SAN DIEGO (KGTV)- For the first time in decades, NASA is moving closer to sending people to the moon, or even Mars. Naval Base San Diego is playing a key role in that process.This week the USS John P. Murtha left Naval Base San Diego to test recovery efforts of NASA’s mock Orion capsule.“We’re going to ensure that once it comes down, once it hits that water, that everything from then on is totally safe,” says Retired Navy Pilot and President of the San Diego Air & Space Museum Jim Kidrick.The amphibious ship sends a crew into the Pacific Ocean, then uses smaller boats to guide the capsule back to the USS Murtha.The Orion has an environmental control system, a heat shield that can withstand 4,000 degrees Fahrenheit, radiation control and parachutes. NASA says the first recovery test aboard the USS Murtha was a success.“By the time they put people in that capsule its going to work flawlessly.” Naval Base San Diego will be removing the Orion test model from the USS Murtha and putting in on display tomorrow.10News will be there to give you a personal look at the capsule. 1095

SAN DIEGO COUNTY (CNS) - Seven "cool zones" are scheduled to open at noon Monday in San Diego County to provide relief from high temperatures.The cool zones are air-conditioned locations throughout the hottest areas of the county:-- Borrego Springs Library, 2580 Country Club Road;-- Fallbrook Community Center, 341 Heald Lane;-- Lakeside Community Center, 9841 Vine St.;-- Potrero Branch Library, 24883 Potrero Valley Road;-- Santa Ysabel Nature Center, 22135 CA-79;-- Spring Valley Community Center, 8735 Jamacha Blvd.; and-- Valley Center Branch Library, 29200 Cole Grade Road.All sites will be open from noon to 5 p.m. Monday through Friday.COVID-19 safety measures will be in place. Anyone entering a cool zone will have their temperature taken and all visitors and staff must wear face coverings and practice social distancing.The libraries are cooling sites only; no library services are being offered.Animals, except service animals, are not permitted in cooling zones."Although we need to take steps to keep seniors safe, it still remains important to also keep them cool," said Supervisor Dianne Jacob. SAN FRANCISCO (AP) — A federal judge in San Francisco is mulling the competency to stand trial of a Mexican man who shot and killed 32-year-old Kate Steinle. The 2015 shooting figured prominently in President Donald Trump’s run for the White House four years ago. The case against Jose Ines Garcia Zarate on federal gun charges has been pending since a judge raised “serious concerns” about Garcia Zarate's mental capacities back in January. Two doctors have diagnosed Garcia Zarate with schizophrenia and found him unfit to stand trial. The San Francisco Examiner reports that Garcia Zarate told the court Friday through a Spanish interpreter that he wanted to be sentenced to prison or deported back to Mexico. 720

SAN DIEGO, Calif. (KGTV) -- Elected officials, community activists, and law enforcement came together Monday to launch a new "Peace Movement" with the ambitious goal of ending violence in San Diego. Organized by District 4 City Councilmember Monica Montgomery, the goal is to find solutions to address the underlying root causes of violence and build trust between police and the communities they protect."It doesn't happen overnight," Montgomery told 10News. "It's continued understanding. It's getting in places where we're uncomfortable. It's listening to things that maybe we don't agree with all the time. Those are the things that will help us understand each other."San Diego Police Department chief David Nisleit said he's on board with the effort, specifically calling on people in communities beset by crime to come forward when they have information that could help investigators bring perpetrators to justice. Some community members are reticent to contact police. "We'll get there. There's no doubt in my mind we'll get there," Nisleit told 10News. "I'm going to focus on this as a positive step. We'll build those community partnerships. We'll work together. We're already doing that, we're just going to do it on a larger scale."Another speaker at Monday's press conference launching the initiative was Bishop Cornelius Bowser. As a former gang member himself, Bowser has tried to take a leadership goal in bridging the divide between residents and law enforcement. "I'm willing to lead the way and take those risks," Bower said. "But the struggle with me is when I try to do that, I need law enforcement to understand this and get my back. I need the community to understand this and get my back."Bowser says building relationships with both sides means walking a fine line, as the very appearance of a strong relationship with either side could encourage distrust from the other. He says the important thing is having the right people at the table having real conversations. He also believes developing trust will be a slow process. "You have to get one person at a time. You're not going to be able to go into a meeting and change 100 people in a meeting."One part of the new "Peace Movement" initiative is getting rid of gang graffiti.
