SAN DIEGO (KGTV) -- Local, independently owned grocery stores are keeping an eye on a potential grocery worker strike in Southern California. On Monday, UFCW Local 135 will vote to authorize strikes at Albertsons, Vons and Ralphs. Union representatives say employees have been working without a contract since March. Union president, Todd Walters, says they've met 17 times with the companies asking for better wages, health benefits and pensions. In South Park, the owner of a small grocery store says he hopes the bigger retailers don't enter a strike. David Halabo owns Food Bowl Market with his wife. During the last strike in 2003, Halabo says his business saw an increase in customers for specific items like bread, milk and eggs. Halabo says he's keeping an eye on the negotiations, but says he'll only stock up on extra items if the workers do go on strike. The small business owner says, although is business would benefit, he doesn't want to see a strike happen.Ralphs spokesperson John Votava sent 10News a statement from the company, saying:"We are negotiating in good faith with the union for a fair and balanced contract that is good for our associates, as well as our company. As you know, negotiations are about finding compromise, and this can take time. Throughout the negotiations, it's business as usual in our stores and Ralphs is extremely proud of our associates who remain focused on serving our customers, communities and each other."Vons/Albertson's spokesperson Melissa Hill sent this statement as well, saying:"We are committed to working collaboratively with the unions to ensure that we reach an agreement that is fair to our employees, good for our customers and allows Albertsons, Vons, and Pavilions to remain competitive in the Southern California market. We feel the strike authorization vote is premature and will cause our employees and customers undue concern; nevertheless, we will be back at the bargaining table on July 10 and hope to reach an agreement soon."The vote doesn't mean employees will go on strike immediately, but it does give the union the ability to call for one at any time. SAN DIEGO (KGTV) — It’s a term we’ve heard a lot during the pandemic: emergency use authorization.From ventilators to diagnostic tests to experimental drugs like remdesivir, the Food and Drug Administration has issued at least 616 emergency use authorizations, or EUAs, since the pandemic began.“That’s such a powerful term: emergency use authorization,” said President Donald Trump on Aug. 23 when announcing an EUA for convalescent plasma.Top officials at the FDA are now floating the idea of using an EUA to speed up distribution of a vaccine against COVID-19, writing that it “may be appropriate” under certain circumstances. Critics contend it would be a dangerous move.The mechanism was put into law back in 2004, and EUAs have been used in several health emergencies since, including the 2009 H1N1 pandemic.An EUA allows the FDA to temporarily authorize a drug or device for use during an emergency under certain conditions. There must be no formally approved alternatives to the product, and the available evidence must suggest the potential benefits outweigh the potential risks.“Because in some emergencies, we just cannot wait for all the evidence needed for full FDA approval,” the agency says in a video explaining the rationale for an EUA.While EUAs are relatively common for diagnostic tests and experimental drugs, there has only been one EUA issued for a vaccine. In 2005, the FDA authorized a vaccine intended to protect U.S. soldiers from an anthrax chemical attack. It was the first time the FDA ever used the EUA process. In that case, the product, Anthrax Vaccine Absorbed, had been formally licensed in 1970 as safe and effective against anthrax on the skin, but was not formally approved to counteract inhaled anthrax.In a letter to pharmaceutical companies, the FDA said it “may be appropriate” to issue an EUA for a COVID-19 vaccine “once studies have demonstrated the safety and effectiveness” of the product, but before other steps in the traditional submission process, like detailed information on how the vaccine was made and tested.“It is extremely rigorous,” Dr. Christian Ramers of Family Health Centers of San Diego said of the typical FDA approval process. “People have to submit thousands of pages of documents. They have to open their books, essentially, and show all of the detail on how these things have been tested.”An EUA could allow for the release of a vaccine before the election, something President Trump has suggested but other members of his administration have said is unlikely.The prospect of an EUA for a vaccine alarms consumer advocates like Dr. Sidney Wolfe of Public Citizen, who sent a letter to the agency urging it to avoid the expedited process.“The amount of information on how effective it is, the amount of information on how safe it is is less than would be required for full approval,” Wolfe said. “And full approval could arguably come in three or four months.”Wolfe thinks an EUA could backfire.“The loss of confidence by people will contribute to a much decreased willingness to be vaccinated,” he said, citing a survey during the 2009 H1N1 pandemic that showed people were reluctant to volunteer for inoculation if the vaccine only had emergency authorization.Critics say there’s already shaky public confidence after reports of political pressure from the president in the EUAs for convalescent plasma and for hydroxychloroquine.In the latter case, the FDA revoked the EUA for the anti-malaria drug June 15 after more studies showed it wasn’t effective and could have serious side effects.Dr. Ramers at Family Health Centers of San Diego says there is a big ethical difference between authorizing an experimental drug with limited data and authorizing a vaccine.Fundamentally, doctors give drugs to patients who are already sick, and they're more willing to try something untested in a last-ditch effort. “In somebody who has been through two or three or four rounds of [chemotherapy] and nothing has worked, the risks and benefits are tilted in a different way,” he said.“But a vaccine is a really special situation because we’re giving it to healthy people. We’re giving it to the general population before they become ill. So historically, the safety threshold for a vaccine has been way, way, way higher,” Ramers added. 4302

While many runners support the decision to cancel the San Diego Half Marathon, they're upset that it doesn't appear there will be any refunds.Organizers sent 10News a statement that reads in part, "By their very nature, the cost of events like ours are front loaded and [non-recoupable], which is why we do not have a refund or deferral policy. It could be the dramatic end of a four decades old search for the suspect.Which got us thinking, whatever happened to the cold case of the “Geezer Bandit” who may not even be a senior citizen anyway? And, could advanced technology ever help find him?He was the most elusive senior citizen during a two-year crime spree. The bank robber the FBI nicknamed the “Geezer Bandit” because of his geriatric appearance.The “Geezer”, who may have been a much younger person using a professional grade prosthetic mask, robbed 16 banks from San Diego to San Luis Obispo from 2009 to 2011. 11 of those robberies happened in San Diego County. “Profiling as you understand now is a pretty big spectrum,” says Jack Hamlin.Hamlin is a Professor at National University and professional criminal profiler. We asked him how this person, seven years later, has become the modern-day D.B. Cooper and why he, or she, would simply vanish.“We have an expression in law enforcement, we only catch the dumb ones,” says Hamlin.The “Geezer” was one of the best. Performing almost mistake free and seemingly very sophisticated. The mask may not have been his only disguise, and he was said to wear gloves, there was no known getaway vehicle, the robberies were during off-peak hours and with little security. And five of his robberies were on a Friday, payday. So, we asked the question, ‘Is it possible this person had some law enforcement training?’“It’s certainly somebody that understands how things work,” added Hamlin.  “These robberies weren’t random. He’s figured out a time when security is low; he’s figured out a time when there’s going to be plenty of cash, Friday.”The “Geezer developed a cult following with thousands of followers on Facebook. T-shirts are still available celebrating ‘Geezer Bandit for President.’ But his last robbery was December of 2011. That's the only time a dye pack was used, exploding and making the money useless, and possibly his disguise too. We haven’t heard from the “Geezer” since.“I don’t see this person suddenly having an epiphany and saying, ‘It’s over with. I don’t need to do it anymore,’” says a skeptical Hamlin.Hamlin says people like this need the rush and rarely just quit. But the one mistake the “Geezer” made on that final robbery was dropping a day-planner which he carried as part of his disguise. If it holds his DNA, Hamlin says there may be an option to use a genealogy website like investigators did to catch the person they believe is the Golden State Killer.“Now you’ve got this public DNA base, and if there is some way they can tap into that, um, the skies the limit on some of these cases,” says Hamlin.UPDATE: The FBI tells 10News there has been no change in this case since the last attempted robbery in 2011.
