(KGTV) -  A group called "Take Back Oceanside" with some 300 members strong is vowing the clean up the filth and violence they say has crept into their neighborhood along the San Luis Rey riverbed.Organizer Drew Andrioff says the crime is out of control."We believe other coastal communities are giving the transients bus and train tickets here, and the city is limited in what they can do. It's gotten so bad no one wants to take their kids out. Police don't come down here after dark because the camps have traps....trip wires and sharp bamboo," said Andrioff.Police estimate nearly 500 homeless people are living along the riverbank.  The Oceanside Police Department has made over 1,000 arrests in that area since the first of the year.Lifelong Oceanside resident Donna McGinty says the crime is seeping into the city."Every atrocity imaginable is happening down there.  Prostitution is rampant.  The transient groups have their own little government down there and it's well organized," she said.Pictures taken by the neighborhood group show used needles, hundreds of shopping carts, heaping trash, a machete, and a polluted river. The group plans to attend the Oceanside City Council meeting on October 17 to ask for help. 1283

Only a handful of countries are allowing Americans in without restrictions, and the U.S. State Department is urging all Americans to avoid international travel due to COVID-19. For those who still want to go abroad, things will likely look very different.Carol Bryant, a travel advisor, just returned from a trip to Mexico.“I went for a few reasons. One, because I love it down there. I've been going there for years,” Bryant said. “I also wanted to see what it was like, so I could tell people what my experience was.”Mexico is one of the few countries currently allowing Americans in without restrictions.“I felt safer there than I feel here," Bryant said. My feeling is this isn't going away anytime soon and we need to find a way to live with it.”Each country is responding differently to American visitors.“There is a ban on Americans traveling to any of the countries in the Schengen area so that does leave Ireland and Britain open as far as European countries go,” Hannah Oreskovich, a travel influencer and marketing consultant, said.Since COVID-19 started spreading, she hasn’t traveled outside the U.S.“There’s definitely some countries who are taking advantage of those opportunities right now who probably need the tourism,” Oreskovich explained.The airline Emirates is a prime example, recently announcing passengers will receive free COVID-19 insurance. This could include medical expenses and quarantine costs. But countries change their rules about who is allowed in, and who must quarantine upon arrival, depending on case numbers.“Their numbers look good so they loosen things. Their numbers start to go up, they tighten it down,” Bryant said.“Lots of what I’m seeing, you have to test before you go and test when you get there and you're still quarantining maybe,” Sherry Ott, a travel blogger, said. ”They have to have a way to be able to check people in quarantine.” Ott is talking about Ireland, a country allowing Americans in with restrictions. One of those restrictions includes being in self-quarantine for two weeks upon arrival.“They haven't been checking it very much, so it hasn't been really as effective as they would've liked it to be,” said Ott, who has been a travel blogger since 2006. “There is a wide range," said Bryant of international restrictions. "Bahamas recently was going to start letting people in, and then they said, 'We will let you in, but you have to stay in a government-run facility at your own expense. Different countries are doing different things, but it changes all the time.”So, how do you plan a trip if rules change daily?“Get travel insurance that lets you cancel for any reason. Any reason,” Bryant suggested. “This is not the time to shop deals.”Ott said international travel will look different moving forward. “It’s going to be a lot less, a lot more self-guided tours. Not since 2005 has the Atlantic basin seen so many storms in a hurricane season. The effects of those storms reached inland states like Arkansas, Tennessee, West Virginia and Vermont.Yet, the effects from these storms go beyond just high winds.“The biggest problem we have is with flooding, is inland flooding,” Link explained. "And some of that is attributed to tropical systems that continue to dump a lot of rain, long after they cross the shoreline.”That’s an issue, he said, because many areas don’t have the infrastructure in place to deal with the heavy, quick downpours that are associated with tropical systems.“Not only are they old, but they’re just not up to the task. That’s a serious problem. How do you change that?” Link said. “We’re not set up well to change our infrastructure based on changing conditions.”It is a change that may have some communities rethinking exactly what it means to be in a hurricane zone.While the official hurricane season runs from June 1 through November 30, occasionally some tropical storms do develop outside those dates, including some that formed this year in May. One person in California has died from the E. coli outbreak linked to romaine lettuce from the Yuma, Arizona growing region, the US Centers for Disease Control and Prevention said Wednesday. This is the first death from this outbreak.The agency reported 23 additional cases of illness bringing the total number of cases to 121 since the outbreak began in March.Fifty-two individuals have been hospitalized.Kentucky, Massachusetts and Utah are the latest states to report illnesses bringing the total number of states impacted to 25.Health officials are continuing to investigate the source of the ongoing outbreak but still have not been able to identify a single grower, farm, manufacturer, supplier or brand.The-CNN-Wire 735

  

OROVILLE, Calif. (AP) — Northern California authorities have arrested a woman they say scammed ,100 from a 75-year-old who lost a home in a wildfire last year that killed 85.The Butte County Sheriff's Office announced Tuesday the arrest of 29-year-old Brenda Rose Asbury for elder abuse, embezzlement and grand theft.Detectives say Asbury stole from an insurance settlement that the victim received after losing a home in the 2018 Camp Fire.A warrant for her arrest was issued in September.Asbury turned herself in to Butte County authorities on Monday after driving three days from Tulsa, Oklahoma, and on the advice of her attorney, Michael Erpino of Chico.Sheriff's office spokeswoman Megan McMann said Asbury is in jail on ,100 bail.She is scheduled to be arraigned Thursday. 793
