SACRAMENTO, Calif. (AP) — California is giving cities and counties more power to speed up the building of supportive housing and shelters amid a homelessness crisis.Democratic Gov. Gavin Newsom signed 13 laws aimed at stemming the crisis Thursday. His action comes as Republican President Donald Trump criticizes California's handling of the issue, most recently blaming homelessness for water pollution .California, the nation's most populous state, has a growing number of people living in the streets in cities such as Los Angeles and San Francisco. But Newsom has accused Trump of politicizing the issue and called on the federal government to provide more aid to get people into housing.Newsom said the bills he's signed will "give local governments even more tools to confront this crisis."One new law that takes effect immediately lets Los Angeles bypass parts of the California Environmental Quality Act to build supportive housing and shelters. Another lets projects that will turn hotels into housing forego certain CEQA reviews through 2025."Supportive housing and shelters aren't being built quickly enough and as long as Californians are struggling to survive in our streets, we have a moral responsibility to do everything in our power to provide the shelter and assistance they need to get back on their feet," Assemblyman Miguel Santaigo, a Los Angeles Democrat, said in a statement.Some critics of CEQA have argued it can be weaponized to delay development of projects community residents might find unfavorable.Another adds Orange and Alameda counties as well as San Jose to the list of places that can declare emergencies and build shelters on publicly owned land. It builds on a 2017 law that lets Berkeley, Emeryville, Los Angeles, Oakland, San Diego, Santa Clara and San Francisco declare such crisis."I am optimistic that we will continue to work together to bring solutions to our homelessness crisis," said Democratic Assemblywoman Sharon Quirk-Silva, who authored the bill and represents parts of Orange County.Los Angeles declared a shelter crisis after the 2017 law and set a goal of creating 750 to 1,500 new shelter beds, according to a bill analysis. So far it has opened 109 of those beds and has 170 under construction.Another piece of legislation signed by Newsom exempts projects built with billion in voter-approved bonds from environmental rules. The Sierra Club, an environmental group, opposed the legislation.Other bills Newsom signed will:—Allow for the use of vacant California armories to provide temporary shelter during hazardous weather.—Create a legal framework for agreements with landlords allowing tenants to take in people at risk of homelessness.—Let the California Department of Transportation lease property to local governments at a cost of per month for emergency shelters. 2843

(AP) -- The California Supreme Court overturned the 2005 death sentence for Scott Peterson in the slaying of his pregnant wife.The court says prosecutors may try again for the same sentence if they wish in the high-profile case. It upheld Peterson's 2004 conviction of murdering his wife Laci Peterson.Laci Peterson was eight months pregnant with their unborn son, and investigators said that on Christmas Eve in 2002, Scott Peterson dumped the bodies from his fishing boat into San Francisco Bay.The court on Monday said the trial judge made several significant errors in jury selection that undermined Peterson's right to an impartial jury at the penalty phase.The court ruled potential jurors for the death penalty phase were improperly dismissed after saying they disagreed with the death penalty but would be willing to impose it."The trial judge made a mistake by kicking those people off the jury, so the only people that sat on the jury were in the death penalty camp," said criminal defense attorney Gretchen von Helms.Prosecutors will now decide whether to retry the sentencing phase.While the sentence was overturned, the court affirmed the murder convictions. "The sentencing was a positive step. The other decision (convictions affirmed) was about what we expected. Now we go to the habeas appeal," said Lee Peterson, Peterson's father.The court will examine the case again when it decides a separate habeas corpus challenge, based on evidence. not presented at the original trial. Peterson's father declined to talk about the arguments in the appeal, but says he's expecting a development within the next four months.Peterson's family issued this full statement in response to the court's decision:Our family is sincerely grateful that the California Supreme Court recognized the injustice of Scott’s death penalty. For a long and difficult 18 years, we have believed unwaveringly in Scott’s innocence, so today’s decision by the court is a big step toward justice for Laci, Conner and Scott.Now our family will do two things: First, we wait for Stanislaus County District Attorney Birgit Fladager to decide whether to pursue a new penalty phase trial. If the DA elects to do so, a new jury would be seated, and they would hear all the evidence. They would then decide only Scott’s sentence: life without the possibility of parole or the death penalty. While we hope for the opportunity to present the new evidence to a jury, it is not likely that this penalty phase trial will happen. The case against Scott has weakened to the point where no jury would ever sentence him to death again and the District Attorney is aware of these facts.Second, we wait for the court to address the new forensic and eyewitness evidence we have submitted that shows Laci was alive the morning of December 24th and demonstrates Scott’s innocence. When the court reviews this in the coming months, we are confident they will grant Scott a new guilt phase trial.Our family has been deeply moved by the outpouring of support not only from family and friends but also from the hundreds of people from all walks of life who have shared their faith in Scott’s innocence. Rudy Giuliani just contradicted the White House and the Justice Department on a very sensitive subject: The AT&T-Time Warner deal."The president denied the merger," Giuliani, a new member of President Trump's legal team, said in an interview with HuffPost on Friday.Giuliani was seemingly trying to defend the president against any suggestion that Michael Cohen improperly influenced the administration after the revelation that Cohen, Trump's longtime personal attorney, was paid large sums of money by AT&T and several other corporate clients."Whatever lobbying was done didn't reach the president," Giuliani said, repeating a claim he made to CNN's Dana Bash on Thursday.But then Giuliani went further, telling HuffPost's S.V. Date that "he did drain the swamp... The president denied the merger. They didn't get the result they wanted."In other words: If AT&T hired Cohen to win government approval of the deal, AT&T wasted its 0,000.But the assertion that "the president denied the merger" flies in the face of everything the government has previously said about the deal."If Giuliani didn't misspeak, this is major news," former federal prosecutor Renato Mariotti tweeted Friday night. "It is highly unusual for the president to be involved in DOJ merger decisions."It is possible that Giuliani misspoke, or that he simply does not know what he's talking about. He was not working for Trump at the time the Justice Department was reviewing the deal. Since he began representing Trump, he has had to change the story he has been telling in public about Stormy Daniels and what Trump knew or didn't know and when about the payment Cohen made to her. And he may simply have meant "the president" as a stand-in for "the administration."But this is not the first time that there have been questions about whether politics and Trump influenced the DOJ's decision.On the day AT&T announced its bid to buy Time Warner, the parent company of CNN, then-candidate Trump said he opposed the deal. So when he took office, there were concerns within AT&T and Time Warner that he or his aides would try to block the deal.AT&T said earlier this week that it hired Cohen, in part, to gain "insights" about the Trump administration's thinking about the deal.Throughout 2017, career officials at the Justice Department's antitrust division conducted a standard review of the proposed deal.The DOJ traditionally operates with a lot of independence. But there were persistent questions about possible political interference, especially in light of the president's well-publicized disdain for both CNN and attorney general Jeff Sessions.Still, AT&T and Time Warner executives believed the deal would receive DOJ approval, much like Comcast's acquisition of NBCUniversal did nearly a decade ago. By October, they thought the thumbs-up was right around the corner.They were wrong. In November, the DOJ went to court to block the deal, alleging that the combination of the two companies would give AT&T too much power in the marketplace.That's when questions about Trump's hidden hand really got louder. Democratic lawmakers raised alarms. So did AT&T and Time Warner. Other critics pointed out Trump's complaints about Sessions and the DOJ. Trump had recently been quoted saying "I'm not supposed to be involved in the Justice Department," adding, "I'm not supposed to be doing the kinds of things I would LOVE to be doing, and I'm very frustrated by it."But White House aides like Kellyanne Conway insisted that the White House was not interfering.The DOJ's antitrust chief, Makan Delrahim, said the same thing. He denied being influenced by Trump.In an affidavit, Delrahim said "all of my decisions" about suing to block the deal "have been made on the merits, without regard to political considerations."Ahead of the trial, AT&T and Time Warner sought discovery on any relevant communications between the White House and the Justice Department.
