SAN DIEGO (KGTV) -- The Coast Guard is searching for three people after a fishing vessel caught fire Saturday night, sending two people to the hospital and leading to the rescue of 15 more.According to the Coast Guard, the crew of a 42-foot fishing vessel named “Time Machine” called to report seeing a fire at 9:35 p.m. 28 miles south of Point Loma. The good Samaritans aboard the boat were able to pull 15 people out of the water, including two who were injured.10News spoke to the captain and crew of "Time Machine."Captain Mike Koesterer and his crew were on their way back into San Deigo from a fishing trip in Baja California when he saw an explosion in international waters. "I saw an orange flash," he said. For the next 20 minutes, he drove his vessel closer to the ball of fire. The next thing he saw will be etched in his mind forever. “We thought it might be a few people. But we kept on counting and counting and counting," Koesterer said.In the water, he and his crew witnessed 15 people screaming for help. Some had life vests. Others were wading. That's when his son Reeve changed into his diving suit and jumped in to help.“I knew there were going to be burns, but I didn’t think it would be that bad,” Reeve Koesterer said. He first pulled up a woman without a life vest. She desperately grabbed his hair and used Koesterer as a floatation device. The next few rescues were a blur. One by one, he carried and pulled the burn victims onto the "Time Machine." During the rescue, one of the victims told Reeve Koesterer that this was part of a human smuggling operation. “Do whatever we can to get them out of the water. No matter what the case is. They’re still lives,” Reeve Koesterer said. Andy Vo is usually responsible for shooting and editing fishing videos for the "Time Machine's" charter trips. Last night, he was also documenting the rescue on his phone. As the Koesterers were pulling people on board, Vo comforted the victims-- giving them blankets and coffee. “People that we rescued. He called us angels," Vo said. What are the odds that a fishing boat carrying Reeve Koesterer-- a young, bilingual English Spanish speaker, expert diver -- would be right there to save those lives? SAN DIEGO (KGTV) — The City of San Diego approved a -million contract for a feasibility study and designs for a multi-purpose training facility for first responders.The contract was approved Wednesday by the Active Transportation and Infrastructure Committee. Councilman Chris Cate said he is very excited about the opportunity, "the goal in this endeavor is to have a central location for both our firefighters and our police officers to have a viable long term solution for their training facility."Currently San Diego Police and Fire train at a facility just north of Terminal 2, at Lindbergh Field.Along with asbestos problems, the entire facility will come down to make way for the Pure Water San Diego Project, that will turn wastewater into drinking water."We have to be in construction before that because all of those guys have to be out of there," Cate said the deadline is 2027. He hopes by that time a permanent facility will be open for the first responders.Some of the items on the wish list, "classrooms, virtual simulations and testing/tactical obstacle courses, life-size training buildings, home simulations simulating burn scenarios, and many other necessary components required for a safe city."Cate said another important part of the process is weighing the opinions of neighbors, both in households, and businesses. One woman who works nearby said she's worried how much traffic a facility like that could bring.Cate is most concerned about police, fire and SWAT personnel, "it's incumbent upon us as policy makers to make sure that they have all the tools that they need to do their jobs very well for the public."The study is set to be completed by Summer 2020. SAN DIEGO (KGTV) - The family of a teenage woman shot and injured at Sunset Cliffs updated her condition Friday.The unidentified 19-year-old victim was shot twice and left to die on the stairs near the ocean, a GoFundMe account set up by her aunt reported.A person walking near Ladera Street and Sunset Cliffs Blvd. found the woman bleeding the morning of April 12 and called police. SAN DIEGO (KGTV) -- The mother of a San Diego middle school student is begging for more answers from school administrators after she says other students threatened to shoot and stab her son. “I’m not willing to play Russian roulette with my kid’s life,” states Vanessa Flores. In a 10News exclusive, we interviewed her and her thirteen year-old son, Daniel, at their home on Tuesday. She says she pulled Daniel out of downtown’s KIPP Adelante charter middle school on Tuesday morning. It was two weeks ago when Daniel says he got in a fight with a couple of students. He says over their lunch break they were saying, “What are we going to do with Daniel? Are we going to jump him? Let’s jump him. Let’s bring the gun.” Daniel tells us he them heard one of them add, “The gun’s too much. Let’s bring the knife.” Vanessa showed us text messages that she says she exchanged with the school’s principal the night of the incident. She says she later met with administrators. “I just wanted the authorities to be contacted and made aware of the situation,” she adds. For days, she says her family could not get clear answers about any action the school was taking. With tears in his eyes, Daniel described for us the anxiety he felt in the school hallways in the days following the alleged threats. “I’d think, what’s the next move? What are they going to do to me when I pass by the hallway? What do they have or what are they hiding?” “I’ve told [the school] that I’m in fear with the climate right now with all these shootings. Everybody’s talking about red flags. I’m giving [the school] the red flags on a silver platter. Please help me,” says Vanessa. On Tuesday, she says she picked Daniel up the from school after getting confirmation from school administrators that KIPP Adelante would not get the San Diego Police Department involved. She tells us she no longer felt safe keeping him on that campus. After picking him up from school, she says she took him to the San Diego Police Department to try to file a report. San Diego Police confirm with 10News that there was a misunderstanding that she was referring to a charter school and not a regular San Diego Unified School District (SDUSD) public school. She says SDPD sent her to SDUSD school police, which don’t handle investigations related to local charter schools. The SDUSD school police apparently sent her back to SDPD. SDPD confirms its officers took a report on Tuesday afternoon and now the juvenile service team is investigating the reported threats. On Tuesday afternoon, KIPP Adelante charter school principal Monique McKeown sent us the following statement. “Two weeks ago, we had an 8th grade student report that two of his classmates threatened to harm him with a weapon. We fully investigated the matter and found no credible evidence that the students in question threatened to use a weapon against their classmate. San Diego Unified Police Services confirmed that we handled the investigation appropriately. At KIPP we respond swiftly to all potential threats to student safety.” The referenced "San Diego Unified Police Services" is also known as SDUSD school police. A spokesperson for KIPP Adelante later clarified that SDUSD school police did not conduct its own investigation. Rather, it apparently reviewed and approved the school’s own investigation. SAN DIEGO (KGTV) - The City of San Diego has more than 2,300 jobs vacant but is struggling to fill them.The jobs run the gamut from 9-1-1 dispatchers to water utility workers to swimming pool managers to civil engineers. The list of vacant positions came to light after the city Audit Committee discussed struggles with worker retention and recruitment at its meeting this week. "We need to do something about that," Councilman Scott Sherman said. "Change the culture and get it to where employees are really looking forward to going to work and like being where they are."Michael Zucchet, who heads the Municipal Employees Association, says the city is losing workers to other agencies in this county and others because they offer better pay and retirement benefits, such as a pension. He says the problem has gotten worse since the unemployment rate has dropped to a near-historic low 3.5 percent. The city in 2012 switched most new employees to a 401(k) style retirement plan after voters passed Proposition B. That proposition is now in legal limbo after the California Supreme Court said the city skipped a key step in the approval process. "The City of San Diego is hemorrhaging employees to other jurisdictions," Zucchet said. "We have documented people who have been city employees for a long time, have no interest in leaving, but they can't pass up a 20-30 percent pay raise in Chula Vista, Carlsbad, National City and these other places."Zucchet gave examples of current job advertisements showing accountants in Chula Vista making 20 percent more than those in the city of San Diego, senior management analysts in Encinitas earning 38 percent more, associate planners in Poway making 21 percent more, and a police service officer in Coronado makes 27 percent more. A search on the city's hiring website shows 53 jobs, but Zucchet said those positions reflect multiple openings. As of March 1, the city had 2,373 vacant positions, up about 8 percent from a year earlier. The city auditor is now investigating how the city can improve worker retention and recruitment. A July study found the city had an overall 10 percent turnover rate, but that it was 15 percent with millennials, who may be gaining experience at the city before moving on to higher paying positions. 2289
