BEIJING, July 26 (Xinhua) -- Drenched riverside towns in central and southern parts of China on Monday prepared for even more flooding as water levels in the country's huge rivers surged and rainstorms continued.In its latest update, the State Flood Control and Drought Relief Headquarters said floods this year had left 823 people dead and another 437 missing as of Monday morning.The direct economic loss had mounted to 154.1 billion yuan, more than double that of previous flood losses incurred in any single year since 2000.Premier Wen Jiabao has urged local authorities to fully prepare for more floods and related disasters.More than 370,000 soldiers and residents now have been mobilized to beef up the flood prevention efforts in eight provinces and municipalities along the country's major rivers, the flood control headquarters said.

HAIKOU, Aug. 23 (Xinhua) -- China is bracing for a strong tropical storm named "Mindelle", which is expected to skim the southernmost island province of Hainan between Monday midnight and Tuesday morning.At 8 a.m. Monday, a tropical low pressure system across the South China Sea intensified into the fifth tropical storm of the year, after being upgraded to a strong tropical storm eight hours later.The storm, by the name of "Mindellu", which means dandelion in Korean, is expected to approach the Beibu Gulf off the southern Guangxi Zhuang Autonomous Region after skipping Hainan, the Hainan provincial meteorological bureau said.Local authorities in Hainan have halted railway, shipping services and tourism programs and called fishing boats to return to ports as they braced for the storm.Both cargo and passenger shipping services were halted at 5 p.m., according to the ban issued by the provincial maritime affairs bureau.Also, passenger and cargo train services through Qiongzhou strait between the mainland and Hainan were halted at 5 p.m.Meanwhile, more than 26,000 fishing boats have returned to their ports.Tourism activities, such as diving and water-motorbike-driving in Sanya, the famous tourist city in southern Hannan, have also been halted as residents prepared for the storm.The Hainan provincial government said they would spare no efforts in protecting the safety of fishermen and tourists, as well as strengthening the monitoring of reservoirs.

BEIJING, June 10 (Xinhua) -- The world's most populous country is expanding its social security net as China's major social insurance program reached a new high for the number of people covered, official figures show.The Ministry of Human Resources and Social Security said on Thursday that the nation's urban pension insurance covered 235.5 million people by the end of 2009, an increase of 16.6 million over the beginning of that same year.In addition, 26.47 million migrant workers were also included, which was 2.31 million more migrants than at the start of 2009.Officials note that pension fund revenues topped 1.15 trillion yuan by the end of last year, up 18 percent year on year. This followed the government raising the monthly pension income for business retirees for the fifth time between 2005 and 2009 to 1,225 yuan (180 U.S. dollars) a person.Also, the country's basic urban medical insurance covered 401 million people in 2009, of which 219 million were urban dwellers and 43.35 million were rural migrant workers.Additional figures showed that unemployment insurance covered 127 million people while those carrying work injury insurance reached 149 million. UNITED NATIONS, June 29 (Xinhua) -- A veteran Chinese diplomat and an expert of international law, Xue Hanqin, was elected judge of the International Court of Justice here Tuesday.Xue, a member of the International Law Commission, was elected by the UN General Assembly and the Security Council in separate voting.Xue won all 15 votes in the Security Council on Tuesday morning, Claude Heller, the Mexican UN ambassador who holds the rotating Security Council presidency for June, announced after the 15- nation Council cast the secret ballots.Heller, at the open Council meeting, also read a letter from the president of the General Assembly, Ali Treki, who said that Xue won a majority of votes in the 192-nation UN body.Xue "was elected member of the International Court of Justice," Heller said.The election was conducted under the relevant Security Council resolution to fill the vacancy after Judge Shi Jiuyong, a Chinese, resigned on May 28.She is the only female among the 15 judges of the International Court of Justice, and the third Chinese to serve on the Court.Xue told reporters here that she thanked all those who voted for her and said that she will carry out her duty under the UN Charter and the Statute of the Court.
