City of San Diego workers on the taxpayer dime were doubling the hours worked on their timecards and getting paid for it anyway. The revelation is part of a damaging new audit set to be released Friday. "Quite frankly, we're appalled," Johnnie Perkins, a city deputy chief operating officer, said in a press conference called Thursday. The audit found the a unit of 17 workers in a unit of public utilities department were working an average 3.6 hours per day, but putting eight hours on their timecards - and supervisors were approving them. The unit is charged with replacing faulty cement water meter covers and water meter boxes at homes and business across the city of San Diego. "We need to make sure that we're changing what our expectations are not just for those that are on the front line repairing our lids and boxes," Perkins said, "but for our midlevel and senior managers, what do we expect in terms of how they are going to be evaluated or held accountable for their performance, or in this case, lack thereof?"The investigation comes just months after City Auditor Eduardo Luna's department found that the public utilities department sent erroneously high water bills to nearly 3,000 San Diego families. Perkins said reforms are currently being installed. The announcement came one day after city public utilities director Vic Bianes announced his retirement, effective Thursday. Matt Vespi, an assistant director in the finance department, takes over on an interim basis.The city plans to have a permanent replacement by the end of the year. In a statement, Mayor Kevin Faulconer said the public utilities department needs to earn back the trust of its customers."The Mayor has called for sweeping reforms that include looking into every aspect of the department’s operations and changing how things are done to better serve the public," he said. In the case of the inflated timecards, Perkins declined to say how much was lost, what the workers earned, and exactly how long it was going on. He promised taxpayers that despite the troubles, the water supply is safe, and that the city would get to the bottom of it. "We own this," he said. CLEVELAND — On Friday, WEWS talked to Len Honacki, a Cleveland man who was waiting on his heart medication after a United States Postal Service delay.“I was a little worried how long I can go without before I call the doctor and say ‘Hey what’s going on and what do I need to do?'” he said.Tracking records show that his medicine had been to Cincinnati, Washington D.C., and Maryland.“The post office had a series of mishaps," he said.When Alicia Rauckhorst, the Northern Ohio marketing manager for USPS, learned of Honacki’s issue, she decided to take matters into her own hands.“Somewhere in there, inadvertently, it got sent to Maryland,” she said. “As soon as it got back, no matter where it was, I was going to let him know.”She called Honacki herself.“She called me just to apologize and she said ‘I will do whatever it takes to find your meds and I would get it to you,’” he said. “When someone says ‘I'll drive to Cincinnati 4 hours and pick it up and bring it 4 hours back.’ To me, I mean, come on, that’s above and beyond.”Luckily, Rauckhorst made sure his meds arrived in Cleveland Saturday night and Sunday morning she made a special delivery.“I went up there and picked up the package called it when I had it in hand and said ‘Hey, I’m on my way to your house to bring you this medicine.’”Honacki was shocked.“She comes to the front door and delivers the mail right to me. CINCINNATI — Linda Zgoda has been volunteering at Hamilton County polling places for more than 20 years. She said it's important to her."I feel like to have honest elections, you have to have good officials," Zgoda said. "I feel like it's a civic responsibility for people to work at the polls."She pays close attention to details."It was initially when we had the signature poll book that I became aware that my neighbor was still on the rolls," she said. "Then after it had been on for so long, I became curious about it."The curious thing, in this case, was the fact that her neighbor had been dead for 14 years."I'm concerned that by someone being on the rolls, someone could improperly vote in their name," Zgoda said.She contacted the Hamilton County Board of Elections and was told a family member needed to turn in her neighbor's death certificate to have that person removed."Since this has been brought to our attention, we did more research, and we've been able to obtain some more identifying information, and that person has now been canceled," Hamilton County Board of Elections director Sherry Poland said.Poland said the state and county usually do a more thorough job of removing deceased voters from the rolls, but this time was different."We did receive a deceased Ohioans report at that time (in 2004), and (it) included his name but didn't include his address," Poland said. "The report did have a date of birth, but we didn't have a date of birth on file."Poland said her office has about 790 Hamilton County voters who don't have their date of birth or identification on file because those people registered at a time when they didn't have to give that information.When asked if there might be more deceased voters on the rolls that the state might have missed, Poland said that she thought it was highly unlikely because more identifying information is required from voters now.She said that no one tried to vote under the name of Linda Zgoda's deceased neighbor in the time that it had incorrectly been listed on the rolls.The Hamilton County Board of Elections is working to get more identifying information from all voters in the county, she added. 2198
