The World Health Organization is preparing for the "worst case scenario" as it continues to respond to the Ebola outbreak in the Democratic Republic of Congo.Peter Salama, deputy director-general of emergency preparedness and response at the WHO, said in Geneva, Switzerland, on Friday that it's "going to be tough and it's going to be costly to stamp out this outbreak."As of Wednesday, 32 people are suspected to have been infected with Ebola viral disease, including three health care workers. Eighteen of those have died, including one of the health care workers.Of the suspected cases, two have been confirmed as Ebola using laboratory tests, and 10 samples are awaiting results."The number of suspected, probable and confirmed cases is significant, so we are very concerned, and we are planning for all scenarios, including the worst-case scenario," Salama said.Ebola virus disease, which most commonly affects people and nonhuman primates such as monkeys, gorillas and chimpanzees, is caused by one of five Ebola viruses. On average, about 50% of people who become ill with Ebola die.The disease is endemic to the Democratic Republic of Congo, and this is the nation's ninth outbreak since the discovery of the virus in the country in 1976.The latest outbreak is occurring in the Bikoro health zone, 400 kilometers (about 250 miles) from Mbandaka, the capital of Equateur province.Bikoro health zone has a population of about 163,000, with three hospitals and 19 health centers, most with limited functionality, according to WHO.Given the remote location of the outbreak, Salama said, response efforts will be extremely challenging. "It is a dire scene in terms of infrastructure," he said."To give you a sense, we are talking about an area that is 280 kilometers even from the provincial capital of Equateur," he said.The WHO is working with authorities in Congo and is in discussions with the World Food Programme to arrange airlifting supplies to the affected areas. UNICEF is also making doctors available as well as sanitation and hygiene specialists to help contain the outbreak.The virus is transmitted to people from wild animals and spreads in the human population through human-to-human transmission, either through direct contact with bodily fluids such as blood or secretions or contact with materials that are contaminated with these liquids.Personal protective equipment has been sent to the affected region, and the WHO is planning to have mobile laboratories running by the weekend, after receiving approval from the country's Ministry of Health.Initial control efforts are focusing on tools such as surveillance and monitoring, safe burials and case management.Vaccines along with doctors and epidemiologists are on standby in case they are needed, according to the UN.If they are needed, "WHO is in discussions with the government and, if pertinent, will seek approval from the national regulatory authority and the Ethics Review committee to use vaccines against Ebola as part of the response," spokesman Tarik Jasarevik said.The current vaccine against Ebola is experimental and not a licensed product. Salama pointed out that its use also comes with many challenges, as the vaccine needs to be stored long-term at temperatures between minus 60 to minus 80 degrees Celsius (minus 76 to minus 112 Fahrenheit)."This is not a simple logistical effort; it's not like doing a polio campaign with oral polio vaccines, where we get it immediately out to the field. The US Food and Drug Administration has raised alarm about one way people might access opioids to misuse and abuse: their pets.As America's opioid epidemic rages, some pet owners could be stealing pain medications intended for their furry friends, according to a statement from FDA Commissioner Dr. Scott Gottlieb."We recognize that opioids and other pain medications have a legitimate and important role in treating pain in animals -- just as they do for people," Gottlieb said in Wednesday's statement."But just like the opioid medications used in humans, these drugs have potentially serious risks, not just for the animal patients, but also because of their potential to lead to addiction, abuse and overdose in humans who may divert them for their own use," he said.Gottlieb also said there hasn't been much information about responsible opioid prescribing for veterinary medicine professionals, and so the FDA developed a resource guide on what veterinarians need to know.The resource includes information on state and federal regulations, alternatives to opioids and how to properly safeguard and store opioids, as well as how to identify if a client or employee may be abusing opioids and take action with a safety plan."While each state creates its own regulations for the practice of veterinary medicine within its borders, including regulations about secure storage of controlled substances like opioids, veterinarians should also follow professional standards set by the American Veterinary Medical Association in prescribing these products to ensure those who are working with these powerful medications understand the risks and their role in combatting this epidemic," Gottlieb said."Veterinarians are also required to be licensed by the Drug Enforcement [Administration] to prescribe opioids to animal patients, as are all health care providers when prescribing for use in humans," he said."These measures are in place to help ensure the critical balance between making sure animals can be humanely treated for their pain, while also addressing the realities of the epidemic of misuse, abuse and overdose when these drugs are diverted and used illegally by humans."The FDA statement came one week after a perspective paper in the American Journal of Public Health called for the veterinary, public health, pharmaceutical and regulatory communities to dedicate time and resources to addressing the issue of prescription opioid diversion in veterinary medicine."I was thrilled to see the FDA commissioner make a statement that not only validated our findings but also demonstrates why research is so important for good policy," said Liliana Tenney, a senior instructor with the Colorado School of Public Health at the University of Colorado Anschutz Medical Campus and deputy director of the Center for Health, Work & Environment, who was a co-author of the paper.Tenney was unaware of the FDA statement until CNN contacted her for an interview, she said.The paper included data from a 24-item online survey that 189 veterinarians in Colorado completed in collaboration with a local veterinary society. The survey, which was about the possible abuse and misuse of opioids by pet owners and the role veterinarians play in prevention, was administered in summer 2016, Tenney said.The survey results showed that 13% of the veterinarians were aware that an animal owner had intentionally made an animal ill or injured -- or seem to be ill or injured -- to obtain opioid medications."This is significant for two reasons. These providers want to ensure the treatment of pets," Tenney said. "If this is truly the case and pet owners are intentionally harming animals, that's an animal rights issue. If opioids are being prescribed and aren't getting to the pets that need them because these drugs are being diverted, that's a public health issue."The survey results also showed that 44% of the veterinarians were aware of opioid abuse or misuse by either a client or a veterinary practice staff member, and 62% believed that they had a role in preventing opioid abuse and misuse."We recognize that this ... sample, representing 10% of the society's members, has limited generalizability and cannot be used to extrapolate to all practices. The United States could see an increase in immigrants coming to the country after Hurricanes Irma and Harvey, according to new research from the University of Michigan.According to the study, migrants may find it easier to start over in the United States rather than rebuild from the destruction in their own country.Another reason, according to U-M economists Dean Yang and Parag Mahajan, is that hurricane refugees able to secure green cards or legal permanent residency through their families already established in the country."When there's a bigger stock of previous migrants to the U.S., when someone in their home country is more likely to have a connection to some sort of migrant in the U.S., then the effect of hurricanes on migration is larger," Yang said.The researchers first studied the severity of a hurricane in a given country, using data from meteorological reports to estimate actual damage.Yang and Mahajan then analyzed restricted U.S. Census data from 159 counties over 25 years to see if America saw a rise in immigration following large storms in other countries.The largest effect came from Central America and the Caribbean."These regions get hit a lot by hurricanes that cause severe damage, and there are a lot of Central American and Caribbean immigrants in the U.S. If you're looking for somoene to sponsor you, you actually have that opportunity," Mahajan said.The study cites Hurricane Cesar, which made landfall in Nicaragua in 1996. The hurricane killed 42 people, caused food shortages, .5 million in damage, left 100,000 people homeless. The Trump administration issued an order on Friday that will attempt to ban Americans from downloading Chinese-owned social media apps TikTok and WeChat beginning Sunday.The order issued by Commerce Department Sec. Wilbur Ross, requires companies like Apple and Google to remove the apps from their online stores by Sunday. It also orders that all U.S. companies cease working with WeChat to transfer funds or process payments in the app.It's currently unclear if Apple and Google will choose to comply with the Commerce Department's order or if they will choose to file a lawsuit to keep the apps in their stores.“Today’s actions prove once again that President Trump will do everything in his power to guarantee our national security and protect Americans from the threats of the Chinese Communist Party," Ross said in a statement. “At the President’s direction, we have taken significant action to combat China’s malicious collection of American citizens’ personal data, while promoting our national values, democratic rules-based norms, and aggressive enforcement of U.S. laws and regulations.”There will be no penalty for those who have already downloaded the app and continue to use it to communicate.
