WASHINGTON — Retiring U.S. Senator Lamar Alexander, R-Tennessee, gave his farewell address from the Senate floor Wednesday morning, urging for a "change of behavior."Alexander is retiring after more than 40 years in public service. During his farewell remarks, he called for bipartisanship among what has been a deeply divided Senate over the past decade."Divided government offers an opportunity to share the responsibility — or the blame — for hard decisions," Alexander said. "That's why our country needs a United States Senate, to thoughtfully, carefully and intentionally put country before partisanship and personal politics, to force broad agreements on controversial issues that become laws most of us have voted for and that a diverse country will accept."Alexander also offered a defense of the filibuster, the parliamentary rule that allows a minority party to block legislation. He says the rule forces the Senate to work together to solve problems as opposed to allowing one party to dominate the chamber.Some progressive Democrats have floated eliminating the filibuster in the hopes of passing more legislation.Alexander's career began in 1978 when he famously walked more than 1,000 miles across Tennessee to make his case to be governor. He served two terms as the state governor and later took the helm at the University of Tennessee. He also served as President George H.W. Bush's Secretary of Education.Alexander has served as a senator since 2002. WASHINGTON (AP) — Elizabeth Warren’s proposal to gradually move the country to a government-funded health care system has further inflamed the debate over “Medicare for All,” likely ensuring the issue will play a significant role in this week’s Democratic presidential debate.The Massachusetts senator announced Friday that her administration would immediately build on existing laws, including the Affordable Care Act, to expand access to health care while taking up to three years to fully implement Medicare for All. That attempt to thread the political needle has roiled her more moderate rivals, who say she’s waffling, while worrying some on the left, who see Warren’s commitment to a single-payer system wavering.The divide could complicate plans by Democrats to turn health care into a winning issue in 2020. The party successfully took back control of the House last year by championing programs that ensure that people with preexisting medical conditions keep their insurance coverage while arguing that Republicans want to weaken such provisions. But the Medicare for All debate is more delicate as advocates including Warren grapple with concerns that a new government-run system won’t provide the same quality of coverage as private insurance — and would be prohibitively expensive.“The Medicare for All proposal has turned out to be a real deal-breaker in who gets the Democratic nomination,” said Robert Blendon, a Harvard University School of Public Health professor whose teaching responsibilities include courses on political strategy in health policy and public opinion polling. “This is not just another issue.”Warren’s transition plan indicates she’d use her first 100 days as president to expand existing public health insurance options. VOLUSIA COUNTY, Fla. -- Michael Yager says he was outraged after learning his son, Jacob, bullied multiple classmates at New Smyrna Beach Middle School in Volusia County, Florida. "I figured I would teach him a lesson that would embarrass him and make him feel the way kids feel," he said.Wanting to teach his 13-year-old a lesson the frustrated father took an unorthodox approach. "I wrote the sign, I'm a bully. Honk if you hate bullies." Yager drove his son to nearby State Route 442 and parked him on a busy corner.His son had to hold the sign high."Embarrassed and kind of nervous," Jacob admitted.He says it did not take long for people to start honking.  Some even stopped to talk to father and son."I had Edgewater Police stop by, I had Volusia County Sheriffs. I had a good response from the neighborhood," Jacob's father said.But he acknowledged not everyone agrees with his parenting. "I had one woman come up and call me every name in the book. "How do you respond to parents who say putting your son out on the road is, in fact, bullying your own son?" he was asked."In my mind, I was doing the right thing, but I guess you cannot please everybody," Michael Yager said. A recent staggering statistic shows one out of every five students report being bullied. Jacob said he has learned a valuable lesson. "You never know what someone can be going through.
