CHULA VISTA, Calif. (KGTV) -- Frustration is growing after a second fire broke out at the Teresina Apartments in Chula Vista on Sunday night. Witnesses tell 10News they saw a group of teens playing in the park near the apartments and a few minutes later they noticed the fire. William Maher lives in the apartment complex. He tells 10News he was the one who made the call to the fire department. Maher says the teens were recording the flames and laughing. He says they ran away when he yelled at him. The fire was so close to the apartments that the heat shattered several windows and melted window blinds.Sunday night's fire is the second fire in less than three weeks in that same area. On October 25th, fire crews responded to a fire just feet away. Maher hopes police will find the teens before someone gets hurt. He's also hoping parents look through their teen's phones to see if they can find the videos that were recorded. Anyone with information is asked to call the Chula Vista Police.  1050

(KGTV) - Chula Vista Police are asking the public for help solving three hit-and-run cases that have remained unsolved since January of last year — two of which resulted in deaths.The first occurred on Jan. 22, 2017, at about 6:45 p.m. at the intersection of Broadway and G Street. Police said 43-year-old Rafael Cruz Fermin was hit by a vehicle traveling southbound on Broadway. The driver of the vehicle fled the scene in what was described as a red, 2002-2005 Ford Explorer or Mercury Mountaineer.Fermin died at the scene, despite being given first aid. Read more.The second incident was on Sept. 14, 2017, at about 7:30 p.m. in the 700 block of E Street. A driver struck a 52-year-old man between the McDonald's and Motel 6, before fleeing the area. The victim was left with severe internal injuries, of which police say he still suffers from.The driver, described as a possibly older, white man with short white or blonde hair, was last seen in a gold, older model Pontiac, Lincoln, or Buick. The vehicle has a partial plate of "5BK." Read more.The third hit-and-run was on Jan. 4, 2018, at about 7 p.m. in the 1500 block of Third Ave. A vehicle traveling northbound on Third Ave. hit a 94-year-old man. The man was taken to a nearby hospital, where he was pronounced dead.The driver, described as a man wearing a red baseball cap, was last seen driving a white, early model SUV, police said. CHULA VISTA, Calif. (KGTV) -- Police in Chula Vista have identified the man suspected of killing a relative Saturday afternoon. According to police, Norberto Sanchez, 55, is suspected of shooting and killing 65-year-old Maria Esther Gonzales on the 1100 block of Oasis Avenue. Police received a call around 12:30 p.m. from Sanchez’s niece. The woman told police that Sanchez called her to tell her he killed his father’s wife and was on his way to her home on the 500 block of Arizona Street. Police responded to the area and arrested Sanchez for murder. At this time, it’s unclear what the motive may have been for the crime. CHULA VISTA, Calif. (KGTV) -- The man accused of shooting and killing an employee at a South Bay fast-food restaurant and injuring two others pleaded not guilty in court Tuesday. A judge at the arraignment ordered Albert Lee Blake be held on million bail, noting he poses extreme danger to the public. Blake was arrested in Memphis, Tennessee Friday. “ Investigators with the local task force began to hunt for the fugitive. He was pinpointed in a house on the 2300 block of Hubbard street today. He was taken into custody without incident,” the U.S. Marshals Service said in a news release Friday.Blake is charged with shooting and killing Maribel Merino-Ibanez, 28, and wounding two men on November 6 at the Church’s Chicken on Del Sol Boulevard. Today, Ibanez's mother spoke to news crews after Blake's arraignment, thanking police officers and investigators.Emma Merino said she felt anger when she saw Blake in person for the first time in court Tuesday."It's awful what he did to me," said Merino. "He took away my daughter, she was a perfect daughter.""My heart is broken, I have to live with it all my life until I die," she continued. He is due in court again on December 19 for a status hearing. Prosecutors say his case is not eligible for the death penalty.Court documents show that Blake has a lengthy criminal history dating back to the 1990s. CHULA VISTA, Calif. (KGTV) – The Chula Vista Elementary School District’s appearance on a website list of applicants seeking to reopen schools was determined to be a mistake, the district told ABC 10News.CVESD never applied for a waiver, stating on their Facebook page on Thursday night:“We are aware of a ‘Chula Vista Elementary’ fraudulently being listed as an applicant for a school reopening waiver. Our District has NOT applied for a waiver to reopen our schools. As a part of the waiver process, we would consult with labor units, parents and community organizations first. Our District is working with investigative authorities to determine how documents were submitted purporting ‘Chula Vista Elementary’ is a waiver applicant with the San Diego County Health and Human Services Agency.”District officials said the 2020-21 school year will begin Aug. 31 with distance learning.On Friday, a district spokesperson told ABC 10News that the listing was the result of an error made by an independent charter school that selected the Chula Vista district name on the San Diego County Health and Human Services website.The spokesperson said the HHSA informed the district of the mistake and the website has since been corrected.Meanwhile, at least 27 schools in San Diego County have already been given the green light to begin in-person learning, with dozens of other schools still waiting for approval.Those schools that have been approved have several things in common, including the ability to maximize outdoor space.The Rancho Santa Fe School District is on the list of those that can bring students back to campus, and Superintendent Donna Tripi said preparing for this was not an easy task."We had to work on the class groupings, we had to do training for staff, training for parents, we had to write up all the protocols and really think out every move that everyone makes on campus,” Tripi said.San Diego County was removed for California's virus monitoring list on Aug. 18, beginning the 14-day countdown the county needs to stay off the list in order to reopen K-12 schools in-person.On-campus classes could resume as soon as Sept. 1, depending on the school district. 2188
