(KGTV) - A brush fire on base at Camp Pendleton was visible above North San Diego County Monday afternoon.Camp Pendleton officials reported the vegetation fire was located on range 409, at the northeast end of the base.The smoke was reported in the Fallbrook area near the base, according to North County Fire. SDG&E's Alert fire camera showed a large plume from the Red Mountain viewpoint."There is no threat to our district at this time," North County Fire tweeted. Camp Pendleton officials confirmed there was no danger to structures.Base officials said on Twitter later Monday night that the forward progress of the fire had been stopped. California regulators want to tax text messages to increase funds for programs that bring connectivity to underserved residents.A new surcharge proposed by the California Public Utilities Commission (CPUC) wouldn't be a per-text tax, but a monthly fee based a cellular bill that includes any fees for text-message services. Most carriers offer a flat fee option for texting, and already charge a similar fee for other services included in the bill — such as phone calls. The exact structure of the charge would vary from carrier to carrier.The commission will vote on the measure January 10, 2019, and is facing strong opposition from industry trade groups like the CTIA, which represents AT&T Mobility, Sprint, and T-Mobile. (AT&T is the parent company of CNN.)The 52-page proposal by CPUC Commissioner Carla J. Peterman lays out the details of the plan, and says the state's Public Purpose Program budget is going up while incoming fees to fill it are decreasing. Currently the surcharge rate is less than 7%.The proposed plan could be complicated by a new Federal Communication Commission ruling. On Wednesday, the FCC approved a new rule that classifies text messages as an "information service" like email. Proponent of the rule say it will give carriers the ability to crack down on spam messages, and critics say it could lead to carriers censoring messages.The CTIA argued in a legal filing submitted Wednesday that if texts are an information service, then the CPUC doesn't have authority over them and can't add on surcharges. It claims the proposal would go against federal law.The industry group also says the proposal would create inequity "between wireless carriers and other providers of messaging services," such as WhatsApp, iMessage and Skype."Subjecting wireless carriers' text messaging traffic to surcharges that cannot be applied to the lion's share of messaging traffic and messaging providers is illogical, anticompetitive, and harmful to consumers," the CTIA said in its filing.In light of the FCC ruling and other legal filings submitted to the CPUC, the group could change its draft proposal before the vote next month.According to the CPUC, the charges go to a number of different programs, including 911 services, subsidized phone service for low-income residents, and equipment for deaf and hard-of-hearing users. 2379

I would like to deeply apologize to the Chan family. I can only imagine the stress and pain they feel. I was taught to respect people of all race and I will take the time to reflect on my actions and work to better understand the inequality that so many of those around me face every day.”The video was published on Instagram earlier this week by a family member who attended the party. Cameras capture history. That’s what Marc Tasman loves about them. He teaches photojournalism at the University of Wisconsin-Milwaukee.“The history of photography is the history of social change that was brought about through the use of the camera,” said Tasman.In the United States, cameras have captured great historic moments, as well as moments of shame.“Think about the civil rights movement. You think about, you know what we were talking about before: Rodney King, Michael Brown, Eric Garner, most recently Jacob Blake,” said Tasman.Jacob Blake was shot seven times in the back by police in Kenosha, Wisconsin, in August. The shooting sparked protests in Kenosha and added Blake to a list of Black Americans who’ve suffered police violence caught on camera.The most infamous of 2020 was a Minneapolis police officer kneeling on the neck of George Floyd, who later died.“We’re living in a society where everybody has, has that camera and anybody can, not only take a picture, but it’s a device to transmit and share that,” Tasman said.Almost everyone has a cellphone with a high-powered camera that takes photos and videos. That impact has been felt everywhere, particularly on police officers and departments.“Capturing it on video has really brought these events into people’s homes,” said Paul Taylor, a professor at CU Denver.He focuses much of his research on bad outcomes between police and citizens, and solutions. He’s not sure cameras are the solution to police reform.“A lot of the police reform efforts have been focused on transparency, and body cameras have been a part of that, and accountability,”Taylor says while things like body cameras provide transparency and accountability they only show us outcomes.“These are surface level fixes that really don’t get at the systemic issues,” said Taylor.He suggests increasing police training time by a significant amount. In many places it only takes six months of training to become a cop.However while cameras may not stop cops from using deadly force, they allow the public to hold officers accountable. In the case of Floyd and Blake, if someone hadn’t been filming, the world may never have known what happened to them.If you ask Tasman, that shows how powerful cameras really can be.“The camera is a shield, but only if people, only if there’s some consequence.” 2341
