VALLEY CENTER, Calif. (KGTV) — A man was killed Thursday after a tree branch broke free and struck him in Valley Center.A 54-year-old man was walking in 31000 block of Oak Glen Rd. just before 5 p.m. when a large eucalyptus tree branch broke loose and fell on him, according to the San Diego Sheriff's Department.Deputies and fire officials responded to provide medical aid, but the man's injuries were fatal and he died at the scene.Authorities did not reveal the man's identity. 488

UPDATE 5:36 P.M. - SATURDAY FEB, 22, 2020Chula Vista Police Department officials said the missing 15-year-old was located and safely reunited with her family Saturday.Police said a resident of eastern Chula Vista reported that spotting a female juvenile walking along a roadway who resembled the missing teen.Officers immediately responded and verified it was in fact Isis Desser, said CVPD Sgt. Constantin Bakala was imprisoned in the Republic of Congo after supporting the wrong political power. Police allegedly raped his wife, killing their unborn child, robbed their businesses, killed their dog, and tried to poison the entire family. Bakala escaped from prison and took his family on a journey to America. On the way, their boat sank, and some of the children almost died. Once they got to America, Bakala was sent to Georgia. The rest of the family stayed in San Diego. Bakala went before a judge in Georgia who is known for being strict on asylum seekers. The judge ruled that he be deported. Meanwhile, Bakala's family in San Diego was granted asylum.Thursday, the day before Bakala was set to be deported, the family met in front of the federal courthouse to ask for help. Bakala’s wife Annie said, “I’m asking for your help because you know the laws and you are a champion of our protection. I’m asking for your strength because I have none left.”St. Luke’s Episcopal Church joined the family in their fight. Pastor Colin Mathewson said, “Bakala will die if we don’t help him. This is a life and death matter.”After the rally, the group took 500 signatures up to the federal ICE office. Congressman Juan Vargas has been very helpful in getting a stay for Bakala. However, the first stay will run out Friday. UNIVERSITY HEIGHTS, Calif. (KGTV) - Neighbors in University Heights say the city needs to do more to clear dead brush from a canyon along Washington Street.The canyon, often called "Camelot Canyon," runs east from the 163 and underneath the popular Vermont Street bridge.People who live nearby say the brush underneath, combined with homeless encampments, creates a fire hazard.Their fears came true last March when a massive fire broke out among the palm trees near the bridge. In the aftermath, the fire department ordered CalTrans and the City of San Diego to remove dead brush from the canyon.Neighbors say they didn't do enough."We're trying to get them to finish the job and help suppress wildfires," says Marybeth Chruden. Part of it is owned and maintained by CalTrans. The rest is city property.According to Assistant Fire Marshall Eddie Villavicencio, city crews did two cleanups after last spring's fire; one in April and another in July. The delay between the two was a result of waiting for more funding. Also, city code only allowed the crews to clear out dead or dying vegetation, nothing more.Villavicencio also says the canyon is designated as Open Space and supposed to be left alone to let nature take over. Because of that, there is no requirement for the city to maintain the brush.CalTrans, meanwhile, has different requirements for their land in the canyon. Chruden and her group say the CalTrans land is maintained and kept clear.Villavicencio says the Fire Department is always looking for grants to help fund more cleanups in these areas. He also mentions a bigger problem is the homeless camps in canyons, which are typically the cause of fires. That part of the issue is a police and enforcement matter.Chruden's group says those explanations serve as further proof that the city needs to fund this kind of regular maintenance."This is such a wonderful neighborhood, such a good community, and we take pride in it," says Debora Morrison, who has spent time gathering signatures on the bridge.
