(AP) — California police say a homeless woman sleeping in a cardboard box was struck and killed by heavy machinery operated by a road crew clearing a homeless camp.The Modesto Bee reported Wednesday that 33-year-old Shannon Marie Bigley was killed Aug. 1 in a grassy field alongside a highway where a homeless camp was built.Modesto police say the incident occurred while a California Department of Transportation crew was attempting to clear the encampment about 90 miles east of San Francisco. Details on the machinery was not disclosed.State officials four months ago rejected a union grievance filed by workers who object to clearing homeless encampments. They have already seen flooding on 18th Street in National City this week, caused by the king tides. Now with the rain, many expect it to be worse. According to FEMA, businesses near West 18th Street and Roosevelt Ave. are right in a low-elevation flood zone. Ocean water travels from the San Diego Bay, up the Sweetwater Channel, and into Paradise Creek. That creek backs right into Jose's Auto Electric yard. Wednesday morning, the city shut down the road because of flooded streets caused by King Tides. During the day, luckily, the water receded before reaching the front door at Jose's Auto Electric. She remembered 30 inches of rainwater gushing into her office and destroying her equipment. "We lost a lot of stuff, and I remembered that I forgot my purse," Ramirez said. "I said, 'Oh my purse!' And I tried to come back, but in less than five minutes, the water was already up. And I said 'Forget about it, just let me get out of here.'"If the flooding gets worse, Ramirez said she may have to move all of the low profile cars in their shop to another location to avoid flood damage for their customers.Meanwhile, neighboring businesses closer to Paradise Creek have already put up sandbags to protect their front office doors and garages. NASHVILLE, Tennessee — Individuals convicted of a felony can't vote while incarcerated, on parole, or on probation in the State of Tennessee, and Terrancé Akins was one of those people — until this week.Akins will get to vote for the first time after serving 17 years in prison.When he was 17-years-old, Akins went to prison for especially aggravated robbery."I lost my family, I lost my freedom, and then I lost my right to vote," Akins said.He has started a non-profit called 'Blessed Incorporated' where he helps inner city kids stay out of trouble. It took four years, but now that he is on a steady path, he's excited to be able to vote for the first time. "It feels great. It feels wonderful," he said.In Tennessee, voting rights are restored when ex-felons complete their supervised release. Akins hopes his example will help encourage others to re-register to vote. "They give up on themselves, they give up on their lives, they figure that they can never really amount to anything, but that's not true.
