A proposed state fund would pay rent for people on the brink of eviction to help them avoid homelessness.The 0 million fund is a key part of Gov. Gavin Newsom's budget proposal to address the state's homeless crisis. The fund, called the California Access to Housing and Services fund, could also be used to support the creation of more housing units and help stabilize board and care housing facilities. Newsom is proposing a .4 billion plan as part of his annual budget. Of that, 5 million would go to investments in Medi-Cal. The proposal also calls for the state using its own excess land for the site of new shelters. That includes open space near freeways, decommissioned hospitals and fairgrounds. The Del Mar Fairgrounds board has held preliminary discussions adding housing on the property. In San Diego County, excess property locations are also in downtown, El Cajon and Oceanside. An additional location deemed excess has instead been assigned to serve as a shelter for migrants seeking asylum. Jewish Family Service will operate the facility, and has requested the location not be disclosed due to security reasons. Multiple media outlets are reporting the film's star, Robert Pattinson, is the person who tested positive.A spokesperson for Warner Bros. said Thursday that the individual is isolating in accordance with established protocols and filming is temporarily paused. They would not release any other information about the situation or affected crew member.Vanity Fair and Deadline are both reporting Pattinson tested positive for coronavirus, however no other information about his situation was available.Pattinson is starring in the new film from director Matt Reeves which had resumed filming just a few days ago after an almost six-month hiatus because of the coronavirus pandemic.The film was originally supposed to hit theaters in June 2021 but was pushed back to October 2021 because of the production delays.Before filming was stopped earlier this year because of the coronavirus pandemic, enough was shot to put together a trailer for "The Batman." 1081

A Marin County, California doctor says his research into medical marijuana has identified a compound that can help diabetes patients.Dr. Michael Moskowitz, President of Bay Area Pain Medical Associates, says it’s not about getting high, it’s about getting well – and he thinks he’s on to something.Moskowitz believes he has identified a rare component of marijuana called THCV that he says is helping one of his diabetic patients – a patient who’s blood sugar level varies between 50 and 1000 in a single day.“It’s not clear, but it appears that, on a preliminary basis, for the first month that he did that, the extent of how much he varied seems to be less,” said Moskowitz.THCV is found in a strain of marijuana called Black Beauty. It’s leaves are much darker than most marijuana.Although she doesn’t have diabetes, Nina Murphy has chronic neck and back pain she used to treat with traditional pain medication. “I was a little skeptical. I haven’t used marijuana before so it’s not something I was just going to jump into,” said Murphy. “I’m extremely pleased and I hope to off my meds in the next couple months so, yeah!”Moskowitz says more study needs to be done with Black Beauty. “Just having the opportunity to work with something that clearly has therapeutic value, but figuring out how to optimize that and make that work the best for the most number of people is very exciting,” he said.Moskowitz will travel to Miami next week to speaking at a conference to discuss his findings. 1500

A preschool teacher was arrested on Wednesday after deputies say admitted to biting a 2-year-old student on the face.Heather Marcotte, 28, has been arrested on a charge of felony cruelty to a juvenile in Louisiana.The mother of a 2-year-old student called the St. Tammany Parish Sheriff’s Office saying that when she picked her son up from school, she noticed the bite mark on his cheek.The mother said an administrator at the school informed her that her son’s teacher reported that she left the mark on the child "when her mouth accidentally hit his face" and that the teacher had been terminated following the incident, according to the Sheriff's office.Marcotte admitted to deputies that she bit the child after she became frustrated and agitated with his behavior. A Manhattan judge ruled on Wednesday that a bar can legally eject and not serve a customer for wearing a hat containing President Donald Trump's campaign slogan "Make America Great Again," the New York Post reported. The judge ruled that there is not a law against political discrimination. In January 2017, Greg Piatek was asked to leave the New York City watering hole The Happiest Hour because he was wearing a "Make America Great Again" hat. Piatek claimed that a bartender told him that they do not serve Trump supporters. According to the New York Post, Piatek claimed in the lawsuit that the incident “offended his sense of being American.”Piatek's attorney argued that his client wore the hat to pay tribute to victims of the September 11, 2001 attacks. Piatek claimed he visited the 9/11 Memorial before going ot the bar. “The purpose of the hat is that he wore it because he was visiting the 9/11 Memorial,” Piatek's attorney Paul Liggieri said, according to the Post.   Attorneys for The Happiest Hour claimed that political beliefs are not a protected class.
