BALTIMORE - A woman and man are dead and at least seven other people are seriously hurt after a gas explosion caused three homes to collapse Monday morning in Northwest Baltimore.As rescue crews and K-9's continued combing through the rubble overnight, a man's body was discovered just before 1 a.m. Tuesday. He is the second reported death related to the incident.A family member on Tuesday afternoon confirmed to WMAR-2 News, that the man found was 20-year-old Morgan State student Joseph Graham.Authorities haven't officially released the names of any of the victims.The explosion happened just before 10 a.m. near the Plaza in the area of Labyrinth and Reisterstown Roads, prompting a three-alarm response from 200 rescue crews from multiple cities and surrounding county agencies.About 200 people were impacted, including 30 who needed temporary housing.The American Red Cross is helping them with food, shelter, transportation, and medical services, while the city works to make sure the homes still standing are structurally sound.PHOTO GALLERY: DEADLY EXPLOSION TURNS NW BALTIMORE HOMES INTO RUBBLEBGE was able to turn gas off in the area by 9 p.m. Monday.Meanwhile, some electric lines were damaged causing power outages, but they've since been repaired with all power having been restored in the neighborhood.Investigators are looking into whether any customer-owned home utility appliances potentially contributed to the explosion.So far BGE says they've been unable to find any leaks or problems with gas mains and meters in the area.Prior to the explosion, BGE said they received no reports of gas odors or leaks at any of the homes in the last five years.The area’s gas infrastructure was installed in the early 1960s and was last inspected in July of 2019.Maryland's Vital Records building was forced to close for the rest of the day, following the explosion.WMAR-2 News spoke with two witnesses who explained what they heard and saw, and how they rushed to help. "I want to thank not only our Baltimore City first responders but also Baltimore County for their support during this tragedy. My heart and prayers are with the victims, their families, and the residents of this community. ATLANTA (AP) — Georgia’s governor, who has opposed local mask mandates and even sued over one in Atlanta, has signed a new executive order that allows local governments to enact mask requirements to help fight the coronavirus pandemic.As with previous orders, the one issued by Gov. Brian Kemp on Saturday says residents and visitors of the state are “strongly encouraged” to wear face coverings when they are outside of their homes, except when eating, drinking or exercising outside.But unlike previous orders, this one allows local governments in counties that have reached a “threshold requirement” to require the wearing of masks on government-owned property.A county meets that threshold if it has had 100 or more confirmed cases of COVID-19 per 100,000 people over the past two weeks. Very few of the state’s counties are below that threshold.The order says mask mandates can’t lead to fines, fees or penalties against private businesses or organizations. For individuals, the order says penalties cannot include a fine more than or prison time.The order also extends shelter-in-place requirements for people who are considered to be at a higher risk of severe illness from the coronavirus.It also bans gatherings larger than 50 people if individuals are closer than 6 feet apart. 1299

AUSTIN, Texas. (KGTV) -- A series of explosions in Austin has terrified residents as hundreds of local and federal officials try and determine who is behind the incidents. The first explosion was set off on March 2 and killed 39-year-old Anthony Stephan House. Numerous other people have been killed or injured by the series of bombings including 17-year-old Draylen Mason, who was killed after a package bomb went off inside his home on March 12. Mason's mother was also injured in the explosion. A 75-year-old woman, 22-year-old man and a 23-year-old man were also all injured in the serial bombings. The six bombings left police in Austin warning residents to not take any chances, saying if it looks suspicious, don't approach it. The timeline below shows all six of the bombings federal officials believe are tied together:  887

  

AUBURN HILLS, Mich. — Faculty and staff at Oakland University in Rochester, Michigan are being trained to fight active shooters in a unique way – by using hockey pucks. University police are conducting the training sessions, which were organized by the OU Union and the American Association of University Professors, to improve classroom safety for all. The use of hockey pucks allows those vulnerable to an active shooter attack to fight back with something heavy that will also cause a distraction, according to OU Police Chief Mark Gordon. "Hockey pucks provide the ability to be carried in briefcases or backpacks, are not considered a weapon and will meet the goal of distracting the shooter,” Gordon said. The OU Union has distributed hockey pucks to 800 of its members and will distribute an additional 1,700 pucks to students. "Part of the strategy for fighting is you need to create a distraction to give yourself time as a group in a classroom to rush the gunman so you can get your hands on the gun and take it away from the shooter," Gordon said.Although police and organizers find the pucks to be a good solution to the threat of a mass shooting, some students on campus disagree."I found it, at first, absurd," said Adam Kalajian, a third-year student at OU. "What good will it do? I mean, there’s an armed person coming in, why would you chuck a puck at them? What’s it going to do? Nothing." Jacob Gora, a fifth-year senior, echoed the same sentiment. "If I was to give you a puck and I had a gun, would I be able to take you out easily?" Gora asked. "I mean, a puck isn’t going to distract me or stop me from shooting someone."According to a release, the pucks also serve a second purpose.
