SAN DIEGO (KGTV) - One CHP officer is dead, two were injured in a shootout in Riverside Monday and one CHP officer was injured in El Cajon by a hit-and-run drunk driver Tuesday night. CHP is now examining their protocols, seeing if there are lessons to be learned from Riverside.10News spoke with a veteran CHP officer to find out what protocol is in place to protect officers.Veteran CHP officer Phil Konstantin dedicated a decade to the force and has many stories to tell. "Crashed into by vehicles, I've had to jump out of the way of vehicles, and I've been shot at," he said.Around 10:30 p.m. Tuesday night a CHP officer was trying to remove debris from the 94 freeway when officers say a man drove into the center divide multiple times. The officer tried to wave the man down and was hit. The man drove away and was stopped a short time later.He was driving 13 mph in the shoulder with his hood obscuring the windshield. The man was arrested for DUI.His girlfriend drove to the scene and was also arrested for DUI.Konstantin says a traffic stop is one of the most dangerous parts of their job.He said when they pull a car over, officers turn their wheels away from the shoulder so if their car is hit, it rolls into traffic instead of into the car the officer pulled over or the officer. He also said he kept a vigilant eye on the people in the car and on traffic."All of the sudden if I lose sight of you and you're jumping into the car very quickly, are you going for a gun like with what happened in Riverside?" He said being vigilant will save your life.In 1987 Konstantin's training was put to the test. "As soon as the car stopped moving someone got out of the passenger side and shot at us.'' He and his partner were working the graveyard shift and pulled over what they thought was a drunk driver. It turned out being a pair who had kidnapped a restaurant owner they robbed and they were trying to go to the man's home to ransack it."The guy aims at the car in general and then at someone who would've been standing by the driver's side door. Has I been standing at the driver's side door, I would've been hit by buckshot," he said staying in the car and ducking saved his life.He said any driver can help an officer by keeping their hands on the wheel, listening to an officer's directions, and telling an officer if they need to reach somewhere to get their license, so they don't think you will harm them. 2524

SAN DIEGO (KGTV) -- One month before the start of the new school year, San Diego Unified School District released the details of its online learning plan for the 2020-2021 school year.The school district's plans were created over weeks of discussions with parents, students, educators and administrators. San Diego Unified will start the school year Aug. 31. Details of the online learning plan include:A six-hour school day with customized learning experiences for each K-12 studentAll students will have daily, live interaction with their teachers via video conferencingCustom learning experiences will be based on student needs and will include daily live, online instruction (up to three hours), independent learning (at least two hours), working with other students in small groups or participating in educator office hours (at least one hour)All Elementary students will receive instruction in reading, writing, mathematics, science, social studies, physical education, and the artsStudents will receive grades to measure their progress“We continue working to bring all students back to campus as soon as it is safe and responsible to do so. SAN DIEGO (KGTV) -- Officials say more than 80 people are currently being monitored for coronavirus symptoms in San Diego County, as the first flight of quarantine passengers from a cruise ship arrived at MCAS Miramar Tuesday. A group consisting of between 50-60 people arrived at MCAS Miramar just before 10 p.m. Tuesday for a 14-day quarantine. The passengers had been aboard the Grand Princess cruise ship that was brought to Oakland.All passengers have been screened and showed no symptoms, County Public Health Officer Dr. Wilma Wooten said, adding that about 400 more passengers were expected to arrive at Miramar on Wednesday.The cruise ship reported at least 20 people infected with coronavirus aboard the ship, before it was directed to dock in Oakland after spending about a week awaiting orders off California's coast.RELATED: San Diego County woman tests positive for coronavirus following overseas travelAbout 900 California residents who were aboard the ship will be repatriated through MCAS Miramar and Travis Air Force Base in Northern California, according to Wooten. Charles Dockery said the U.S. Department of Health and Human Services is leading the local quarantine effort on the base."As with the previous mission, all passengers entering quarantine will have been deemed asymptomatic by health care professionals. Passengers will remain quarantined throughout the 14-day period and there will be no contact with DOD personnel. Finally, any person that tests positive for COVID-19 will be transferred off-station," Col. Dockery's statement read.San Diego is currently monitoring 73 travelers from China and Iran for coronavirus symptoms, according to the county. Since Feb. 6, 448 travelers have been monitored, with 375 travelers clearing their quarantine period.Currently, 11 non-travel related individuals in San Diego County are being monitored: Nine who had contact with an Orange County patient who works in Chula Vista and two people who had contact with a travel-related coronavirus patient who lives in San Diego County. SAN DIEGO (KGTV) — Officials have called off the search and rescue operation for eight service members who went missing after an amphibious assault vehicle accident off San Clemente Island last week.The 15th Marine Expeditionary Force said in a release Sunday that all eight members — seven Marines and one sailor — are presumed dead after it was determined, "that there was little probability of a successful rescue given the circumstances of the incident."Officials say they searched for 40 hours covering more than 1,000 square nautical miles in their efforts to find the missing service members.RELATED: Camp Pendleton Marine dies, 8 missing in training accident off San Clemente Island“It is with a heavy heart, that I decided to conclude the search and rescue effort,” said Col.
