America's oldest department store is officially closing.Lord and Taylor announced Thursday they would be shutting down their remaining 38 stores. The high-end retailer began as a Manhattan dry goods store in 1824. It was sold last year to the French rental clothing company Le Tote Inc.Lord and Taylor filed for bankruptcy on August 2.The company said the initial plan was to leave some stores open but decided it was a better financial decision to close all the stores.The liquidator for the company said customers could expect deep discounts on merchandise both in stores and online."This Going Out of Business event gives shoppers the opportunity to take advantage of exceptional savings on notable brands at rarely seen discounts," a spokesperson for the joint venture stated. "Customers will continue to experience the superior service and value they've come to expect from this iconic retailer."The company said going out of business sales at the remaining stores will begin Thursday. 998

An Idaho woman reported to the Nampa Police Department Tuesday night that her 6-year-old son had been given a small bag of marijuana while out trick-or-treating.She reported that she had been going through his candy bag and found the small plastic baggie that appeared to contain marijuana. She brought the baggie to the Nampa Police Department and turned it over to officers.   Nampa Police field tested the substance found in the candy bag and it indeed tested “presumptively positive” for marijuana, said Nampa Police Sgt. Tim Riha.“Officers obtained the route that (the child) took while out trick-or-treating. (The child) had been to several houses in that area, but it is unknown which house provided the marijuana to the trick-or-treater,” Riha explained.  The baggie that contained the marijuana will be sent to the lab for fingerprint testing, he added.The incident is still under investigation.  The Nampa Police Department reminds parents to inspect all candy and items obtained by their kids while out on Halloween.“If any candy looks like it has been tampered with or opened, it is best just to throw the item away. Be wary of allowing children to consume any homemade treats and fully inspect all other items,” Riha advised. 1276

An officer has been dismissed following the shooting of an unarmed Black man in Columbus, Ohio, on Tuesday.Columbus Police said that the man was 47 years old, and that the man was holding a cell phone at the time of his death, based on a review of one of the responding officer's body-worn camera footage. Police said the man walked toward the officer with a cell phone in his left hand while his right hand was not visible. Officers were called to the area for a report of a man sitting in an SUV, continually turning on and off the vehicle. Officials have not released the name of the person killed, as of Tuesday afternoon. WCMH-TV reported that the officer who fired the fatal shot was Adam Coy, an 18-year veteran of the Columbus Police. According to the Columbus Dispatch, Coy was involved in an excessive force complaint that resulted in the City of Columbus paying a ,000 payout. Coy was suspended for 160 hours for the 2012 incident, but kept his job. The shooting was the second time a citizen was killed by law enforcement within the city. Three weeks ago, Casey Goodson Jr. was shot and killed by Franklin County Sheriff Deputy Jason Meade. Authorities said that investigators recovered a weapon on the scene, but a family attorney told CNN that Goodson was holding a sandwich at the time of the shooting. No charges have been filed in that case, and investigation is still ongoing.“We are still raw from the killings of George Floyd, Breonna Taylor and less than 3 weeks ago, Casey Goodson Jr. Early this morning we learned of the killing of another African American at the hands of law enforcement,” Columbus Mayor Andrew Ginther said in a news conference on Tuesday.During the shooting death of Goodson, deputies were not wearing body-worn cameras. During Tuesday’s shooting, Ginther said that officers did not turn on their body-worn cameras until after the shooting occurred.Ginther said that the body-worn cameras worn by Columbus Police have a 60-second “lookback” feature that captured video of the shooting. The lookback feature does not capture the audio."The Division invested millions of dollars in these cameras for the express purpose of creating a video and audio record of these kinds of encounters. They provide transparency and accountability, and protect the public, as well as officers, when the facts are in question," Police Chief Thomas Quinlan said. WBNS reported that the cruiser’s dash camera was not activated as police were responding to a non-emergency call that did not require lights and sirens.“Our community is exhausted,” Ginther added. “While it is very early in the investigation, there is one fact that disturbs me greatly. The officer involved did not turn on their body-worn camera until after the shooting.”Ginther said that the officer’s badge and gun has been turned in, but would continue getting paid during the investigation due to contractual obligations.The family of the man killed on Tuesday will be shown the body-worn camera footage before it is released to the public. Arizona officials have certified Joe Biden’s narrow victory over President Donald Trump in the state.Democratic Secretary of State Katie Hobbs and Republican Gov. Doug Ducey defended the integrity of the election even as lawyers for Trump were across town Monday arguing, without evidence, to nine Republican lawmakers that the election was marred by fraud.Lawsuits and legal action taken by the Trump campaign did not go far in Arizona, in at least one instance, the lawyers dropped a case seeking a recount of Election Day ballots. At Monday's certification event, Ducey said, “We do elections well here in Arizona. The system is strong.”Biden won Arizona by 0.3% of the nearly 3.4 million ballots cast, a margin of just under 10,500 votes. He’s the second Democrat in 70 years to win the state. America's Paralyzed Veterans are urging disabled voters to make a plan for Election Day, and to read up on their rights before heading to the polls.Al Kovach has been there. As in, he tried to vote, and couldn't.“About 20 years ago, I went to cast a vote assuming the place would be wheelchair accessible and I was wrong and I was unable to vote, I was basically denied my right to vote,” Kovach said.Fast forward to today, and he says, we're still talking about polling and voting challenges for the disabled. Ever since that experience, he's opted for mail-in ballots. This year, he's urging everyone to plan ahead.“Unfortunately, there’s no ADA police going around and enforcing the law so when it comes to polling stations, if you go to a polling station and you can’t get in, your only recourse is to go to Department of Justice and file a complaint, but that doesn’t help you in that moment to cast your vote," said Kovach.As if it weren't complicated enough, he's reminding everyone to be mindful of the coronavirus. The disabled are medically fragile, he says, and more susceptible to serious implications from the coronavirus.“We are seeing a lot of people calling us with trouble with voting,” Kovach said. “I know in San Diego, we had someone who tried to vote last week and was unable to get inside the polling station and another gentleman in Chicago sat in line in his wheelchair for hours around people not socially distancing or wearing a mask.”The U.S. Government Accountability office sampled 178 polling places in 2016 and found that 60% had accessibility impediments, including steep ramps, lack of signage, and poor parking or paths. Federal law requires that polling places be accessible to all voters.“Election officials need to comply with not only the Help America Vote Act... but also the Americans with Disabilities Act, so it is important to make sure that all Americans are able to vote independently and privately,” said Ben Hovland, chairman of the U.S. Election Assistance Commission, which focuses on election administration and how elections are run around the country.Hovland says elections officials everywhere are scrambling. Most everyone is adapting to COVID-19 restrictions, which has forced significant changes at the local level. He too is asking people to plan.“Record numbers of Americans will be voting by mail this year and vote by mail has some challenges for Americans with disabilities,” Hovland said. “We’ve seen states implement portals that work with assistive technology and we’ve seen ballots that utilize hole punches near the signature lines of the absentee ballot envelope.”“A polling station might focus on wheelchair accessibility but forget the fact that there are people who can’t see or can’t hear and I want to make sure that people with disabilities know you can bring a friend with them to help them cast their vote. That is their right,” Kovach said.Kovach adds there's a checklist on the Paralyzed Veterans of America Website. He recommends people check out what's on that list, and understand what works or won't work for you.
