SAN DIEGO (KGTV) - It is officially Wildfire Preparedness Week in California and federal, state, and local agencies are working together to ensure a safe wildfire season.California’s wet winter created overgrown vegetation across the state, including in San Diego, and once that starts drying up and dying, things could get dangerous.The message is clear: California wildfires have changed and the public needs to adapt.“Our firefighters have been preparing non-stop for the inevitable fires that will happen this year. SAN DIEGO (KGTV) — If you’re still holding on to a mail-in ballot, return it using a method other than the U.S. Postal Service at this point.That’s the recommendation from many election experts after a ruling this week by the U.S. Supreme Court.In California, mail-in ballots have to be postmarked on or before November 3, but they can be received by county officials up to 17 days late and still count. That’s one of the most generous buffers of any state.But in about 30 states, the deadline for receipt is November 3. Ballots that arrive after will be tossed out, even ballots that were postmarked well before Election Day.The latest Supreme Court ruling dealt with a case out of Wisconsin, which had an Election Day deadline for ballot receipt set by state lawmakers.A lower federal court sided with the Democratic National Committee and ruled the deadline for receipt should be extended because of the pandemic. An analysis by the Wall Street Journal found it took an average of 10 days for a piece of first class mail to reach its destination in Wisconsin.But the Supreme Court ruled Monday 5-3 that state lawmakers should have the final say on this question, not the federal courts.“That could have tremendous implications across the country because it suggests that the Supreme Court is going to defer to even strict rules that could have the effect of limiting the counting of certain ballots,” said legal analyst Dan Eaton.Wisconsin is one of about 30 states with this deadline that ballots have to be received by Election Day, along with Pennsylvania and Michigan; two states with similar cases still pending.Voters in those states are being urged to drop off ballots at official collection sites, not at the post office, or vote in person.“This ruling does put pressure on people to make sure that their ballot is received in time,” Eaton said.Eaton said concurrence opinions by Justices Brett Kavanaugh and Neil Gorsuch offer clues about how the high court could rule in other election-legal fights, particularly when Amy Coney Barrett joins the court. SAN DIEGO (KGTV) - Many residents living in and around the polluted Tijuana River Valley expressed frustration this week with a plan to use taxpayer money to fund a campground instead of working on a fix to the raw sewage pouring over the border from Mexico into San Diego County. California Senate Bill 507 was signed by Governor Jerry Brown last month and allotted .5 million towards a campground and only 0,000 to study potential fixes to the sewage.“It seems like it’s the bastard child of San Diego and it just sucks. It’s not fair,” said Ginger Sacco of the Citizens Against Sewage group.Sacco told 10News they were under the impression the bill, which was backed by Senator Ben Hueso and Assemblyman Todd Gloria, would be used to fight the sewage problem. Instead, Sacco said they only learned last week most of the money would fund a campground backed by San Diego County Supervisor Greg Cox.“I can’t imagine people in their right mind wanting to camp down here knowing all the sewage and toxins that have been coming through here,” said Sacco.A spokesman for Supervisor Cox emailed 10News a statement:“The .1 million comes from a 1988 State park bond act that was specifically designated by the voters for the purchase of land to expand the Tijuana River Valley Regional Park. SAN DIEGO (KGTV) — If you’re thinking about trading in your used car, now might be the time.Used car prices are beginning to cool off but remain near the historic highs caused by the pandemic, according to data from Edmunds.After a peak in September, dealers paid 3.3% less on average for trade-ins in October. The average used vehicle transaction price, however, remained flat at a record-high ,418 in October because of an influx of relatively new off-lease vehicles."If your household has a second vehicle that you are thinking about selling because it's going unused during the pandemic, there's no point in holding onto it in the hopes of its value increasing again,” said Ivan Drury, Edmunds' senior manager of insights. “You won't get a dramatically higher value for your trade-in than you would have just last month, but you should still get a bit more money than usual since values are still inflated."Used vehicles are worth 16.9% than they did last year, according to the Manheim Used Vehicle Value Index.What caused the historic spikeIn some ways, the pandemic was a time machine for used car prices, reversing depreciation and making pre-owned vehicles worth more than they did a year ago.“That’s kind of crazy to see appreciation on a used vehicle,” Drury said.Drury said he sold a car after owning it for a year for the same price. “That’s unheard of.”Industry experts say it’s a matter of supply and demand. During the pandemic, the supply of used cars dropped, while the demand soared. Both caused prices to spike to record levels.On the supply side, the shutdown of new car manufacturing had a cascading effect on the used car market.“We weren’t churning out new cars, which meant there wasn’t much for shoppers to buy. Therefore people weren’t trading in their used cars,” said Michelle Krebs, Autotrader’s executive analyst. “Everything just kind of stopped.”On top of fewer trade-ins, the pandemic brought the car rental industry to a standstill. Normally, companies like Hertz and Enterprise refresh their fleets, selling off about two million used cars a year. Car rental companies kept their fleets parked during the early months of the pandemic.The third reason supply plummeted: a lot of people decided to put off car buying and extended their leases, so those vehicles weren’t available for sale, although that is now beginning to change.At the same time the supply of used cars dropped, demand for used vehicles surged.“The factories were shut down. They weren’t producing. A lot of consumers, even if they wanted to buy new, they suddenly had to look at used,” Drury said. “That jacked up demand. We had consumers fighting for the same units of inventory.”Demand also rose because people in metro areas that typically relied on public transportation decided to get cars for the first time. And in an environment with a lot of financial uncertainty, used cars were a more affordable option, Krebs said.Low interest rates and stimulus checks also fueled demand by giving consumers more buying power, according to Krebs and Drury.With car rental businesses picking back up and lease extensions beginning to end, the supply of used cars has begun to stabilize. That means now may be the time to sell your used car, particularly before the calendar flips to 2021 and vehicles get one model year older, Drury said.You’ll get more for your used car if you trade it in now, but there’s a trade-off: “You’re also going to pay more for a new car,” Krebs said. 3489
