench.  In November 2016, 10news spoke with a mother at Mast Park in Santee, who found dozens of tacks placed sharp-side up underneath leaves.10news reached out to deputies to find out how many reports of similar cases there have been on the trail, but have yet to hear back. 983

(KGTV) — Dos Desperados brewing in San Marcos was headed for a banner year until the coronavirus outbreak hit."We had all of our vats full and of course we had to shut down," said owner Steve Munson. "It's not a killer yet, We're trying to survive until the end of the year."Sales plummeted in the tasting room and distribution. Munson had to cut his staff of eight to two, even letting his own daughter go. It got even more complicated in early July, when the governor eliminated indoor service for bars and restaurants.But when Munson approached the City of San Marcos to get an outdoor permit, he says it went lightning-quick, something Munson never expected.San Marcos Mayor Rebecca Jones says it happened fast because the city already had the framework in place to streamline outdoor permits, with no fees. The city actually approved it in late May. Jones credits Innovate 78, a collaborative effort between the five cities that line the 78: San Marcos, Carlsbad, Oceanside, Escondido, and Vista. They've been working together on the economy for years."If you are not looking forward to what could happen next, you're not really planning," Jones said. "So we try to plan for the unknown, and I really believe that has come from COVID."Innovate 78 now plans to send a letter to Gov.
