BEIJING, April 23 (Xinhua) -- The Chinese government is "trying its best" to look for families for orphans in the Qinghai quake zone while trying to give them special care, according to the Ministry of Civil Affairs."Among all people in the quake-hit areas, children whose parents were killed during the quake are in the most difficult situation and need special care," said an unnamed official with the ministry Friday.Government organizations and social groups would work together to care for the orphans.The ministry said it would seek adoptions for all orphans in the quake zone as soon as possible, and would "fully respect" the children's preferences and the traditions and habits of ethnic children.Six children were reportedly injured in the quake when a four-story orphan school collapsed. A total of 220 students are living in tents.The total number of orphans in the quake zone is not available.According to the ministry, social welfare organizations in Xining, capital of northwest China's Qinghai Province, have set aside more than 300 beds for orphans and children whose parents or other family members have not been contactable since a 7.1-magnitude quake hit Yushu, Qinghai, on April 14.The ministry also planned to mobilize help from other regions if Qinghai had difficulty settling the orphans.Previous reports said SOS Children's Villages in Chengdu, Urumqi, Beijing and Tianjin would contact with the civil affairs department in Yushu and prepare for the arrival of orphans.The central government and Qinghai authorities would jointly provide each orphan with a monthly financial support of 1,000 yuan (146 U.S. dollars) for three months from April.In addition, figures from the ministry show that a total of 56,000 tents had reached the quake zone as of Friday evening, along with 117,000 coats and 208,000 quilts among other daily necessities and relief materials.The quake in Tibetan Autonomous Prefecture of Yushu has left 2,187 people dead and 80 missing. BEIJING, April 2 (Xinhua) -- Experts say the Party's promulgation of four documents on the selection and promotion of government and Party cadres will build a "total supervisory network" and cover the entire process of an official's career, from selection to retirement.The four documents, promulgated Wednesday by the General Office of the Communist Party of China (CPC) Central Committee, cover the selection and auditing of officials and set out penalties for those found guilty of misconduct in the selection and promotion of government and Party cadres.Prof. Ye Duchu of the Party School of the CPC Central Committee said the documents "clarify the responsibilities of people in charge of selecting officials" and aim to prevent corruption and make the cadre selection process transparent.Personnel departments at various levels are required to report personnel changes to superior departments before official appointments are made, and the appointments should be discussed by members of CPC committees of the same level.Officials are also required to be audited before leaving their posts and penalized if they are found to be guilty of misconduct.The selection and promotion of officials have been prone to public criticism in some areas.According to the Party's disciplinary body in central Henan Province, nine of the 22 county-level Party chiefs that had been penalized for corruption since 2006 have been punished while in their posts while the 13 others were punished about one year after being promoted."It reflects shortcomings in the selection and promotion of cadres," Ye said.Prof. Lu Wei of Wuhan University in central Hubei Province said the documents will help prevent the unmerited selection of officials and clarify rules.China issued its first regulation on officials' selection in 1995. BEIJING, April 5 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao extended their regards to 115 miners late Monday who had been rescued alive after being trapped in a flooded coal mine for over a week.The two leaders also paid tributes to all the 3,000 rescuers who had been racing the clock to save the 153 trapped people since the flooding happened on March 28 in the Wangjialing Coal Mine in northern Shanxi Province.Hu and Wen ordered the rescue headquarters to step up efforts and go all out to save the other 38 trapped people.They also required local health authorities to give the most considerate treatment of the rescued miners.Altogether 261 miners were working underground when floodwater gushed into the pit of the mine, which was under construction, and 108 were lifted safely to the surface.
