West Jordan, UT (KSL) -- Police say two Salt Lake men took a teenage girl "partying" before taking turns raping her in the back seat of a car while she was passed out, all while a third man recorded it on a cellphone.Richard Djassera, 21, and Leclair Dodjim, 24, were arrested Tuesday by West Jordan police for investigation of aggravating kidnapping, rape, forcible sodomy, two counts of sexual exploitation of a minor, aggravated sexual assault and contributing to the delinquency of a minor.A 14-year-old girl met one of the men on Snapchat and struck up a conversation with him, said West Jordan Police Sgt. Joe Monson. That man originally represented himself as a 17-year-old, he said.On Sept. 8, the girl slept over at a friend's house and then sneaked out of the house to meet up with the man and two others, according to a Salt Lake County Jail report.The three men then drove the girl around, "partying, drinking," Monson said. The report says the men provided her with alcohol, then took her to a hookah bar and finally a house party.At some point, between 1 a.m. and 4:30 a.m., the girl — who was in and out of consciousness after drinking — was raped in the back seat of the men's car, Monson said.The report says two of the men assaulted her while the third recorded it."It appears (the girl) is passed out and/or unconscious throughout most of the video and clearly cannot give consent to anything that is happening to her," the report states."She woke up next morning, didn't remember much, was told by a friend that something had happened and called her parents," Monson said.The girl woke up in one of the men's homes and called a friend to come get her, he said.When the man who allegedly recorded the video was interviewed by detectives, he told them he saw what was happening and "thought it was funny so he recorded them having sex on his phone," the report states.As of Thursday, the investigation into the third man was continuing, according to police.The case is another reminder for parents to "be aware what your kids are doing on social media," Monson said. WASHINGTON (KGTV and AP) — Washington Democrats turned down a deal Monday that would have provided protections for Dreamer immigrants in return for billion in funding for President Trump's border wall.Lawmakers have yet to agree on a .3 trillion catchall spending bill, as well as a major rail project.The bill contains victories for both parties including a Pentagon budget increase requested by Republicans, and the domestic program, infrastructure and opiod crisis funding that Democrats want.Efforts to use the measure as a vehicle to extend protections for young immigrants under the Deferred Action for Childhood Arrival, or DACA, program appeared likely to fail, aides said. Trump killed the Obama-era program in September, but a court decision has essentially left it in place, for now. The White House had revived the idea in recent days — offering on Sunday a 30-month extension of DACA protections in exchange for billion for Trump's border wall — but Democrats demanded protections for a broader pool of immigrants than had signed up for DACA, a request denied by GOP negotiators.There's also a continuing battle over Trump's long-promised U.S.-Mexico border wall. While Trump traveled to Otay Mesa last week to inspect prototypes for the wall, what's pending now is .6 billion for earlier designs involving sections in Texas that double as levees and 14 miles (23 kilometers) of replacement fencing in San Diego.It appears Democrats may be willing to accept wall funding, but they are battling hard against Trump's demands for big increases for immigration agents and detention beds they fear would enable wide-scale roundups of immigrants illegally living in the U.S.Aides believe any measure would be unveiled Tuesday for a House vote Thursday. WASHINGTON, D.C. – Polls are beginning to close in parts of the U.S. and some Election Day results are coming in.The first states to close at least a portion of their polls are Indiana and Kentucky, at 6 p.m. ET. Those races won’t tell us much, because they’re largely Republican strongholds.Some of the first key states to close their polls are Georgia and Florida at 7 p.m. ET. Not all counties in the Sunshine State will close then, but a good chunk will start reporting around that time. Georgia is a swing state this year, so keep your eyes on the suburbs of Atlanta.At 7:30 p.m. ET, North Carolina and Ohio will close their polls. Ohio is expected to report results right away and a projection in the state is possible on election night. As for North Carolina, the state has ordered some polling locations to stay open longer than 7:30, so don’t expect results from there until after 8 p.m. at least.At 8 p.m. ET, polls will close in Texas, Michigan and Pennsylvania. Although, it’s very unlikely, we will know the results from the last two. State laws prohibit early processing of ballots.At 9 p.m. ET, Arizona, Minnesota, Wisconsin and Nebraska will close polls. Remember, former Vice President Joe Biden could win an electoral college vote in Nebraska, because the state hands out votes based on individual congressional district results.As far as key counties, keep an eye on Cuyahoga County, where Cleveland is. In 2016, 49,000 fewer votes were cast for Hillary Clinton than for Barack Obama in 2012. If turnout is high there, Ohio could be competitive tonight. It’s the same story in Wayne County, Michigan, where Detroit is, where there were over 76,000 fewer votes in 2016. If that county breaks voting records, it could be a good night for Democrats. It’s a similar story tonight in Milwaukee County.Again, the key tonight will be patience. Some states will take a while to count votes this election night. Election officials from coast to coast are telling their workers not to worry about being fast, but to worry about being right.The Senate racesAs the first presidential results gradually come in, don’t forget to keep an eye on the U.S. Senate results as well. After all, whoever wins the presidency will need Congress to help pass their agenda.As a reminder, currently there are 53 Republican senators and 47 Democratic senators. There is a total of 35 Senate races this year. WASHINGTON (AP) -- U.S. Navy leaders are recommending a sweeping list of changes in sailor training, crew requirements and safety procedures to address systemic problems across the Pacific fleet that led to two deadly ship collisions earlier this year that killed 17 sailors, according to a copy of the report obtained by The Associated Press.A critical report scheduled to be released Thursday calls for about 60 recommended improvements that range from improved training on seamanship, navigation and the use of ship equipment to more basic changes to increase sleep and stress management for sailors.Another Navy report released Wednesday concluded that three collisions and a ship grounding this year were all avoidable, and resulted from widespread failures by the crews and commanders who didn't quickly recognize and respond to unfolding emergencies. Navy leaders publicly acknowledged those failings in a congressional hearing last month.RELATED: San Diego sailors killed in ship collisionThe USS John S. McCain and an oil tanker collided near Singapore in August, leaving 10 U.S. sailors dead. And seven sailors died in June when the USS Fitzgerald and a container ship collided off Japan. The USS Lake Champlain collided with a Korean fishing vessel in May and the USS Antietam struck bottom near a shoal in Tokyo Bay.As a result of the two deadly accidents, eight top Navy officers, including the 7th Fleet commander, were fired from their jobs, and a number of other sailors received reprimands or other punishment that was not publicly released."We are a Navy that learns from mistakes and the Navy is firmly committed to doing everything possible to prevent an accident like this from happening again," Adm. John Richardson, the chief of naval operations, said in a statement Wednesday. Philip Davidson, head of the Navy's Fleet Forces Command. In a report spanning about 170 pages, Davidson notes that many of the lessons learned can be applied across the Navy. And he recommends the appointment of a senior Navy officer to oversee the implementation of the recommended changes across the fleet, both in the Pacific and -- where needed -- around the world.Proposed changes focused on five main areas: fundamental skills, teamwork, operational safety, assessment procedures and culture. Specifically, the recommendations include beefing up qualification standards for sailors who stand watch -- a key point of failure in the two deadly collisions. Others call for improved navigational skills and certifications for sailors, including better, more sophisticated training on radar, piloting, communications and other high-tech equipment.The report acknowledges the fast-paced operations in the Pacific region, where the Navy is faced with an aggressive China and a growing threat from North Korea's pursuit of nuclear weapons. And it notes that ongoing budget constraints make it difficult to meet the requirements in the very busy Pacific region."The ability to supply forces to the full demand is - and will remain - limited," the report said, adding that funding shortfalls for readiness across the Navy, "did have an impact in putting more pressure to meet increasing demand for Japan-based assets" without additional support from ships based in the United States.Faced with the increasing demands, there was less time for crew members to do needed training or certifications, the report said.The report also noted that despite the growing pressure and pace of operations, there was a "can-do" culture that persisted, and commanders failed to listen to their teams and were unable or unwilling to say no despite the risks."Can-do should never mean must-do so we must continue to encourage our commanders to accept the risks when the benefit to be gained is worth the potential risk of failure," the report said.A number of the recommendations points to fatigue and how the lack of sleep can lead to problems, particularly as sailors stand watch."Sailors need to know when they must succumb to their own fatigue, be proactive about their fatigue management plan, and reach out to leadership," the report said. It also suggested that a mentorship program be set up, assigning experienced commanding officers to help sailors develop leadership skills and focus on seamanship, navigation, team building and operational safety.Davidson's report was submitted to Richardson, and Navy officials said a number of the recommendations are already being addressed. 4693
