The first lady says the renovation will make the garden more accessible to people with disabilities, and make improvements for audiovisual and broadcasting needs. It will also provide improve drainage and conditions for the plants and flowers. WASHINGTON (AP) — A federal judge has ruled that former national security adviser John Bolton can move forward in publishing his tell-all book.The Trump administration had tried to block the release because of concerns that classified information could be exposed.The decision from U.S. District Judge Royce Lamberth is a victory for Bolton in a court case that involved core First Amendment and national security concerns.The ruling means a broader election-year readership and distribution for a memoir that paints an unflattering portrait of President Donald Trump’s foreign policy decision-making during the turbulent year-and-a-half that Bolton spent in the White House.Bolton wrote in his book, “The Room Where It Happened,” that Trump pleaded with China’s president during a 2019 summit to help his reelection prospects by purchasing more American farm products.Bolton writes that he is “hard-pressed to identify any significant Trump decision during my tenure that wasn’t driven by re-election calculations.” And he says Trump “remained stunningly uninformed on how to run the White House, let alone the huge federal government.”Bolton also alleges Trump told China's leader he was right to build detention camps to house hundreds of thousands of ethnic minorities. (KGTV) - Kellen Winslow Jr. affirmed his innocence to 10News Thursday as he appeared in court to face a third charge of rape.The son of a Chargers legend, Winslow pleaded not guilty to the alleged rape a 17-year old girl in 2003.  10News was able to capture a few words with Winslow as he walked to his car in the parking lot outside court. When reporter Jim Patton asked about the new rape charge, Winslow responded it would all come out in court. Then asked if he was innocent of the other allegations of raping two women in Encinitas, Winslow said, "I'm advised by my lawyer to not speak on much. But yes, I am innocent." The new charge involves a woman who was 17 years old at the time. Winslow was 19. She claims he raped her while she was unconscious. Winslow Jr.'s attorney has previously said their relationship was consensual.  Thursday, the defense repeated a request for the woman's psychological history.Thursday's court hearing lasted no more than 15 minutes as attorneys debated whether this new case should be tried along with the other two rape allegations. Winslow Jr.'s attorneys argued the new charge could prejudice the other two.The judge allowed the cases to remain joined for now for efficiency but said the trial judge would make the ultimate decision.  Winslow is currently free on a million bond, while required to wear a GPS monitoring bracelet. His trial date was set for March 19th, 2019. 1507

WASHINGTON — The Justice Department is quietly amending its execution protocols, no longer requiring federal death sentences to be carried out by lethal injection and clearing the way for other methods like firing squads and poison gas. The amended rule, published Friday in the Federal Register, allows the U.S. government to conduct executions by lethal injection or use “any other manner prescribed by the law of the state in which the sentence was imposed.” A number of states allow other methods of execution. The amendment to the "manner of Federal Executions" rule gives federal prosecutors a wider variety of options for execution to avoid delays if the state in which the inmate was sentenced doesn't provide other alternatives. The change also suggests that if the state where the crime occurred does not permit death sentences, a judge can designate another state with those laws and utilize their facilities to carry out the execution, according to CNN.The rule change will take effect in about a month. It remains unclear whether the Justice Department will seek to use any methods other than lethal injection for upcoming executions.On Monday, South Carolina prison officials said they have to delay an execution scheduled for Friday because they won't be able to obtain the lethal injection drugs needed. The South Carolina Supreme Court scheduled Richard Bernard Moore's execution for Friday after he exhausted his federal appeals. Moore has spent nearly two decades on death row for his conviction in the 1999 fatal shooting of a convenience store clerk in Spartanburg County. The South Carolina Department of Corrections said in a letter to the state Supreme Court last week that it won't be able to find drugs by Friday. They have not been able to secure the drugs since their last stock expired in 2013. The Associated Press obtained a copy of the letter.There are 28 states that allow federal and state executions, lethal injection is the primary manner of execution.
