SAN DIEGO (KGTV) — Now that the Democratic Party has officially backed Joe Biden and Kamala Harris, it’s time for the Republican National Convention. The four-night convention begins with a roll call on Monday evening from delegates who take turns stating their pick for the nominee. California Republican National Committeewoman and Delegate to Republican National Convention Harmeet Dhillon said they are expecting a unanimous vote for President Trump and VP Mike Pence. Then, top republicans and citizens will speak through the next few nights. President Trump is expected to speak Thursday evening, but the schedule also shows he will be in the program to some capacity every evening. This would typically be a time when hundreds from California attend, but with coronavirus restrictions, that’s not possible this year. Dhillon said California would typically have 170 delegates, an equal number of alternates and guests, but that number has dwindled to just 6 for 2020. She said everyone in Charlotte has taken multiple coronavirus tests and said she feels safe with the health guidelines being practiced.Dhillon also said that she encouraged people who would not be flying to the RNC to donate the money saved from staying home. She said it typically costs thousands of dollars per person to travel to the convention.“I asked a lot of people to please contribute that money toward the candidate of your choice in California so I think the cancellation of this event has actually led to a lot of, hundreds of thousands of dollars being invested back into California,” she said.A schedule of the week can be found here. 1630

SAN DIEGO (KGTV) — More than a million California voters have signed up for a new statewide tool that can track a mail-in ballot through its journey from the post office to the mailbox to the final election tally, said California Secretary of State Alex Padilla.“Where’s My Ballot?” can send voters texts, emails or recorded voice calls updating them on their ballot’s status, including when the ballot has been mailed to a voter, when the elections office has received it, and when the ballot has been counted. Voters must sign up for the service. The system can also alert the voter if election officials have rejected their ballot due to a discrepancy, like if the ballot has been flagged for a missing or mismatched signature.“Vote-by-mail has been popular in California for many, many years. But with a further increase in vote-by-mail participation, the transparency and accountability of those mail-in ballots is even more paramount,” Secretary of State Alex Padilla said in an interview.Because of the pandemic, election officials are sending mail ballots to every active, registered voter in California for the first time in state history. Monday is the deadline for election administrators in California’s 58 counties to get ballots for the more than 21 million registered voters into the mail stream.Where's My Ballot? debuted in 25 California counties in the March presidential primary before election officials decided to expand it statewide. In addition to the features of voters, Where’s My Ballot? offers election administrators the ability to monitor the U.S. Postal Service in real-time to see if there are any delays, Padilla said.California and several other states sued the USPS, seeking to undo changes by the Trump Administration that the plaintiffs claimed were slowing down mail delivery. A judge sided with California, granting a preliminary injunction Sept. 17.“If we identify any bottlenecks or delays, then we can work with regional and local Postal Service representatives to address those and ensure the timely delivery of ballots, both to the voter and back to the county,” Padilla said.Where’s My Ballot? was created by BallotTrax, a Colorado-based software company that originally developed the technology for elections officials in Denver in 2009.Each time an employee scans a barcode on the ballot or envelope, BallotTrax collects the data. The company’s president, Steve Olsen, said the technology can be used to send voters reminders about upcoming deadlines.“We know which voters haven’t returned their ballot yet, so we can carve out that subset of voters and send them a message that says, you need to act on your ballot, you have 10 days to do so,” he said. The system is now in 400 counties in 14 states, Olsen said. 2764

SAN DIEGO (KGTV) - PhaseBio, a company based out of San Diego and Pennsylvania, announced it would be starting a clinical trial for a drug that could help keep severe COVID-19 patients from needing a ventilator. “If you are infected with coronavirus and you’re admitted to hospital, we’re trying to catch those patients before they have a rapid decline and prevent intubation or other more severe complications of the coronavirus,” said Jonathan Mow, CEO of PhaseBio. The drug is called PB1046 and is a “novel, once-weekly, subcutaneously-injected vasoactive intestinal peptide (VIP) receptor.” It was originally being researched for use on patients with high blood pressure, said Mow. But they pivoted when they realized it might have properties that could help prevent acute respiratory distress syndrome (ARDS), a potentially deadly condition caused by the inflammation of the lungs due to the body’s immune response to the coronavirus. “We realized that the characteristics of our drug fit nicely to what we would want to control in the complications in coronavirus patients,” said Mow. The clinical trial will take place at 20 different locations and involve about 210 subjects who have been hospitalized and require oxygen, but have not been intubated. Mow said they hope to publish the results of the trial by the end of the year. 1345

SAN DIEGO (KGTV) - Newly-released census numbers show residents are fleeing California in sizable numbers.Angie Romero of was outside a U-Haul trailer, packed with rented wine barrels she will be using as decor for her 50th birthday party.  She'll likely be renting another U-Haul in the not-so-distant future."The cost of living puts you in another mindset.  I'm getting older and start wondering about my future," said Romero.Romero, who works in sales, plans on packing up and leaving the state within the next two years.  One reason: the rent for her apartment near San Diego."I've lived there three years, and every year it's gone up either or ," said Romero.Romero is hardly alone. According to the latest census numbers, in the year-span ending July 2017, adding up all the people moving into and out of California translates into a net loss of 138,000 people. In San Diego County, there is also an apparent exodus with a net loss of nearly 16,000 people in the year ending in July 2017. In the previous year, there was a loss of 8,300 people.         1148
