PERRY HALL, Md. - Baltimore County Police say they have four teenage suspects in custody that are suspected to be involved in the death of an officer. At least one of the suspects is facing murder charges. On Monday around 2 p.m. ET, officer Amy Caprio was killed in the line of duty while investigating suspicious activity in Perry Hall. She was almost a four-year veteran of the force. Tuesday morning, police announced that a 16-year-old Dawnta Anthony Harris was arrested shortly after the death of that officer. Police were called to the scene after a woman said a black Jeep Wrangler was near her home, and three suspicious subjects were walking around. The woman stayed on the phone with a dispatcher and said that the three people had broken in and that an officer was on the ground after confronting the driver of the Jeep. Another witness says they saw the Wrangler drive over Caprio, and then drive away, according to the charging documents.Shortly after, another person called 911 saying that she found the Jeep Wrangler was abandoned nearby. A description of the driver was sent out over the police radio and officers were able to find the driver who was later identified as Harris. Charging documents continue to say that Harris admitted that he was waiting in the driver's seat of the Jeep Wrangler while his other associates were burglarizing the house. He then said he tried to drive away in the Wrangler when he saw Caprio arrive in the area. He tried to flee, but Caprio followed him to a cul-de-sac.Caprio demanded he exit the car. He opened the door slightly, shut it, and then drove toward her. He then admitted leaving the Wrangler where it was later found nearby, according to the documents. Harris has been charged with first-degree murder. A spokesperson with police did say the teenager will be charged as an adult.Baltimore County Police say Harris' associates are in custody and they are all teenage boys. Detectives have verified that the group were involved in burglaries in the area. Officers will be canvassing for property stolen during the burglaries on Tuesday.  2176

POINT LOMA, Calif. (KGTV) — Some residents in Point Loma are frustrated that they are being forced to remove their family-owned docks off Shelter Island. The mandate is part of the Port of San Diego's new Port Master Plan. Cameron Driscoll Lilley says her family's dock near Scott St and Bessemer Street is more than just an heirloom, it's significant piece of history in the community."This dock was put in by my great grandfather in 1943, and it was completed in 1944," Lilley said. Since then, her family has shared their dock with the public from sunrise to sunset. The deepest end portion of the pier is locked for safety reasons. She said this is an expensive endeavor but well worth the smiles it provides to visitors. "The insurance, maintenance, the upkeep, and the liability that we are exposed to. But it's worth it because it provides an opportunity for people in this community and beyond to interact with the waterfront in a way that they wouldn't get to do," Lilley said. Lilley said there are people from all over San Diego who enjoy walking on their dock to watch the fish and stingrays swim under their feet. But the Port of San Diego says their dock is not technically docked on their residential land, and because of that, it must come down. "They want to tear out a piece of our historical landscape," Lilley said. According to the California Coastal Commission rules, it cannot allow residential uses on land the agency governs. Lilley's only other choice is to make the dock available for the public 24/7. But she sees that as a safety hazard."The most tragic thing would be if somebody was out on the end and fell and or drowned or got hurt in a boating accident off of the pier," Lilley said.The Master Plan has no mention of hiring lifeguards if it becomes public."I think they are driving an agenda of tourism and revenue and of course San Diego needs that. But I am disappointed that the Port Master Plan hasn't prioritized the residents of this neighborhood," Lilley said. The Port of San Diego is welcoming all comments at their next Community Discussion. Papa John's tanked Tuesday after a report that a plan to sell the company has fallen apart.The Wall Street Journal reported that the asset manager Trian Management Funds is no longer interested in bidding for the company. According to the Journal, others are still considering taking a stake in the company, but not a total purchase.Papa John's (PZZA) stock was down 10% at market close Tuesday.Papa John's declined to comment for this story. Trian did not immediately respond to a request for comment from CNN Business.Rumors have been swirling for weeks about potential buyers for the company. Each report has caused shares of the company to spike. The Journal reported Trian's interest last month.Without a buyer, the struggling pizza company will have to find a way to convince investors that it can solve its problems on its own, and beat out competitors Domino's and Pizza Hut. That's a tall order.The company has been working hard to distance itself from controversial founder John Schnatter, who resigned his role as chairman in July after news broke that he had used the N-word on a conference call.Papa John's said earlier this month that same-store sales in North America fell by 9.8% during the most recent quarter. Total revenue dropped 15.7% from a year earlier to about 4 million.Schnatter also stepped down as CEO at the end of last year after he caused a controversy by blaming the NFL for poor pizza sales. Schnatter said sales were hurt by the way the league handled players' kneeling during the National Anthem in protest of racial injustice.Since then, Papa John's hasn't been able to regain its momentum, and sales have continued to slip.Other pizza sellers have struggled this quarter. Pizza Hut's sales were flat, and though Domino's (DPZ) reported domestic and international same-store growth, the company missed analyst expectations.But Pizza Hut and Domino's are better equipped to win the pizza wars.
