LOS ANGELES (AP) — The number of homeless people counted across Los Angeles County jumped 12% over the past year to nearly 59,000, with more young and old people and families on the streets, officials said Tuesday.The majority of the homeless people were found within the city of Los Angeles, which saw a 16% increase to 36,300, the Los Angeles Homeless Services Authority said while presenting January's annual count to the county Board of Supervisors.The previous tally found a slight decrease in the homeless population.Two years ago, voters passed a tax hike and housing bond to make massive investments to help solve the homeless crisis.Officials said Tuesday the same people have not remained on the streets.The Los Angeles Homeless Services Authority, a county agency, said it helped 21,631 people move into permanent housing during 2018 — a pace that could rapidly end homelessness if economic pressures had not pushed thousands more into the streets.About a quarter of the people became homeless for the first time in the past year, and about half of those cited economic hardship as the primary cause, the authority said.To catch up, cities need to overcome resistance to the placement of housing and shelters, officials said.Supervisor Janice Hahn called the numbers "disheartening.""Even though our data shows we are housing more people than ever, it is hard to be optimistic when that progress is overwhelmed by the number of people falling into homelessness," Hahn said.The Los Angeles County numbers mirror similar point-in-time tallies across California, as state officials struggle to address a lack of affordable housing. Local police have noted a disturbing increase in the amount of animals found to have been shot and dumped left to die.Previously, Scripps station WTVF in Nashville reported a?spike in the number of canine thefts in Middle Tennessee that was possibly connected to a local theft ring. Now, rather than just disappearing, the dogs are being killed.One beagle did survive. It was shot in the head and found dumped in a bag. Thankfully, veterinarians in nearby Winchester were able to save the dog.But others were not so lucky. Concerned citizens have sent in photos of dogs found shot and then dumped by the side of the road in a half-dozen middle Tennessee counties."It think it's horrible and we need to figure out why it's happening and who is doing it," said veterinarian Allison Fields at the Hermitage Animal Clinic in Davidson County.The dogs were shot with guns in more rural counties. Now, many wonder if some of them were among the many stolen in recent months."This is a big problem of people taking dogs from people coming into the yard and just snatching them out of yards and just taking them," said Earl Stouzenberger, who lost his dog Leia, earlier this year.Police have been checking for chips in the dead dogs hoping to locate owners."Absolutely, I'm sure they have. Animal Control or police stations will have a scanner," Fields said. But identifying the dogs doesn't solve the riddle of why they were shot and often dumped in public places. To date, no one has been charged or arrested in connection with the dog thefts or killings.Catching those responsible is a long shot. The best and really only line of defense for local pet owners is to keep an eye on them.Investigators say the shootings are difficult to explain. LOS ANGELES (AP) — Southern California residents faced with the loss of lives and homes in a huge wildfire also are grappling with the destruction of a vast swath of public lands that are popular destinations for hikers, horseback riders and mountain bikers.The Woolsey Fire has charred more than 83 percent of National Park Service land within the Santa Monica Mountains National Recreation Area, where officials announced Wednesday that all trails were closed."We understand that folks are curious about how their favorite park spots fared. Firefighters have made steady progress this week, getting it more than halfway contained, but warned many hotspots remain.A massive burn scar encompasses more than 30 square miles (80 square kilometers) within the recreation area that stretches from beaches to inland mountains straddling Los Angeles and Ventura counties. It's the largest urban national park in the nation, with more than 30 million visitors every year.Cyril Jay-Rayon, 52, watched the news with despair as flames engulfed what he called his "main playground" — a rugged area where he rode his mountain bike a few times a week. It includes the famous Backbone Trail, a 65-mile (104-kilometer) route that offers challenging terrain for bikers and hikers who are rewarded with soaring views of the Pacific Ocean."It's just devastating. Those trails are my sanity. It's where I ground myself," he said. "I love the city, but I also love how easy it is to get out into the wild."People share their recreation areas with wildlife, including 13 mountain lions tracked by biologists via GPS collars. Park officials said two of the big cats were unaccounted for. Four monitored bobcats also were believed to have survived, but their habitats were burned, the park service said.While the damage was still being assessed, officials confirmed that Paramount Ranch's "Western Town," a landmark film location dating to 1927 that included a jail, hotel and saloon, burned to the ground.
