Chinese Premier Wen Jiabao presides over the second plenary meeting of the State Council, or the Cabinet, in Beijing, capital of China, Jan. 19, 2009. Chinese Premier Wen Jiabao on Monday called for more steps in the first quarter this year to reverse the trend of economic slowdown as soon as possible and realize a good start for the whole 2009 The draft would be sent to provincial governments and central departments for advice. The soliciting advice and revision part was a process to achieve concerted understanding and enhance confidence; a process to counter the global financial crisis and address the difficulties which arose from it; a process to solicit public opinion and make scientific decisions; and a process to improve policies and measures as well as enhance their implementation, Wen said. Chinese Premier Wen Jiabao presides over the second plenary meeting of the State Council, or the Cabinet, in Beijing, capital of China, Jan. 19, 2009Last year was an unusual year for the country, especially the second half of 2008 when the government unveiled a series of measures to counter the negative impacts of the global financial crisis. "These measures have been proved prompt, correct and effective," Wen said. "This year is the most difficult year for China's economic development so far this century," he said. Efforts should be made to enhance the implementation of the government's economic stimulus package and measures announced to boost the country's major industries, he said. The Chinese government has announced boosting measures for the steel and auto industries, and is planning measures for eight other major industries. Wen urged departments concerned to speed up work on the making of these boosting measures. He called for more efforts on agricultural production during the winter and the coming spring, and said favorable policies for farmers should be firmly implemented. He also called for efforts to promote stable and relatively fast industrial development. Enterprises should be encouraged to intensify internal management, reduce operating cost, expand markets and stabilize employment, he said, and small and medium-sized enterprises should be given more support. Work should be done to ensure service and commodity supply during the upcoming Spring Festival as well as boost consumption in both rural and urban regions, he said. The government should work to maintain stable growth in trade, Wen said, underlining the need to expand emerging markets and improve the quality of exported goods. Wen also stressed the need for work to ensure the country's financial stability and safety. The government should properly deal with changes brought about by the global financial crisis and maintain sound operation of the banking sector, he said. More attention should be given to implement the central government's policy to improve people's living standards and solve problems concerning people's interests, he said. He urged governments at all levels to attach great importance to boosting employment, help people who had difficulties in life, and ensure production safety and social stability.
BEIJING, Nov. 7 (Xinhua) -- The pursuit of harmony is a basic value and the fundamental spirit of Chinese culture, State Councilor Liu Yandong told representatives of the 2008 Beijing Forum on Friday. More than 300 scholars from more than 40 countries participated in the forum, with the theme "The Harmony of Civilization and Prosperity for All-The Universal Value and the Development Trend of Civilization." Liu congratulated the forum, saying its theme was highly significant. BEIJING, Oct. 17 (Xinhua) -- Chinese Premier Wen Jiabao expounded on "The Scientific Outlook on Development" for Bruce Alberts, editor-in-chief of the Science Magazine of the United States on Sept. 30. In the two-hour exclusive interview at the Zhongnanhai leadership compound, Wen said the first and foremost principle of the concept of scientific development is to put people first, to make every person attain full and harmonious development in an equal and free environment. He said the comprehensive development came to the second, which means the integration of economic development with social development, the integration of economic reform with political reform, the integration of an opening-up and inclusive approach with independent innovation, and the integration of advanced civilization with traditional Chinese culture. "Thirdly, we need to resolve the disparities, including rich-poor disparity, regional disparity and urban-rural disparity in our country's developmental process. " He added. Sustainable development is also an important part of the concept, which aims at meeting the challenges of population, resources, and environmental protection faced by the 1.3 billion Chinese people in the modernization process. He said. "We want to achieve sustainable development by adopting a resource-conserving and environment-friendly approach." He also emphasized that these four goals could not be achieved without science and technology or without innovations.

Addressing a recent military conference, Hu urged servicemen to strengthen their spiritual pillar and foster the core value of "Beloyal to the Party, love the people, serve the nation, be devoted to the mission, and worship credit." It urges the whole armed forces to seriously study and implement the important instruction of Hu, who is also China's president and general secretary of the Communist Party of China (CPC) Central Committee. The "core value for contemporary revolutionary soldiers" raised by Hu holds the key for ideological and political building of the Army, it says, adding that it is of "great realistic significance and far-reaching historic importance." The core value reflects the relations between Chinese servicemen and the Party, the people, the nation and the Army, as well as the most fundamental and the innermost value among Chinese servicemen, it says. The core value reflects an integration of the Chinese Army's good traditions, the demands of the development of the times, and the pursuit of value by Chinese soldiers and officers, according to the circular.
