CHULA VISTA, Calif. (KGTV) -- When you ask Chula Vista City councilman Steve Padilla what he learned during 2020, he'll say it was to appreciate the little things in life. Things like valuing every moment and never take time for granted. ABC 10News caught up with Padilla as part of our Positively San Diego, A Season of Hope series. Padilla beat COVID-19 after spending weeks in the ICU, 11 days on a ventilator. Padilla says the love and support of the community has been overwhelming. After beating COVID-19 and weeks of recovery, Padilla got back to work as city councilman, while also campaigning for reelection. He won his reelection by a landslide. The councilman says he is incredibly thankful for the healthcare workers still battling this pandemic, especially the ones that saved his life. While he says he's looking forward to the new year and being able to hug people he hasn't hugged in months, he recognizes there is still so much work to be done before the pandemic is under control. 1008

CHULA VISTA, Calif. (KGTV) - While the current focus is on coronavirus, doctors are warning to not forget about other killers that are always present.Dr. Marilyn Norton is the Chief of Staff at Sharp Chula Vista Medical Center and said they’ve seen drastic drops in the number of people coming in to get cancer screenings. She said the three most common cancer screenings are mammograms for breast cancer, Pap smears for cervical cancer and colonoscopies for colon cancer.Sharp Chula Vista saw an 87% decrease in mammograms in April and May of 2020 compared to the same time frame last year. The hospital did pause screenings at the beginning of the closure, but has been doing screenings again since May.Dr. Norton said these screenings can be some of the best life-saving measures.“We know that if patients get found at early stages, the chances of them dying from that cancer is much less,” she said.She said some of the reasons people still are not coming in to get screened could be because people don’t know screenings have resumed, or because people are worried about going to a hospital right now, but she said the difference between now and the beginning of the pandemic is that there is more knowledge of how to stop the spread of coronavirus now, so the hospital is taking preventative steps to keep patients coming in for screenings healthy.“Although there’s a lot of fear regarding the pandemic, we also have to realize that screening is very important to be able to try to catch that cancer at an early stage,” she said.She said she anticipates the lull in screening now to impact cancer rates in the next five to ten years because of cancer that could have been caught at an earlier stage, and she hopes people realize the importance of early screening now to stop that eventual increase.“Don’t ignore the screenings that need to be done in order for you not to have to die from cancer,” said Dr. Norton. 1927

CHULA VISTA, Calif. (KGTV) - A South Bay officer was arrested Wednesday after a reported domestic violence incident, police confirmed.Chula Vista Police officer Leopoldo Armando Chousal, 27, was arrested at a residence in the 6400 block of Potomac Street by San Diego Police. The incident occurred while Chousal was off-duty, police said.SDPD said Chousal was booked on one count of making "criminal threats" to harm his girlfriend. CVPD personnel were also at the scene when SDPD made the arrest.RELATED: Former Marine sentenced for punching San Diego Police Officer answering callChousal has been placed on administrative leave with a suspension of peace officer powers."CVPD takes these allegations seriously and was disappointed to learn of this incident. CHULA VISTA, Calif. (KGTV) -- A Chula Vista police officer shot and killed a man who stabbed him several times in the face Tuesday night.Two officers got a call from a resident on Melrose Ave. who said a man threw a piece of concrete the size of a baseball at his head abouut 9 p.m.The officers determined the man was at a home on Monterey Ave. and went to the address at 10:25 p.m., police said.A woman opened the home's front door to the two officers.  The man began assaulting the first officer, police said, and they scuffled.Police tell 10News the man stabbed the officer up to half a dozen times in the head and face. The officer fired several times in self-defense, police said.At least one shot hit the man, who died on his way to the hospital.  CVPD identified him as 27-year-old David Scott.The second officer and the department chaplain, who was on a ridealong, were able to assist the injured officer. He was taken to UCSD Medical Center in Hillcrest. He did not require surgery and is expected to recover.City News Service contributed to this report. 1101

CHULA VISTA (KGTV) -- A frightening scene for any family to witness was captured on video just before Valentine’s Day outside an East Chula Vista gas station. A clip posted to Facebook shows a man screaming racial obscenities at a female customer while the woman he’s with calmly pumps gas into their car.The incident reportedly happened at the Shell gas station at the Village Marketplace in the Eastlake neighborhood of Chula Vista at around 4 p.m., according to the victim.In a Facebook video post, the victim wrote that the man had approached her car and began shouting vulgarities then returned to his car. “No there is nothing done prior to this on my part. No there was nothing wrong that I knew of. No, there was no history," the victim wrote in the Facebook video post."No, I've never seen this couple before. No, there were no words exchanged between us, no eye contact, he just began to spew hateful commentary when he saw me get out to pump," the victim said.Sensing that something may happen, the victim used her cellphone to record the encounter, and that's when the man approached her again.The video shows a man with face and arm tattoos jumping out of the passenger seat of a light colored Nissan Versa hatchback. He approaches the victim’s car while flashing both middle fingers and screaming, “F*** n*****s!”The man then walked up to the victim’s vehicle and spit on the windshield.10News is not identifying the victim for her own protection.According to the victim, the couple drove away after the woman finished pumping gas.“I am beyond grateful that he, for some reason, changed his mind and did not spit on me or put his hands on me,” the victim said.The woman called Chula Vista Police about five hours after the confrontation at the gas station, according to Chula Vista Police Department Captain Phil Collum. Officers took information from the woman and followed up with her Friday to gather more information and documentation, Collum said. They will evaluate the evidence to see if it amounts to a criminal offense. Collum said police do not know the identity of the man seen in the video. “This is highly unusual,” said Collum. He had recommendations for anyone in a similar situation. “Do not engage, do not get involved, always take the high road,” Collum said.Anyone with any information is asked to call CVPD. 2350
