SAN DIEGO (KGTV): The San Diego Sheriff's Department has a new tool to help keep deputies safe as they fight the war on drugs.The department just bought 15 TruNarc devices. The hand-held scanners can detect and identify drugs without the deputies having to come into physical contact.Previously, to determine what kind of drug was present at a crime scene, law enforcement would have to scoop a small amount into a kit for testing. The TruNarc uses laser technology to scan through plastic bags.This technology has become increasingly important with the rise of drugs like Fentanyl. Just a microscopic amount can cause an overdose, which has made first responders wary of handling it.The TruNarc can identify more than 200 different drugs and takes less than 2 minutes to complete the scan and give a presumptive result.San Diego Sheriff's Deputies used it earlier this month when they encountered an unconscious man in San Marcos. He was covered in white powder. Deputies called for the scanner and found the powder was Fentanyl. They called for a hazmat team to clean the scene. Officials with the department say the device likely saved the man's life, as he was able to get the medical help he needed. They say it also may have saved the officers, who didn't have to touch the man or the powder until after the scene had been made safe.The devices cost ,400 each. A grant from the Honorary Deputy Sheriff's Association helped pay for them. One has been given to each sub-station around the county. There is also one at every jail and another at the High-Intensity Drug Trafficking Area office. 1617

SAN DIEGO (KGTV/CNS) – San Diego City Council Monday passed a proposal that bans Styrofoam and single-use plastics in a 5-3 vote. In July, the City Council Rules Committee voted 3-2 in favor of prohibiting the use and sale of containers and other items made with Styrofoam.The measure, proposed by Councilman Chris Ward, prohibits the use and sale of egg cartons, food service containers, coolers, ice chests, pool or beach toys, mooring buoys and navigation markers made partially or completely of polystyrene foam, commonly called by the brand name Styrofoam.The city's Environmental Services Department must also provide a list of safe, affordable alternatives to polystyrene products should the ban go into effect.Polystyrene products don't degrade the way more natural products do, taking hundreds of years to break down. Because of this long life span, marine and terrestrial fauna can and do mistake polystyrene for food."Our growing reliance on disposable plastic to fuel our ‘culture of convenience' is not without cost. Globally, an average of eight million tons of plastic ends up in the ocean," said Roger Kube, a policy adviser with the 5 Gyres Institute, when Ward introduced the proposal in May. "Once there, sunlight and currents shred plastic debris into smaller particles called microplastics, which absorb and concentrate toxic chemicals up the marine food chain and into our bodies. From plankton to fish, and to humans that eat seafood, plastic pollution is changing the very chemistry of life."Opponents of the ban claim it will have a disproportionately negative effect on local restaurants who may not be able to afford more expensive alternatives to polystyrene containers the way larger chain restaurants can. A study by the California Restaurant Association, San Diego Chapter, found that the ban could force small food service businesses to spend up to 145 percent more for polystyrene alternatives like compostable paper."We're opposed to the ban because polystyrene is a recyclable product," said Chris Duggan, the San Diego chapter's director of local government affairs. Duggan compared polystyrene's potential for reuse to that of an empty pizza box or a used paper plate and noted that polystyrene can be and is recycled into things like crown molding.Restaurant owners in City Council District 4, represented by Myrtle Cole, pushed back on the proposal Friday when they delivered more than 50 letters opposing the ban to Cole's district office. Restaurant owners in District 4 claim that Cole has not met with them despite multiple requests to voice their concerns."The impacts of Styrofoam and single-use plastics are permanent and threaten the health of San Diegans, wildlife, and industries critical to our region," Ward's office said. SAN DIEGO, Calif. (KGTV) - As Governor Gavin Newsom orders seven California counties to close bars to stop the spread of coronavirus, San Diego County made that same decision on their own and now, some San Diego bars are trying to figure out how to stay open to save their future.Related: San Diego County to close bars that don't serve food ahead of July 4 to slow COVID-19 spreadThe directive from the county states that bars, wineries and breweries have to close by July 1 if they don’t serve food. There is an exception for businesses like rural wineries that have dominantly outdoor, spread out seating. For the food rule, a bag of chips does not count. An outline of the rules states businesses have to offer a sit down, dine-in meal and any alcohol purchased has to be on the same transaction of the meal.The co-owners of Carriage House Lounge said they don’t meet this requirement, but they’re brainstorming ways to add food so they can stay open.“Now we gotta close again? At least if we can open a little bit with some food, maybe we can make enough to pay the rent anyway so we don’t get deeper behind,” said Andrew Haines.Haines said he and his business partner Rachel Dymond been back open for less than three weeks before this second closure. During that span when they were open between closures, they barely hit 50% for sales, which has been enough to pay rent and paychecks, but not bring in a profit. They said they can’t consider a second closure, so they’re talking about bringing in catering or partnering with a local restaurant to have food and be able to stay open.They’re not alone in this plan.Chad Cline has ownership in multiple San Diego bars and restaurants, which he says have also been hurting financially through the last three months. He said his businesses that don’t serve food are also going to now have a food option so they can meet new regulations and be able to stay open. Cline said he doesn’t agree with the thought process behind the new law.“I don’t think any rational person is going to be able to wrap their head around the difference between going to a table and having a drink and then going to that same table and having a drink and a hamburger and the second trip is okay but the first trip is not okay,” said Cline.When asked why the food distinction was made, Supervisor Nathan Fletcher said bars lead to impaired judgement which can impact carefulness, people spend more time in bars, the loud setting requires people to yell which can spread droplets and the congregating makes contact tracing more difficult.Cline said they’ll follow the rules but he isn’t happy with the leaders who made this decision.“We just play the game and go okay we have to serve food so we’ll serve food, but if I’m being completely clear it is kind of a game at this point because we’re just trying to exist and we just have to figure out how to follow the guidelines,” said Cline. 2922
