DUSHANBE, Nov. 25 (Xinhua) -- China and Tajikistan will enhance high-level contacts, expand exchanges and cooperation in various fields to fully develop their relations of good-neighborliness, friendship and cooperation, said a joint communique signed on Thursday by the two countries.Chinese Premier Wen Jiabao signed the communique with his Tajik counterpart Akil Akilov in his two-day visit to the Central Asian nation. ADDIS ABABA, Dec. 24 (Xinhua) -- The Commissioner for Peace and Security of the African Union (AU) Ramtane Lamamra, and the Ambassador of the People's Republic of China in Ethiopia Gu Xiaojie on Friday signed an agreement on the provision of aid to the AU Mission in Somalia (AMISOM).The grant amounting to 30 million RMB, (over 4 million U.S. dollars), will be used to supply equipment and materials for AMISOM. The signing of this agreement comes in the wake of the adoption by the United Nations Security Council, on Dec. 22, of resolution 1964(2010), in which it, inter alia, requested the Secretary- General to continue to provide a logistical support package for AMISOM, for a maximum troop strength of 12,000, as called for by resolution 1863 (2009).In resolution 1964(2010), the Security Council also called on UN Member States and regional and international organizations to make direct bilateral donations in support of AMISOM.By generously providing aid to AMISOM, the People's Republic of China is responding to the call made by the United Nations Security Council and the earlier appeal by the AU Peace and Security Council (PSC) for AU partners to support the ongoing efforts in Somalia, AU said in a statement. Gu Xiaojie reiterated China's continued commitment to strengthen its cooperation with the AU in the area of peace and security and to support all endeavors in this regard. As an inland country, Laos wants to counter its disadvantages of being land-locked by improving its transportation systems, Lengsavad said at the ongoing seventh World Congress on High Speed Rail in Beijing.In April, Laos reached an agreement with China to establish a joint venture that will construct a railway linking China's southwestern Yunnan province and the Lao capital of Vientiane. The project will be launched in 2011, with an estimated construction time of four years, Lengsavad said.Thailand, another country in Southeast Asia, is also partnering with China to improve its rail network.In October, Thailand approved a negotiation framework for a project for Thailand-China cooperation on high-speed rail. BEIJING, Dec. 30 (Xinhua) -- China experienced the most frequent and severe weather during 2010, compared to weather in other years of the past decade, a weather official said here Thursday.Chen Zhenlin, a spokesman with the China Meteorological Administration (CMA), said the numbers of extremely high temperature days and extreme precipitation cases that China experienced in the year were rarely seen in history, as was the intensity and area effected by this weather.Extreme weather refers to rare weather phenomena that substantially differ from average conditions and which represent only five percent or less of total weather incidents.According to Chen, China experienced the longest hot spell this year since 1961, as the national average number of days of extremely hot weather climbed to 3.5 days more than the normal level, while the average extreme high temperature reached a historical high not seen since 1961 -- 2 degrees Celsius higher than normal conditions.Meanwhile, average daily precipitation at China's 97 meteorological stations was the highest ever, and the annual number of extreme precipitation cases was the largest since 1961, he said.Further, seven tropical cyclones made landfall in southern China this year.
