SAN DIEGO (KGTV) -- The San Diego State University Police Department, along with its allied agencies, is stepping up patrols after a string of robberies.Students and non-students have been targeted in recent weeks on and off-campus.At 12:30 a.m. on Saturday, three students were robbed by at least two people. Their phones and a set of keys were stolen.On Monday, just before 7 p.m., another person was robbed while walking along the sidewalk near Lindo Paseo and College Avenue. Police say two suspects pushed the victim down and stole their phone.“Avoid distraction and stay alert, if they see suspicious activity call us right away," said Raquel Herriott, Community and Media Relations Specialist with the SDSU Police Department.Students have also been targeted through the Offer Up app which connects buyers and sellers to household items.Police are looking for a suspect in the Offer Up cases, named Anthony Joseph Green. SAN DIEGO (KGTV) — Thursday, San Diego Sheriff's investigators asked the public for help locating a Fallbrook man who disappeared in 2018.Officials say 50-year-old Arnoldo Loaiza Franco was reported missing on Aug. 10, 2018, by his family in Fallbrook, But the last time Franco had communication with anyone was on Aug. 1. At the time Franco went missing, he was reportedly working somewhere in Escondido or San Marcos at an avocado grove.Franco is described as a Hispanic man, with brown eyes and brown hair, weighing about 140 pounds and about 5-feet 8-inches tall.Anyone with information on Franco's whereabouts is asked to call SDSO's Homicide Unit at 858-285-6286 or the Crime Stoppers at 888-580-8477. 716

SAN DIEGO (KGTV) -- The tattoo. An indelible mark on the body. And for most who choose one, it’s a very personal and sometimes emotional choice. But now there’s another layer making body art a deep, personal connection with a loved one, using their DNA in the ink of your tattoo.It's a distinct idea on an art form thousands of years old."Probably 90 percent of the people who are on this journey with us now start off saying, 'This is a gimmick,'" says Everence Co-Founder Patrick Duffy.That includes Duffy’s Co-Founder, former Navy SEAL Boyd Renner.“I had never had a tattoo," adds Renner. “I did 28 years in the Navy, never wanted one.”But it's no gimmick. Imagine, the ability to take a loved one with you everywhere you go, in a tattoo.“I had the idea, wouldn’t it be cool to somehow turn that tattoo into some kind of vessel or reliquary,” says Duffy. “Perhaps even a piece of the person for memorializing.”That’s the moment Duffy convinced his old Navy SEAL buddy to join him on this business venture.“One thing I learned from 28 years in the Navy is every military guy I ever met carried something with them,” says Renner thinking back to his SEAL deployments.For those entering combat zones, knowing there’s a chance they may never return, a picture, a keepsake, and for many some form of tattoo honoring or memorializing a loved one that inspires them is what they take into combat with them.What they came up with was Everence. DNA from a loved one, taken with a simple cheek swab, sent to their labs in Virginia, purified and encapsulated in a medical grade material, then broken down into powder form to be mixed with tattoo ink.“The concept is based on a very, very simple premise that people are free to be their best when they feel a sense of connection to what inspires them,” adds Duffy.For San Diego tattoo artist Laura Crow, whose clientele is heavily based in the military or law enforcement, the idea was intriguing.“I was interested, yet skeptical,” says Crow.Skeptical at first, like many. After all, it’s the DNA from another human being or source. So how does it work?“It goes into the body the same as tattoo ink, and it is designed to be recognized by the body the exact same way as a non-hazardous foreign body,” explains Duffy.Tattoo artist Crow says the technology does align with some of her clientele. “A lot of my clients go and deploy for six months, four months, into war zones,” says Crow. “And I could definitely see some of them want to have their tattoos have the DNA of their children, their wives, to take a little bit of home.”The co-founders are clients too. Duffy has the DNA of his daughter in his tattoo depicting a story they love. And Renner, the Navy SEAL who never wanted a tattoo, now has the DNA of his wife  - inspired by her resilience battling Cystic Fibrosis. SAN DIEGO (KGTV) — The topic of voter fraud has been in the spotlight more than usual this election cycle, with President Donald Trump encouraging supporters to volunteer as poll watchers and tweeting about election-related fraud at least eight times in the last week.There are several categories of voter fraud, including ineligible voting by non-citizens or felons; or double voting, when someone illegally casts more than one ballot.Voter fraud is cheating by voters themselves, which is distinct from other forms of election malfeasance, and there have been dozens of studies aimed at measuring it over the last few years.There are essentially two types of academic research on voter fraud: studies that examine documented cases of voter fraud, such as ones mentioned in news articles or criminal prosecutions; and studies that try to predict how much fraud might be going undetected, using advanced statistics and artificial intelligence techniques.Pam Smith, the former president of the non-partisan Verified Voting Foundation, summarizes the research on documented voter fraud this way: “There's an infinitesimal amount of voter fraud where a voter is intentionally doing something fraudulent.”A 2007 study by the Brennan Center at New York University calculated the rate of voter fraud in three elections in the early 2000s at between 0.0003% to 0.0025%.The odds of being struck by lightning in a given year is 0.0002%.The Heritage Foundation, a conservative think tank, keeps a database of known cases of voter fraud. It now has 1,298 examples.The examples date back to 1982 and cover both presidential and off-year contests. There were more than 1 billion votes cast in presidential contests alone during that span.But those are the known cases. What about undetected cases of voter fraud?This is an area of study called election forensics, where researchers use advanced statistics and machine learning to estimate irregularities.One study by researchers at Harvard and Stanford universities looked at voter registration data in the 2012 election and used algorithms to estimate that the maximum amount of double voting was .02%, or 1 out of every 4,000 ballots.But the researchers also showed that most, if not all, of these possible double votes, could have actually been innocent clerical errors. The researchers audited poll books in Philadelphia and found a 1% error rate; an error rate of 1.3% would be enough to explain all of the irregularities.There are other kinds of fraud, called election fraud, like the illegal ballot harvesting in North Carolina’s 9th District in 2018. But Smith, of Verified Voting, said those cases are actually easier to catch because they typically involve multiple people.In the very rare cases when they do happen, judges can order an election re-do.“Fraud on any kind of massive scale, as we've heard talked about, that doesn't happen,” Smith said. “And there are safeguards and guardrails in place to prevent it.”Smith said California’s guardrails include pre-election testing of voting machines and other equipment and audits after the election.California voters can also sign up for a free tool called “Where’s My Ballot?” The service will send automated alerts the moment your ballot is received and counted. 3270
