SAN DIEGO (KGTV) — San Diego's Board of Supervisors voted 4-1 to send a letter to Gov. Gavin Newsom requesting more reopening guidance, after hitting pause on reopening businesses last week due to community outbreaks.With Supervisor Nathan Fletcher as the only dissenting vote, the board voted to send a letter requesting state guidance on reopening wedding receptions, hotel meetings and conferences, street fairs, playgrounds, and team competitions.They heard from dozens of people pleading with them to help save their industries. "Our industry is struggling to survive. There are people still wanting to celebrate these events which is leading to bootleg events," said one caller who works in the event industry.Another woman called in to share the challenges of trying to plan a wedding." I've had to push my wedding back twice this year and have lost thousands of dollars due to the uncertainty of when private events will be allowed," said Rachel Lee. Monday, the county reported 10 community outbreaks.The county's limit is seven in a week. Exceeding that limit allows the county health officer to modify the public health order. Given these facts, it is reckless and irresponsible to propose expedited re-opening of additional in-door close contact group gatherings without any restrictions on the number of attendees," Fletcher said. According to the the real estate tracker CoStar, San Diego's vacancy rate is about 4.5 percent. A healthy market is around 7 or 8 percent, but those numbers generally account for apartments, not single family homes and condos. Months ago, the San Diego Housing Commission directed staff to look into more accurate vacancy numbers, a first step that could lead to the proposal of a vacancy tax, similar to one enacted in Vancouver, British Columbia in 2017. "Housing prices were going up far faster than local incomes were. While some homeowners cried foul, the city pressed on, including audits on homes to confirm they were inhabited. So far, city leaders have called the results of the tax encouraging. SAN DIEGO (KGTV) — San Diego's Metropolitan Transit System (MTS) is introducing a pilot program aimed at reducing fines and plans to move to a zero-emission fleet by 2040.MTS' Board of Directors approved the pilot program recently that will give fare violators new options to pay citations and lower fines. Under the new policy starting in September:Passengers have 120 days to pay fines to MTS in-person at the Transit Store or by mail;Passengers who can't pay a fine can instead perform 3-4 hours of community service through the San Diego Food Bank, with more organizations potentially added later;Passengers can appeal a fare violation within 15 days of the citation;Only citations not paid within 120 days will proceed to criminal courts.The transportation agency says it also plans to convert 800 buses to zero-emissions, most of which will be electric, by 2040.Currently, MTS' zero-emissions pilot program includes eight electric buses, and infrastructure and hardware for 12 new charging stations. The pilot program started in October 2018 and costs about .4 million.MTS plans to purchase its last natural gas buses in 2028.The agency operates about 95 bus routes and three Trolley lines in San Diego County. 1227
