AURORA, Colo. – The Aurora City Council unanimously adopted a resolution Monday, calling for an independent investigation into Elijah McClain’s death.The resolution calls for a three-member independent investigation team that will have at least three consultants and will be led by Jonathan Smith of the Washington Lawyers Committee for Civil Rights and Urban Affairs in Washington, D.C.The team will include consultants who have expertise in independent investigations, law enforcement and public safety accountability, civil rights, use of force, police and EMT training and criminal justice.The city council’s Public Safety, Courts and Civil Service Committee had said just last week they were still working to find a medical expert who can speak to the use of ketamine on McClain and at least one other person.The team of investigators, once formed, will “commence its work immediately and shall complete its investigation as expeditiously as possible,” according to language included in the resolution.The team would then issue a written report to the city council, present its findings to the council in a public meeting, and make the report public. The report will include recommendations to the city on the McClain incident as well as future best practices the police, fire and EMT departments should implement.McClain, 23, was unarmed when he was encountered by Aurora police on Aug. 24, 2019. Police put McClain in a carotid hold, which limits blood flow to the brain, after stopping him while he was walking home. When he became unresponsive, paramedics gave him ketamine, police have said.The officers involved in McClain's death were not arrested or charged, despite continued calls for justice from McClain's family and supporters, along with calls for an independent investigation.Aurora city leaders in June said a Connecticut attorney was leading a third-party investigation into the McClain incident. But city councilmembers Alison Hiltz, Curtis Gardener, and Angela Lawson argued that the attorney, a former police officer who has worked closely with police departments, could not provide an independent review. The city cut ties with the attorney before moving forward with the current investigation.In June, as McClain's death garnered national interest, Gov. Jared Polis appointed Attorney General Phil Weiser to investigate the officers' actions. ASHEVILLE, N.C. – A North Carolina city council unanimously approved a reparations resolution for its Black residents Tuesday.The Asheville City Council voted 7-0 to approve the resolution that formally apologizes for the city’s participation and enforcement of slavery. It also offers an apology for carrying out an urban renewal program that destroyed multiple, successful Black communities.While the resolution provides reparations to the city’s Black residents, it does not mandate direct payments. Instead, the legislation calls for investments in areas where Black citizens face disparities.The resolution, obtained by the Asheville Citizen Times and WHNS, calls for “forming policy and programs that will establish the creation of generational wealth and address reparations due in the black community…” It also encourages state and federal leaders to do the same.The resolution says the resulting budgetary and programmatic priorities may include, “increasing minority home ownership and access to other affordable housing, increasing minority business ownership and career opportunities, strategies to grow equity and generational wealth, closing the gaps in health care, education, employment and pay, neighborhood safety and fairness within criminal justice.”Councilman Keith Young, who spearheaded the initiative, told ABC News that the council was looking to “embed systemic resolutions.” As for a timeline, he said the council "will have some steps to report on within six months and every six months after that.” He added that the work does not end, and it will be adaptive.The Black community makes up about 12% of the city of Asheville, while 83% of residents are white, according to census data. 1721

As the economy slowly reopens, Americans are still filing for unemployment at record rates. For some, staying off the job makes more sense than returning to work.“I’m one of those teachers at high risk,” said Patty Candelaria, a teacher in Austin, Texas. “I’ve had open heart surgery three times. I’m concerned because we can’t predict the future.”She just completed her 20th year of teaching.“I’ve never felt so afraid to be face to face with students and worrying about what germs we’re all carrying,” she said.Candelaria has been teaching summer school from her virtual home classroom. She’s concerned to go back to school in the fall if she’s forced to be there in person.“Those classrooms are germ factories on the best day,” said Lily Eskelsen Garcia, President of the National Education Association. “No one wants those public schools open more than the people who love those kids and work in those schools. But we want them open safely.”“I feel like it’s our district’s responsibility to protect,” Candelaria said.She’s not alone. From rideshare drivers to teachers and flight attendants, workers are having to consider many factors before returning to work.“I think it’s quite scary to go back to work if your employer hasn't put the appropriate safeguards in place,” said Peter Ganong, an Assistant Professor of Public Policy at the University of Chicago.Ganong has been studying the impact of unemployment insurance.“We found that it did quite well in the sense that it has replaced all of the lost income for people who have lost their jobs, and then some above and beyond that as well,” he said.Payouts are usually low to encourage people to apply for jobs, but the Coronavirus Aid, Relief, and Economic Security, or CARES, Act changed that.“What the federal government did is it said, ‘We’re going to add an extra 0 per week to everyone's UI benefits, and that was designed and intended to raise up everyone’s benefits precisely because there are no jobs available in many places,” Ganong explained.That’s exactly what happened to flight attendant Brittany Horn.“I am on unemployment,” Horn said. “A lot of our regular routes were cut and so there were just too many flight attendants and not enough flying.”“Most of the junior flight attendants probably are making more on unemployment,” she explained. “But it also depends on how many hours you work.”Across multiple industries, this has been a discussion. Unemployed workers are making more on unemployment than they did working their jobs. That brought fairness into question.“If you're a janitor and you work at the hospital, you're getting the same pay as before and you’re facing increased risk at your job,” Gangong said. “If you're a janitor and you're at a school, you're going to get paid 40 to 50% more on UI benefits than you were getting when you were working.”Ganong estimates about two thirds of unemployed workers have benefits that are greater than their prior wage. But that will soon change. As businesses start opening back up, that option won’t be available for many.“If your employer calls you back to work, even if your UI benefits are higher than your prior wage, you're required to go back to work or you'll lose your benefits,” Ganong said.Under the CARES Act, that higher level of benefits is set to expire July 31.Brittany’s three-month voluntary leave comes to an end in August.“If the flights don’t start picking up significantly, because right now with the CARES Act, we can’t get furloughed. But starting in October, that’s when technically we could. As part of the response to one of the deadliest school shootings in US history, Broward County Sheriff Scott Israel told reporters on Wednesday that deputies that patrol high schools in the county will be equipped with rifles. The announcement came on the same day that President Donald Trump called for an end for schools being considered "gun-free." As part of a discussion, which included the families of the 17 people killed during last week's Florida school shooting, Trump suggested that school staff carry guns. "This would be obviously only for people who were very adept at handling a gun, and it would be, it's called concealed carry, where a teacher would have a concealed gun on them.
