OTAY MESA, Calif. (KGTV) — Six correctional officers and two inmates at Richard J. Donovan Correctional Facility were hospitalized Sunday after officials said a group of prisoners attacked the officers in a recreation yard.The incident was reported at the prison just before 4 p.m., according to the California Department of Correction and Rehabilitation. About 20 inmates were in the facility's recreation yard when some began to attack the officers.The six officers suffered stab wounds, lacerations, and possible broken bones and were taken to a nearby hospital. Their conditions were not immediately known.Two inmates were also taken to outside hospitals for treatment. Other inmates involved were taken to the prison's medical facility for treatment.Officials are not sure how many inmates were involved in the attack, but say that they ignored commands to stop, forcing less-lethal measures to be used. A warning shot was fired and additional officers responded to the yard.Several weapons were reportedly recovered at the scene.The four suspects were identified as Joe Mendez, 39, Luis Delgado, 24, Michael Figueroa, 20, and William Barba, 41. Those involved could also face charges of attempted murder of a peace officer.Nearly one year ago, five inmates were injured in a riot involving about 80 inmates at the prison. Prior to that, three inmates suffered stab wounds in a seven-on-one fight in the facility in April 2019. In February 2019, a fight between 50 inmates left at least 10 prisoners injured.According to the prison's reports online, 204 use of force incidents were reported in 2019. In its quarterly reports through March 2020, the last posted report, the prison had not reported any use of force incidents.Donovan State Prison houses about 3,624 minimum-, medium-, and maximum-security inmates. 1825

Police and other law enforcement are constantly trying to stay ahead of criminals, but sometimes technology can get in the way.Apple made headlines a couple years back, when the company refused to unlock a phone when asked by law enforcement.Then came Grayshift, a company that specializes in cracking iPhones.  "Apple's fighting these guys pretty hard,” says digital security expert Steve Beaty. “Has been a bit of a chess game right."Beaty is a digital security expert professor with Metropolitan State University of Denver."It appears that people aren't now able to break into the iPhone with the most recent release of version 12 of iOS," Beaty explains.While Apple isn't saying much about what they've done, law enforcement around the country will have to scramble to find new ways to get into these devices.Beaty seems to think it's related to a small change in access by adding a USB restrict mode--that disables devices after a certain amount of time if it’s plugged into your phone."They can plug into iPhones, that historically in general, have what we call brute force them," Beaty explains.Brute forcing allows Grayshift to continue putting in passcodes until they find the right one. But because these external devices deactivate after about an hour, their process is interrupted. That's the main belief in how Apple is thwarting these devices.If you're worried about security, it's simple to activate USB restrict mode on your phone. There may be some other problems though you could run into charging issue."So, for the time being, I don't see it being more than a chess game that they are going to be advances made on either side,” says Beaty. “And I don't think there's going to be a definitive, if you will, checkmate in the foreseeable future." 1776

Pawn shops offer a way for people to get fast cash for loaned items, or for them to shop for items at a discount.When the pandemic hit, pawn shops were deemed essential and stayed open, but the reasons people came in were different than what was expected.“This is how we test diamonds, it’s a diamond tester” Michael Mack, owner of Max Pawn, said while explaining how pawn shops figure out the worth of a ring. “And then we weigh.”This is part of the process at a pawn shop, customers bring an item in and an employee assesses it. They make an offer based on value. If you say yes, you walk out the door with cash. You either keep the money and the shop eventually puts your stuff up for sale, or you bring the money back and reclaim your items.Like all industries, COVID-19 has caused some change.“Business is difficult,” Mack said. “All of these businesses are not able to do business the way they used to, and pawn shops are no different.”However, pawn shops were deemed essential. “We’re a financial institution. We remained open this entire time,” said Andy Zimmerman, CFO at Gold & Silver Pawn Shop.There to provide loans for people in need of fast cash, sometimes to those who don’t have access to a bank.“Unbanked and underbanked, they typically refer to a consumer that finds your typical bank branch not really meet their needs,” said Jonathan Polter, CEO of the app PawnGuru. The app connects customers with pawn shops, without having to go into a store first.“Traditional banks make money off a variety of transactions and because of the financial situation of the unbanked and underbanked consumer, they’re typically not credit-worthy of many of those other products,” Polter said. This was important during the last recession.“When 2008 hit, pawn shops became more prevalent because banks were giving less money to everyone. Before, pawn shops catered to a lower class middle class,” Mack explained. “We had people come in and get a loan on a Ferrari to pay their private school bill.”That’s what shop owners said they expected when the economy took a hit in March.“The anticipation was that the loan balances or the pawns would increase but, in fact, it’s worked the other way, with the federal stimulus, it seems that a lot of the customers typical of a pawn shop have in essence received a raise,” Zimmerman said. Zimmerman works at the Gold & Silver Pawn Shop in Las Vegas, a popular shop and tourist destination.“The outflow of goods versus the inflow of goods has been a surprise to everyone in the industry,” he said.Pawn shops can’t even keep certain items in stock, such as electronics, guns, and jewelry.“We were just selling through thousands of ounces of silver,” Zimmerman said. “The stimulus really had an impact on people’s behavior.”“Also bicycles, everyone wanted to ride a bicycle, so bikes are gone,” Mack said. This left many shops with low inventory, and lots of cash.“Right now, I don’t know that the industry has ever seen this before,” Polter explained. “Their industry is dried up and at the same time, they haven’t really had the time to replenish it.”“Pawn shops are not built to sit on cash,” Polter said. “They’re built to put cash into consumers pockets and that’s how they make money.”Mack’s shop is working with customers like many pawn shops are, offering curbside pickup or lowering loan interest rates for a while. “The asset is the customer,” he said.But without more loans coming in and a low inventory of items, pawn shop owners said there could be trouble further down the line.“We've been affected and if you drive to any other pawn shops there's nothing in their stores at all. So for that to come back we need a normal economy to really get loans and sell things,” Mack said. 3747

Police in Bismarck, North Dakota, want to put AR-15 rifles in some schools so school resource officers can respond more quickly in the event of an active shooter.Police asked for almost ,000 in their 2019 budget request to buy the rifles, heavy body armor and bleeding control kits for the city's nine high schools and middle schools, Bismarck Police Chief Dave Draovitch told CNN.The money will also be used to buy a safe at each school to keep the equipment away from students, teachers and staff."The SROs (school resource officers) will be the only ones who have access to this equipment," he said.The cost would be split with the school system."Hopefully we never find ourselves in a situation of an active shooter. But if we do, we really want to make sure that our SRO's are equipped with the tools that they need to do their job effectively," Bismarck Public Schools safety coordinator Becky LaBella told CNN affiliate KFYR.Draovitch said Bismarck school resource officers are police officers and are trained to respond immediately to stop an active shooting."Whatever they have to do to stop that threat, that's what we expect our officers to do," Draovitch said.They keep AR-15s and the other emergency equipment in their vehicles, but that's not as useful if there's an active shooting situation inside the building."If something happens they're not going to have time to go running out to their cars," Draovitch said. "All we're trying to do is make it more accessible so they can get to it more quickly."AR-15s are lightweight, rapid-fire rifles. Besides being used by law enforcement, the guns have been used in some of the most notorious and deadly mass killings in recent history.Draovitch says having the bleeding control kit -- which has tourniquets, gauze and other supplies for treating gunshot wounds -- could be the most important part of the plan."If, God forbid, something does happen, getting aid quickly is going to be key," he said.He said city officials began discussing the plan after the February 14 shooting at Marjory Stoneman Douglas High School in Parkland, Florida, that killed 17 students and faculty."After that happened, we really got to talking with our schools about what can we do better, what can we do differently," Draovitch said.The city will vote on the budget next month and Draovitch expects it will pass. (CNS) - With the coronavirus pandemic still raging in Southern California, the 2021 Rose Parade was officially canceled Wednesday, but the fate of the Rose Bowl Game remains in limbo."The health and well-being of our parade participants and guests, as well as that of our volunteer members, professional staff and partners, is our number one priority," Bob Miller, president of the Pasadena Tournament of Roses Association said in a statement. "Obviously this is not what any of us wanted, and we held off on announcing until we were absolutely sure that safety restrictions would prevent us from continuing with planning for 132nd Rose Parade."It's only the fourth time since 1891 that the parade has been canceled, with the three previous cancellations occurring during the wartime years of 1942, 1943 and 1945.Although the New Year's Day tradition was technically still months away, planning for the elaborate floral floats that highlight the event -- and arranging for the often international travel of participating marching bands and equestrian groups -- is a nearly yearlong process, necessitating an early decision on whether to hold the event.
