(KGTV) — Saturday, President Donald Trump signed a law approving the use of 9-8-8 as the universal telephone number to reach the National Suicide Prevention Hotline starting in 2022.The National Suicide Hotline Designation Act, which was passed by the U.S. House in September after being approved by the Senate and Federal Communications Commission, will allow individuals to dial the three digits 9-8-8 as opposed to the previous 10-digit hotline number, which is currently 1-800-273-8255 (TALK), CNN reported.The new number will take effect in July 2022.The bill allows states to collect fees aimed at ensuring local crisis centers can support increased volume and directs federal health agencies to submit a report to Congress on strategies to improve support services for LGBTQ youth, minorities, and individuals in rural counties, who are at a higher risk for suicide.In 2019, the FCC estimated that the costs of implementing a three-digit hotline for the first year would be about 0 million and 5 million in the second year, which includes costs for call-center capacity and public awareness campaign. A 47-year-old former model involved in a custody dispute plunged to her death from a Manhattan hotel Friday, according to three law enforcement sources.New York police found the bodies of Stephanie Nicolai and her 7-year-old son, Vincent, on a second-floor balcony of the Gotham Hotel, where the two were guests, police said.The bodies were discovered about 8:15 a.m. Friday after a 911 call about an unconscious woman and child at the 25-story boutique hotel on East 46th Street, according to police.Police believe Nicolai's death was a suicide, the law enforcement sources said. Detectives are examining video from the area and speaking with people who knew her in their quest for a motive.The pair were staying in the hotel's penthouse, according to CNN affiliate WABC.The order in which they fell to their deaths is unclear, according to one source with knowledge of the ongoing investigation.A leading theory of investigators is the possibility of a murder-suicide but the medical examiner will make a final determination, the source said.Detectives are also looking into the custody dispute between Nicolai and her estranged husband, according to the source.New York divorce lawyer Raoul Felder said he represented Nicolai in the custody dispute until about four months ago and that he had grown concerned about her."I've known her 20 years," he told CNN. (KGTV) — Riverside County health officials have announced the Stagecoach and Coachella music festivals — originally rescheduled for October — have been canceled for 2020.Citing concerns over a fall surge in coronavirus cases, Riverside County Public Health Officer Dr. Cameron Kaiser signed the order canceling the popular festivals."I am concerned as indications grow that COVID-19 could worsen in the fall. In addition, events like Coachella and Stagecoach would fall under Governor Newsom’s Stage 4, which he has previously stated would require treatments or a vaccine to enter," said Kaiser. "Given the projected circumstances and potential, I would not be comfortable moving forward. These decisions are not taken lightly with the knowledge that many people will be impacted. My first priority is the health of the community."Riverside County says it is in contact with festival organizer Goldenvoice regarding the cancelations.As of Wednesday, Goldenvoice had not issued specific guidance on refunds for the two festivals, but offers general refund guidance for concerts on its website here. 1105

(KGTV) - The state Supreme Court started hearing oral arguments Tuesday in San Francisco over San Diego’s pension changes that were approved by voters six years ago.More than 65 percent of San Diegans voted for Proposition B, the "Citizens Pension Reform Initiative" which switched most new city workers to a 401(k) plan instead of a guaranteed pension.Ever since then the measure has been challenged by labor unions. The Public Employment Relations Board (PERB) has been trying to overturn the pension cutbacks in court and now it’s in front of the state Supreme Court.The court will review the Fourth District Court of Appeal’s 2017 ruling on the issue.The focus then was on whether former San Diego city leaders illegally put Prop B on the ballot because they did not meet and confer with the labor union first. The appellate court ruled in favor of the city then.Now, political analyst John Dadian says if the Supreme Court rules in favor of the labor union, the city could be upside-down millions of dollars, directly impacting taxpayers.“Taxpayers should be very scared,” said Dadian.  “They could have to go back and retroactively give the original pension benefits to the new 3,000 employees and that would be horrendous.”Dadian says there is still hope for the city if the court rules in favor of the union.“If it rules against the city they have several options, they could craft a new one (prop) to go back on the ballot and it could possibly go to federal court,” said Dadian.After Tuesday’s hearing, the court has 90 days to make a ruling. 1575

(KGTV) -- The National Transportation Safety Board ruled Tuesday that the lack of adequate oversight by Truth Aquatics Inc. led to a boat fire that killed 34 people off Santa Cruz Island last year.San Diegan Nicole Quitasol and four of her family members were among the 34 killed in the September 2019 blaze.The NTSB said Tuesday that the fire aboard the Conception diving boat is one of the deadliest maritime tragedies in the United States.“The message is clean up your act, follow your procedures,” said board chairman Robert Sumwalt while speaking about Truth Aquatics Inc.The investigation revealed the 33 passengers and one crewmember killed were in the bunkroom and unable to escape before being overcome with smoke.Investigators told the NTSB some of the victims had on shoes, indicating that they were awake and trying to get out at the time of the fire.Smoke inhalation was listed as the cause of death for all victims.All 34 were two decks below the area where five crewmembers were asleep in the upper deck. The five crewmembers survived.The NTSB agreed on 18 key findings in the investigation, including that the lack of required roving night watchmen and lack of smoke detectors in the salon area of the boat delayed the detection of the fire by crew members, leading to the high number of fatalities.While the fire's exact cause was not determined, the NTSB said it could have possibly been caused by charging electronics and lithium-ion batteries.As a result of its investigation, the NTSB made ten new safety recommendations for the U.S. Coast Guard and others in the industry. Some of the recommendations including a requirement that all newly constructed vessels with overnight accommodations have smoke detectors in all accommodation spaces and that the vessels provide a secondary means of escape into a different space than the primary exit so that a single fire should not affect both escape hatches.“The recommendations that we’ve issued today if implemented that’s the key, if implemented, would reduce the risk of future passenger vessel fires going undetected it would ensure that escape routes exit to different spaces improving the chances for survival for passengers and crew,” said Sumwalt. 2229
