SAN DIEGO (CNS) - All administrative offices in San Diego will be closed Thursday for the Thanksgiving Day holiday, while public transportation around the county will largely run on limited Sunday schedules.The City of San Diego's Development Services Department will provide limited services on Friday.Curbside trash, recyclables and yard waste will not be collected Thursday for customers served by the city's Environmental Services Department. Thursday's normally scheduled collection will occur on Friday, and Friday's collection will occur on Saturday. Residents in other cities should check with their waste hauler for holiday service schedules.The Miramar Landfill will be closed Thursday.Torrey Pines, Mission Bay and Balboa Park golf courses will be open until 3 p.m. Holiday rates will apply. SAN DIEGO (CNS) - Officers found a man fatally wounded inside a vehicle in the Bay Terraces community of San Diego, a police lieutenant said Saturday.Officers discovered the vehicle off the road with no other vehicles around and it did not appear to have been involved in a traffic crash, San Diego Police Lt. Paul Conley said.Officers dispatched to the location a little before midnight in the 7000 block of Paradise Valley Road walked up to the vehicle and discovered a man behind the wheel suffering from a gunshot to the upper body, Conley said.Paramedics rushed the man to an area hospital, where he died from his injuries, he said.The San Diego Police Department's Homicide Unit asked anyone with information regarding the shooting to call them at 619-531-2293. 775

SAN DIEGO (CNS) - NASA astronaut and UC San Diego graduate Kate Rubins arrived aboard the International Space Station Wednesday, where she and two Russian cosmonauts will conduct research over the next six months.Rubins, Sergey Ryzhikov and Sergey Kud-Sverchkov launched from Kazakhstan in the Soyuz MS-17 spacecraft and arrived at the station's Rassvet module at 1:48 a.m. PST following a two-orbit, three-hour flight, according to NASA.The trio joined Expedition 63 Commander Chris Cassidy of NASA and Roscosmos cosmonauts Anatoly Ivanishin and Ivan Vagner, who have been aboard the complex since April. Ryzhikov will become the commander when Expedition 64 begins Oct. 21 and Cassidy, Vagner and Ivanishin will depart for Earth.The spaceflight marks the second for Rubins and Ryzhikov and the first for Kud-Sverchkov, who will live and work aboard the outpost for six months, conducting research in technology development, Earth science, biology, human research and more. Gavin Newsom reversed a parole board's decision to release a 59-year-old man who was a teenage gang member when he killed a San Diego police officer in 1978, the San Diego County District Attorney's Office announced Tuesday.Jesus Cecena was convicted of killing Officer Archie Buggs, 30, who was shot four times after he stopped a car driven by Cecena in the Skyline neighborhood.Cecena, then 17, fired five times at Buggs, then paused, walked toward the fallen officer and fired a final bullet into his head at point-blank range.Cecena, who is serving a life sentence, was granted parole in June, a decision that was heavily criticized by the San Diego County District Attorney's Office.Newsom reversed the parole board's decision on Monday, marking the second time he has reversed a parole grant for Cecena. Former Gov. Jerry Brown also reversed parole grants for Cecena in 2014, 2016 and 2017.Newsom cited Cecena's gang motivations as a major factor in his decision."Mr. Cecena still is unwilling to acknowledge the underlying or causative factors that are in evidence, specifically that he belonged to a gang where killing a peace officer was seen as an ultimate goal, that a more senior and respected gang member handed him a firearm so he could kill Officer Buggs, and that killing Officer Buggs was a way for Mr. Cecena to gain more respect and power within his gang," Newsom wrote. SAN DIEGO (CNS) - An ex-con who opened fire in the Gaslamp District two years ago, wounding an off-duty sheriff's deputy and a bystander, was sentenced Wednesday to 71 years to life in state prison.Ray Pitoau, 39, was convicted last month of two counts of assault with a firearm for the Aug. 7, 2017, shooting that injured Deputy Jason Philpot, who was walking through downtown with his two brothers following a Metallica concert at Petco Park. Also injured was bystander Vladimir Shvets, a passerby in San Diego for a convention.Pitoau was also convicted of a lesser charge of assault on the deputy's younger sibling, Joshua.Prosecutors said Philpot and his group walked past Pitoau, who got into an argument with the deputy's sibling on Island Avenue near Sixth Avenue just after 1 a.m.RELATED: Man convicted of assault with gun in Gaslamp shooting that wounded deputyPitoau testified that he pulled out a gun in self-defense because a group of men, including Jason Philpot, were advancing on him. He testified that he and the deputy both grabbed onto the gun, leading it to fire as they grappled over the weapon.Jason Philpot testified that he tried to wrap his arms around Pitoau and get the gun away, but the defendant was able to pull the trigger, wounding the deputy in the chest and right arm.
