WASHINGTON, D.C. — Federal officials say the key component to getting the COVID-19 vaccine distributed across the country will lie in the hands of states, with help from major pharmacy chains, like CVS and Walgreens.“We want to replicate what the experience you have with the flu vaccine — convenient to you, a tried-and-true system that we do hundreds of millions of vaccines through every year,” said U.S. Health and Human Services Secretary Alex Azar. “That's the backbone of the approach we're taking.”Yet, if flu vaccine rates are any indication, that backbone may not suffice.Dr. Eric Schneider is with The Commonwealth Fund, an independent organization that studies health policy. They recently delved into previous vaccination rates to see how it might unfold for COVID-19.“Our health care system does well at developing new technologies like these vaccines, which are really quite amazing, scientifically speaking,” Dr. Schneider said. “But we don't do as well at making sure those technologies are distributed to the people who need them most. And we're seeing that in the prior vaccination experience, and I’m worried we will see that with COVID-19.”What did they find?A mere 51% of Americans got the flu vaccine last year and only 38% got the H1N1 swine flu vaccine 10 years ago, which had a similar vaccine development timetable and pressure to COVID-19.Those low vaccination rates matter because in order for the COVID-19 vaccine to create herd immunity in the U.S., between 70 and 90% of all Americans will need to get vaccinated.“The concept of herd immunity really is developed out of vaccination programs because the question is ‘What proportion of the population needs to be vaccinated to prevent the circulation of a virus in the population?’” Dr. Schneider said.Just getting that shot could vary depending on where you live, as the federal government is leaving that up to each state.“That's going to be up to the nation's governors as they prioritize within their states,” HHS Secretary Azar said.However, Dr. Schneider said that in order for the states to pull it off, they are going to need federal help.“States are in incredible difficulty right now with their budgets and they need federal support,” he said. “Congress is considering a federal rescue package. WASHINGTON, D.C. — Unlike in many parts of the world, Election Day in America isn’t a day most people get off from work or school, and it’s not for a lack of trying in the past.“There've been several efforts to make it a holiday, at least for the five previous Congresses, including this one,” said Matthew Weil, who runs The Elections Project at the Bipartisan Policy Center.Those proposed bills to make Election Day a federal holiday have gone nowhere though.Coincidentally, America also has one of the lowest voter participation rates in the developed world, which was about 56 percent in 2016.Over the years, though, some states have made it a state or civic holiday, most recently this year in Illinois and Virginia. In California, state law requires employers to give employees at least two paid hours to vote on Election Day. However, that’s not the case in most places.Weil said whether or not employers need to give you time to vote on Election Day, varies state by state.“In states that don't have robust voting by mail options, or early voting options, Election Day being the only option isn't good,” Weil said. “The good news is the trend has been toward expanding options over the past 10 years.”Those options include early voting, which millions of voters have already done in the 2020 election, including Kevin Jackson in Ohio.“Don’t just wait. Plan your vote,” Jackson said. “Get down here and get it done.”The key to moving forward, experts say, is for all states to offer as many opportunities to vote as possible. A group of the nation’s top cruise lines have agreed to suspend their U.S. operations even further.Cruise Lines International Association (CLIA) announced Wednesday that its ocean-going cruise line members will suspend their U.S. operations until at least Oct. 31, 2020.The association, made up of companies like Carnival and Norwegian cruise lines, had previously suspended U.S. operations until Sept. 15. The CDC’s no-sail order lasts through Sept. 30.The association said it was a hard decision to further suspend operations, but it must be done to protect the public from the devastating effects of COVID-19.“This is a difficult decision as we recognize the crushing impact that this pandemic has had on our community and every other industry,” said CLIA in a statement. “However, we believe this proactive action further demonstrates the cruise industry’s commitment to public health and willingness to voluntarily suspend operations in the interest of public health and safety, as has occurred twice prior.”CLIA says its cruise line members will continue to monitor the situation with the understanding that they will revisit a possible further extension on or before 30 September 2020.“At the same time, should conditions in the U.S. change and it becomes possible to consider short, modified sailings, we would consider an earlier restart,” wrote CLIA.CLIA says its most recent economic impact study indicated the U.S. supports nearly half a million American jobs and generates billion annually in economic activity throughout the country.
